Ngu Lac commune has the Duyen Hai district administrative center. After merging Phuoc Hoi hamlet (formerly Long Khanh commune) into Me Lang hamlet, the whole commune has a natural area of 3,802.34 hectares, of which agricultural land is 1,797.35 hectares, aquaculture land is 1,549.95 hectares, the rest is other specialized land. The local economy mainly focuses on agricultural production, aquaculture, livestock, and a part of small-scale industry and services.
On the basis of achieving the criteria of a new rural commune by 2020, Ngu Lac commune has been invested in infrastructure, rural traffic system, plus natural conditions are quite favorable for economic, cultural, social development and advanced new rural construction.
Implementing the leadership resolution of the District Party Committee on building Ngu Lac commune to complete the criteria of an advanced NTM commune by the end of 2023, the Party Committee of Ngu Lac commune has developed a thematic resolution to lead the locality to build an advanced NTM commune. Through the review and evaluation work, Ngu Lac commune has achieved 14/19 criteria of an advanced NTM commune, with 5/19 remaining criteria, including: production organization and rural economic development, planning, healthcare, income and multidimensional poverty rate, and residential housing.
Based on self-review and assessment, for the criteria that have not been met, Ngu Lac commune focuses on investing in building "hard" criteria, promoting the implementation of "soft" criteria, striving to complete the criteria by the end of 2023. In particular, focusing on promoting propaganda and mobilization for all classes of people about the goals and significance of new rural construction activities so that people and organizations can raise awareness and join hands with local authorities to build new rural areas. Propaganda work is carried out in many forms and with rich content.
Ngu Lac Commune is a locality with a large Khmer ethnic group, accounting for over 64% of the total population. The commune has many places of worship and religion, including 03 Khmer Theravada pagodas. With this feature, the locality has coordinated with monks and pagodas to improve the effectiveness of propaganda work.
According to Venerable Thach Ruone, Chairman of the Association of Patriotic Monks and Nuns in Duyen Hai District, the abbot of Tra Khup Pagoda, Tra Khup Hamlet, Ngu Lac Commune, in recent times, he himself, the Association of Patriotic Monks and Nuns in the district and the Pagoda Management Board have regularly worked with local authorities to organize propaganda and mobilize Buddhists and followers. Thereby, Buddhists have realized that the National Target Program on New Rural Development is a major policy of the Party and State, aiming to build an increasingly developed rural face, improve the material and spiritual life of the people, preserve and promote the national cultural identity, and create a clean and beautiful environment.
Through propaganda work, the awareness of cadres, party members, members and people has been raised, understanding the purpose, meaning, rights and responsibilities of the people together with the party committee and local government in building new rural areas. People actively participate in contributing working days, donating land, trees, crops to build roads, build village roads, alleys, participate in dredging intra-field canals, mobilize and gather people to build flagpoles, street lights, sweep, collect garbage, plant trees to protect the environment, participate in cooperatives and economic development cooperatives.
Before implementing the National Target Program on New Rural Development, people's lives were still facing many difficulties, with poor households accounting for over 36.5%, and average income per capita reaching only nearly 15 million VND/person/year. Infrastructure, transport and irrigation infrastructure have not been properly invested, rural transport works have degraded, internal investment resources are limited, the intellectual level of the people is not uniform, the qualifications and capacity of some officials have not met the requirements and tasks in the new situation, the ability to exploit economic potential is still limited, and the budget revenue is not sustainable, greatly affecting the economic, cultural and social development in the locality.
Through the process of striving to build, by the end of 2020, Ngu Lac commune was recognized as meeting the standards of a new rural commune. From 2021 to now, the commune continues to maintain and improve the criteria, focus on mobilizing resources, and mobilize people to actively participate in building a new advanced new rural commune. The Party Committee, government, Fatherland Front, and organizations focus on directing and mobilizing people to develop production, transform the structure of crops and livestock, develop family economy associated with cooperative economy, and build many effective economic models. Established 03 cooperatives, with 176 members, charter capital of 1.6 billion VND; 29 cooperative groups, with 399 members.
The whole commune currently has 893 commercial and service establishments, which have created jobs for 1,123 local workers. Taking advantage of capital sources from projects and production development capital has created conditions for people to change their economic structure, invest in production models, and contribute to local economic development.
Up to now, the rural area has improved a lot, the transportation system and many projects have been invested in the area, creating more jobs, increasing income for workers, many households have escaped poverty, become well-off and rich. At the end of 2022, the average income per capita of Ngu Lac commune reached 54.82 million VND/year. Thereby, the poverty rate has been significantly reduced, up to now, the commune has 219/4,661 poor households, near-poor households account for 3.43%.
The biggest difficulty of Ngu Lac commune in implementing the criteria for building an advanced new-style rural commune is that the rate of people participating in health insurance is still low, only reaching 65%. According to the set of criteria for the period 2012 - 2025, the rate of universal health insurance coverage must reach 95% or more. To complete this criterion, Ngu Lac commune has proposed many solutions, including strengthening propaganda and mobilizing people to voluntarily participate in health insurance. Establishing a mobilization team to go to each household to mobilize and convince people about the practical significance of health insurance for health care, the economic benefits of people when examining and treating diseases with health insurance. Mobilizing resources and support from organizations, individuals, and benefactors in purchasing health insurance for people. In addition, the locality also assigned unions and hamlet People's Committees to directly propagate and mobilize cadres, members and people to participate in health insurance to ensure the rate of people participating.
According to comrade Nguyen Thanh Hung, Chairman of Ngu Lac Commune People's Committee, Duyen Hai district has just been recognized as a district meeting the NTM standards, which is a great source of encouragement and motivation for the locality to strive to complete the criteria for building an advanced NTM commune by the end of 2023. Ngu Lac commune will focus on improving the quality of the achieved criteria, overcoming difficulties, mobilizing resources to complete the unachieved targets to strive to complete the criteria for building an advanced NTM commune by the end of 2023. Thereby, helping to improve the appearance of the countryside, contributing to improving the material and spiritual life of the people.
