On the afternoon of May 25, a working delegation of the Central Steering Committee on Military Region and Defense Zone Defense led by Senior Lieutenant General Huynh Chien Thang, member of the Party Central Committee and Deputy Chief of the General Staff of the Vietnam People's Army, inspected the implementation results of Decree No. 21/2019/ND-CP of the Steering Committee on Defense Zones of Hanoi City.
Attending and working with the delegation were comrades: Le Hong Son, Permanent Vice Chairman of Hanoi People's Committee; Lieutenant General Nguyen Quoc Duyet, Commander of Hanoi Capital Command; Major General Tran Ngoc Tuan, Political Commissar of Hanoi Capital Command.

Over the past years, the Hanoi City Defense Zone Steering Committee has thoroughly grasped the viewpoints, policies and guidelines of the Party, the State, the Government, the Central Military Commission and the Ministry of National Defense; the central ministries, departments and branches on building defense zones; led and directed the implementation of Decree No. 21/2019/ND-CP of the Government, achieving many good results; the awareness of cadres and party members at all levels and branches about the position, significance and role of defense zones in building and protecting the Fatherland has been significantly raised. The political, socio-economic and military and security potential in the defense zone has been built with increasingly solid results. The work of national defense, people's security, building the posture and military-security potential has been closely, comprehensively and increasingly firmly led and directed from the city to the grassroots.

Concluding the inspection, Senior Lieutenant General Huynh Chien Thang acknowledged and highly appreciated the achievements of Hanoi City in implementing Decree No. 21/2019/ND-CP of the Government on building defense zones. At the same time, he requested the Steering Committee on Hanoi City's defense zones to continue directing and organizing the implementation of the Party's guidelines and viewpoints on national defense and security tasks to protect the Fatherland according to the Resolution of the 13th National Party Congress. Focus on directing the building of potentials, especially political, spiritual, cultural and social potentials in defense zones; building a standing army, militia and self-defense forces, and reserve forces that are strong in politics, ideology and organization; focusing on training combat drills in commune-level defense zones, training in civil defense drills, disaster prevention drills, and rescue drills. Maintain strict combat readiness, closely coordinate between the two military and police forces to grasp and forecast the situation, promptly advise on solutions from the beginning and at the grassroots level, not to let "hot spots" form, absolutely protect the security and safety of works, targets and political events, creating a favorable environment for the socio-economic development of the capital.

Senior Lieutenant General Huynh Chien Thang also suggested that Hanoi review and adjust the socio-economic development plan of the capital for the 2020-2025 period to suit the national defense posture, meeting the requirements of defense tasks. At the same time, supplement and adjust the plan to ensure national defense needs; mobilization plan for the early war period; technical assurance plan; plan to mobilize the potential and resources of the city, sectors, and all economic sectors, ensuring the needs of war associated with the socio-economic development plan of the city.
Based on the results of implementing Decree No. 21/2019/ND-CP of the Steering Committee on building defense zones, Senior Lieutenant General Huynh Chien Thang suggested that Hanoi City continue to promote the results achieved in the past time, focus on leadership, direction, and organization of experience sharing for agencies and units under its authority, and overcome the shortcomings that the inspection team pointed out during the actual inspection at agencies and units.
