According to Vinh Phuc province's report, in 2022, Vinh Phuc province's PCI index ranked 8th out of 63 provinces and cities nationwide, with a strong rise in two indexes: Business support policy index ranked 4th out of 63, legal design index ranked 5th out of 63.
Mr. Vu Chi Giang, Vice Chairman of Vinh Phuc Provincial People's Committee affirmed that the above results were achieved thanks to the fact that over the past years, the Provincial Party Committee and Vinh Phuc Provincial People's Committee have always identified improving the investment and business environment as one of the important tasks in the direction and administration.
Vinh Phuc has created a transparent business environment, enhanced and improved the quality of business support services, especially for small and medium enterprises. At the same time, the province is constantly seeking and proposing useful solutions to improve business support policies and enhance provincial competitiveness.

Speaking at the workshop, Associate Professor, Dr. Pham Thanh Hieu, Vice President of the National Economics University informed: As one of the ten components of the PCI index, "Business support services" in 2021 will be replaced by the index "Business support policies" to focus on understanding businesses' assessments of the results of implementing business support programs within the framework of the Law on Support for Small and Medium Enterprises, which took effect from 2018.
The new assessment indicators focus on several important aspects of supporting small and medium-sized enterprises, including the level of convenience in participating in support programs such as granting credit guarantees at the Small and Medium Enterprise Credit Guarantee Fund; support in developing feasible production and business plans, enhancing governance capacity, management skills, and financial transparency of enterprises to improve access to credit, etc.
Delegates attending the workshop analyzed and evaluated in detail the business support policy index of Vinh Phuc, proposing many contents and ways to improve this index.
Specifically, Vinh Phuc province needs to focus on providing information, posting general administrative procedures, procedures for support in business capacity, rental prices in industrial parks and clusters; procedures for exemption from legal consulting fees; procedures for exemption from market information consulting fees; procedures for exemption from participation in training courses using the state budget...
Experts suggested that Vinh Phuc province continue to create an open environment, simplify administrative procedures, speed up the completion of infrastructure systems of industrial parks and industrial clusters to attract investors; and resolutely direct the implementation of the province's issued policies to support businesses.
