Attending the meeting was comrade Giang Thi Hoa - Vice Chairman of the Provincial People's Council.

At the meeting, delegates listened to the Department of Finance present the draft Proposal on supplementing the revenue and expenditure estimates for 2025 from foreign non-refundable aid. Accordingly, the project from foreign non-refundable aid, with an amount of over 34 billion VND, includes the following projects: Emergency aid project for children and mothers to help recover from the damage caused by the impact of super typhoon No. 3 - YAGI sponsored by the United Nations Children's Fund (UNICEF) and the pilot project on purchasing HIV/AIDS prevention and control services with social organizations, phase 2. For this content, the chair requested the staff unit to urgently complete the procedures to submit to the Provincial People's Council for promulgation.
Leaders of Dien Bien Phu city gave opinions at the meeting
Based on the opinions of the delegates on the content of the draft Report 02, Regulations on support mechanism for implementing social housing construction investment projects in Dien Bien province, the Standing Vice Chairman of the Provincial People's Committee requested the drafting unit to review the name of the Report and Resolution, and at the same time supplement and clarify the content of the draft; assign the Department of Construction to coordinate with the Department of Natural Resources and Environment and localities to urgently review the subjects in need of use in the localities, continue to complete and submit to the Provincial People's Council at the next session.

Content of the 3rd draft on Approval of the supplement to the List of land plots for bidding for investment projects using land in Dien Bien province. Accordingly, the Urban, Tourism, Entertainment and Pa Khoang Lake Area Project (Sungroup) is added to the list of land plots expected to implement investment projects using land and 11 lists of land plots for bidding to select investors to implement investment projects using land. Regarding this content, Comrade Pham Duc Toan - Standing Vice Chairman of the Provincial People's Committee requested the districts, especially Dien Bien Phu city, Dien Bien district and Tuan Giao district to review the conditions according to the provisions of law. If eligible, add them to the Submission, no later than February 21, 2025, the localities and departments will update and send them to the Department of Planning and Investment for synthesis and consultation to submit to the Provincial People's Committee for consideration.

The Standing Vice Chairman of the Provincial People's Committee requested that the districts continue to review and provide written comments, no later than February 21, 2025, to the Department of Planning and Investment for synthesis, completion and consultation for submission to the Provincial People's Committee.
Department of Construction reports draft content
Giving opinions on the content of the Regulation on unit price for compensation for actual damage to houses, dwellings, and construction works attached to land when the State reclaims land in Dien Bien province, the delegates attending the meeting basically agreed on the content. Emphasizing that this is an important content, the chairman of the meeting requested the Department of Construction to coordinate with the Department of Natural Resources and Environment, the Department of Justice, and the Department of Finance to study and advise the Provincial People's Committee on transitional provisions. Complete and submit to the Provincial People's Committee for signing and promulgation in February.
Content 06 Regulations on the use of motorbikes, motorbikes and rudimentary vehicles for passenger and cargo transportation business in the province. Regarding the final content, regarding the Decision regulating the functions, tasks, powers and organizational structure of the Department of Foreign Affairs of Dien Bien province, the Standing Vice Chairman of the Provincial People's Committee requested members of the Provincial People's Committee to continue researching and contributing to the Submission for the Provincial People's Committee to issue the Decision and implement./.
