Voters reflect that the health insurance premium for school students is currently higher than the premium for family members participating together.
Regarding the health insurance contribution rate, Minister of Health Dao Hong Lan said that the current health insurance contribution rate is 4.5% of the basic salary, pension, disability allowance, unemployment allowance or basic salary, based on the economic and social development conditions of the country and the contribution capacity of the State, enterprises, employees and people.
Previously, the Ministry of Health consulted on reviewing and amending the Law on Health Insurance in the direction that people who buy health insurance at school are students (group 4) and can switch to buying health insurance for families (group 5).
However, to ensure management by group of subjects and stable implementation of health insurance policy for students, this group will continue to pay according to group 4.
The Minister of Health also affirmed that, with the "relatively complete" scope of health insurance benefits, the current contribution level is considered low compared to countries with similar socio-economic development conditions.
The current health insurance premium for students is 70%, equivalent to VND 884,520, and is supported by the State budget with 30%, equivalent to VND 379,080. This premium is valid for 1 year.
In addition to the support from the State budget, in Decree No. 75/2023/ND-CP, the Government also stipulates that the Provincial People's Committee can base on the local budget capacity and other legal funding sources to submit to the People's Council of the same level to decide on a level of health insurance contribution support higher than the minimum support level for the prescribed subjects.
At the same time, provide additional support for those who are not eligible for support and have difficulty in continuously participating in health insurance.
