Building a strong team of cadres at all levels from the "roots"

President Ho Chi Minh once advised: “Cadres are the root of all work”, “success or failure depends on good or bad cadres”. Following President Ho Chi Minh’s advice, Binh Thuan Party Committee always pays attention to the work of planning, training and fostering cadres, considering this the “key” step of the “key” task.

Ensure real human resources

At the Tanh Linh District Party Committee, cadres in the planning are interested in training and fostering both in political theory and professional expertise. The Standing Committee of the District Party Committee said that every year, the locality has issued training and fostering plans such as: Postgraduate training, advanced political training, intermediate political training, state management, fostering and updating national defense and security knowledge for subjects 2 and 3 for cadres, civil servants and public employees under the management of the District Party Committee Standing Committee and cadres in the planning. Most of the leaders and managers who have been trained and fostered in political theory have improved their political awareness, moral qualities, lifestyle, working capacity, management capacity and met the requirements of the tasks of the unit and locality. In addition, since the beginning of the 2020 term, the Standing Committee of the District Party Committee has sent 333 comrades to attend classes inside and outside the province; 245 cadres, civil servants and public employees were trained in professional skills and political theory; 47 cadres, civil servants and public employees participated in professional training and updated knowledge according to job title standards... However, Tanh Linh District Party Committee also said that some agencies, units and localities have not linked cadre planning with other stages in cadre work; the arrangement of female cadres to hold key leadership and management positions in the district is still difficult.

Meanwhile, at the Provincial Police Party Committee, the quality of the contingent of cadres and party members is considered the foundation and important factor to build a truly clean and strong provincial police force, improve leadership capacity, combat strength and meet the requirements and assigned political tasks. Accordingly, the Provincial Police Party Committee and leadership have focused on reviewing and building a contingent of police leaders and commanders at all levels with sufficient quantity, quality, capacity, prestige, and equal to the task; paying attention to young cadres, female cadres, cadres who are ethnic minorities, cadres with quality, capacity and development orientation; cadres at the grassroots level, direct combat units and investigation forces. The planning of leadership and command positions of the police at all levels has been carried out seriously and evenly at all 3 levels. As a result, in 2023, a total of over 2,000 cadres have been built, reviewed and supplemented in the planning in 2 terms. The work of mobilization and appointment continues to receive attention, is carried out regularly and promptly to serve the requirements of perfecting and arranging the leadership and command team. Also in 2023, 130 leaders and commanders from the department level, district-level police to team level and commune-level police were mobilized and appointed; 100% of district-level police chiefs will continue to be non-locals, and there will be no redundant department-level and district-level leaders.

Personnel planning according to the motto "dynamic" and "open"

In recent times, Binh Thuan has "Focused on building a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige to match the tasks", all aspects of cadre work have been focused on synchronization between stages; enhancing publicity, transparency, controlling power, and preventing the abuse of power and positions. Specifically: Cadre planning, especially planning for Party committees and key positions, has been carried out strictly and in accordance with regulations with the motto of "dynamic" and "open", implemented from the bottom up, taking lower-level planning to build for higher-level, ensuring conditions, standards, processes, procedures, publicity, transparency, and timely building and supplementing plans to meet the requirements of tasks in the new situation. The work of rotating, transferring, appointing and introducing candidates for election has been carried out seriously and closely, properly promoting the role of participating in the appraisal of Party committees and professional agencies on issues related to cadres. From October 1, 2020 to December 31, 2023, 98 cadres were transferred, appointed, and nominated for candidacy to hold positions under the management of the Secretariat and the Standing Committee of the Provincial Party Committee. In addition, cadres who were promoted, appointed, or nominated for candidacy were all planned for the appointed position or equivalent; ensured the conditions and standards; were examined, verified, and concluded by competent authorities on political standards to ensure they were qualified for placement in suitable positions; were evaluated and commented on, clearly indicating strengths, advantages, weaknesses, limitations, and development directions. The selection, proposal, and appointment process was carried out in accordance with the 5-step process, ensuring strictness, democracy, publicity, and transparency.

In the coming time, Binh Thuan Party Committee will continue to review and supplement the planning of leaders and managers at all levels, research to create breakthroughs in personnel work, focus on discovering young, new, promising factors for planning, training, using, and creating a long-term source of cadres. Complete the development of a plan for cadre rotation in localities and units; focus on arranging, assigning, transferring, rotating, promoting, appointing, training, and fostering cadres based on the planning, proactively preparing a team of successor cadres for the following terms to ensure a reasonable number and structure to create strong changes in leadership capacity, fighting strength, management and operation effectiveness, and overcome limitations in the implementation stage. At the same time, Binh Thuan Party Committee will focus on further strengthening the work of controlling power in personnel work to ensure substance and effectiveness. Do a good job of organizing centralized civil servant and public employee recruitment exams; Pilot implementation of appointment of officials through examination.

It can be said that cadres are the fundamental factor determining the success of the cause of building the Party and the political system, creating momentum for the socio-economic development of the province. The work of training, fostering and planning cadres is always considered a premise, laying the foundation for the "key" stage. This task is not only awareness but also action with high political determination, so that Binh Thuan can gradually build a team of cadres at all levels with sufficient qualities, capacity and prestige according to the Party's policy, meeting the requirements of the locality in the new development stage.
