Building community tourism into a complete, mainstream product

According to the Project on community tourism development in Vietnam (referred to as the Project), building community tourism into a complete and mainstream product in the product system of Vietnam's tourism is an important goal; basically meeting international and ASEAN requirements for community tourism activities.

Aiming to preserve the traditional cultural identity of ethnic minorities

The project aims that by 2025, at recognized community tourism sites in Vietnam, the good traditional cultural values ​​and identities of ethnic groups will be basically preserved and promoted; 20% of community tourism sites will have community activity houses; 20% of community tourism sites will have traditional cultural and artistic teams (clubs) operating regularly and with quality.

Along with that, at least 30% of tourism establishments providing community tourism services will be trained in tourism management; 20% of community tourism workers will be trained and improved in their professional skills and tourist service skills, of which at least 10% will be female workers; each community tourism site will have at least 1 person who can communicate in a foreign language.

The objective of the Project is to organize 40 training courses, professional development related to community tourism, skills in welcoming and serving tourists; skills in explaining and introducing tourism products and tourist attractions; skills in civilized tourism communication and behavior; teaching intangible culture, collecting, restoring, preserving and conserving traditional crafts, promoting intangible culture, preserving festivals at community tourism destinations; building and supporting investment in at least 10 typical community tourism destinations in ethnic minority and mountainous areas, serving the development of community tourism.

Accordingly, strive for each new rural district with tourism potential to build at least 1 model of community tourism chain linked to new rural construction; at least 10% of traditional craft villages in each new rural district have OCOP products linked to community tourism development.

Strive for 20% of community tourism sites recognized according to national standards on community tourism in Vietnam to be introduced and promoted; 10% of community tourism sites to apply information technology in tourism activities; towards the goal of building a database and standardizing digital maps of community tourism sites nationwide.

The project aims that by 2030, Vietnam will basically develop synchronous community tourism products in major tourist centers where there are large numbers of tourists.

Linking community tourism to promote sustainable values

One of the solutions is to research and effectively use budget capital for investment in supporting the restoration and preservation of traditional culture associated with the development of community tourism activities, which is specified in Project 6, National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, Phase I: from 2021 to 2025 (National Target Program 1719) on "Preserving and promoting the fine traditional cultural values ​​of ethnic minorities associated with tourism development".

The project emphasizes a group of solutions on preserving and developing cultural values, including the need to promote and mobilize households to participate in community tourism on the basis of preserving family and clan traditions and exploiting local cultural traditions. Maintain the living environment and normal activities of the community; ensure security, order, social safety, and preserve culture in community tourism activities.

Developing community tourism must be associated with the culture of local people and for the people's lives, with the participation of local people; there must be a policy of State concern to promote and mobilize households to participate in community tourism. Building a cultural lifestyle, appropriate criteria for organization, communication, behavior when serving tourists, rules of conduct between tourists and local people... in community tourism activities.

Along with that, focus on building synchronous mechanisms and policies to preserve and develop appropriate culture to encourage businesses, organizations, families and individuals to participate in community tourism activities in accordance with the needs of tourists; ensure the preservation and promotion of traditional cultural values ​​of the locality, creating a healthy cultural environment at community tourism destinations. Link the image of community tourism destinations with local cultural values, with close coordination and connection between related parties on the principle of equality, enjoying fair benefits together.

According to the Project, there are 7 groups of solutions for developing community tourism in Vietnam, including: Solutions to strengthen the integration of investment policies, support the development of community tourism and integrate and effectively use capital sources; Solutions on infrastructure and technical facilities; Solutions on markets, promotion, and product development linkages; Solutions on planning and investment incentives; Solutions on preserving and developing cultural values; Solutions on managing and improving the quality of human resources; Solutions on protecting resources and the environment.
