Faced with increasingly stringent market demands for food safety, organic agricultural production is an inevitable trend in the agricultural sector. In Binh Thuan, the province has recently focused on implementing both breadth and depth, achieving certain results. However, there are still difficulties and constraints leading to results that are not as expected and potential.
Promote the development of large-scale production
According to the Department of Agriculture and Rural Development, there are currently about 128 hectares of organically certified crops in the province. Of these, 124.5 hectares are dragon fruit and 4.5 hectares are certified organically as grapevines. In addition, the province currently has over 7,330 hectares of organically produced crops, including over 2,455 hectares of organically produced cashews in Ham Thuan Bac, Tanh Linh, Ham Tan; and 4,615 hectares of organically produced rice in Tanh Linh, Duc Linh, Tuy Phong, Ham Tan, and La Gi. In addition, 129 hectares of organically produced dragon fruit and a number of other vegetable and fruit growing areas are being implemented in localities.
Regarding livestock farming, in fact, up to now, the province has not had any organic certified livestock farms, but most of them are households and farms that raise livestock in an organic direction and are gradually converting to organic farming... In which, mainly beef cattle farming with 1,720 households; pig farming 1,669 households; poultry farming 764 households and goat farming 317 households. Regarding organic forestry products, the province is focusing on developing medicinal plants under the forest canopy with many valuable species, with high economic value such as lingzhi mushrooms, royal jelly, yam, ground ginseng, yellow camellia... but have not been certified organic because of their small scale. Regarding organic aquaculture, the province has planned and oriented the development of organic aquaculture areas. However, most of the farming areas are still small, mainly in the organic direction such as raising catfish and white-legged shrimp. There is no certified organic aquaculture area.
Notably, Binh Thuan has an agricultural land area of about 356,746 hectares, a long coastline and a large territorial sea. Therefore, the province has the conditions to comprehensively develop the agricultural sector in all three areas: cultivation, livestock and aquaculture. But why has organic agricultural production not yet achieved the expected results? The reason mentioned by the Department of Agriculture and Rural Development is that organic agricultural production, applying high technology requires strict processes, is bound by many technical standards, and the initial investment capital is too high. Therefore, the propaganda and mobilization of people to switch to clean agricultural production, organic agriculture, and applying high technology still face many difficulties. On the other hand, products that want to meet organic standards must meet the process according to Decree No. 109/2018/ND-CP dated August 29, 2018 of the Government, and producers must pay the cost of recognition. Therefore, businesses and farmers have not boldly converted to organic production. Along with that, the cost of agricultural products produced according to organic production, applying high technology is often 2-3 times higher than that of conventional agricultural products. Find ways to strongly develop organic production
Recognizing the potential, as well as the above barriers, what do we need to do to develop organic agriculture strongly and sustainably in the coming time? According to the provincial agricultural sector, promptly implement the province's support policies to invest in organic agricultural production. Innovate the organization of production of raw material processing areas according to the agricultural value chain, linking between farmers, the state, scientists, and businesses. At the same time, call for, encourage, and support businesses to invest in clean agriculture, organic agriculture, and apply high technology to produce sustainably, increase the value of agricultural products, etc.
The Department of Agriculture and Rural Development said that, regarding the tasks and solutions to implement the organic agriculture project by 2030, it is necessary to perfect the policy mechanism. Including policies to attract investment capital into the organic production industry. At the same time, improve capacity and training for farmers, especially guiding them to apply organic farming models combined with advanced technology. Strengthen the connection of organic product value chains, create stable distribution channels such as organic stores, supermarkets, and e-commerce platforms specializing in selling organic products. In addition, encourage cooperatives, cooperative groups and organic agricultural processing enterprises to cooperate in production, processing and consumption of products, to ensure stable output for farmers.
One solution that cannot be ignored is to raise awareness among the community and consumers. That is to implement promotional programs, consume organic products through retail channels, supermarkets, markets, creating organic consumption habits in families. Create specialized organic production areas, where there is a connection between production, processing and consumption, to increase production efficiency and sustainable development.
According to research, organic agriculture is a combination of traditional techniques and scientific advances to benefit the common environment, creating fair relationships and a balanced life for all subjects in the ecosystem.
