In 2025, the province strives to achieve a total state budget revenue of VND 32,100 billion, of which domestic revenue is VND 26,000 billion and import-export tax revenue is VND 6,100 billion. To achieve the set target and increase the province's GRDP to double-digit growth, the Provincial People's Committee has assigned budget revenue targets and plans to units and localities; improved the investment environment, created favorable conditions for enterprises to produce and operate effectively, and increased budget revenue.

In the face of economic difficulties and the impact of reduced revenue from support policies, in 2024, the province's domestic revenue will remain stable in the top 10 provinces nationwide with total state budget revenue in 2024 reaching more than 26 trillion VND, equal to 103.9% of the ordinance estimate and 101.5% compared to 2023.
In 2024, the whole industry issued and managed 1,182,450 tax codes; the rate of tax declarations submitted/payable reached 98.24%, an increase of 0.45% over the same period in 2023.
From the beginning of 2025, the Provincial Tax Department has focused on diversifying forms of propaganda on tax laws and policies; closely monitoring the collection progress, evaluating and analyzing the collection situation in each locality, each collection area, collection item, and tax type; forecasting monthly and quarterly collection in line with actual occurrence to advise on timely collection direction solutions.
Support and answer taxpayers online via the Tax Industry Electronic Information Portal, provide consultation via the eTax system and via Zalo; actively apply information technology to inspection and examination work from the risk analysis stage to the implementation and completion of inspection and examination; closely coordinate with the Department of Finance (new) to issue business codes for newly established enterprises, change tax registration information, suspend business, and restore business.

Maintain 100% of operating enterprises making online declarations and more than 98% of enterprises paying taxes electronically; strengthen tax management for business households and individuals doing business on e-commerce platforms, doing business on digital platforms, and livestreaming sales activities.
Applying information technology in tax management, simplifying procedures, and serving people and businesses well, the Provincial Tax Department has promoted the automatic personal income tax refund process through the eTax Mobile and iCanhan applications; managing business households on digital maps; flexibly and innovatively disseminating the benefits of electronic invoices with tax authority codes generated from cash registers; reviewing and standardizing personal tax code data in phase 2 to ensure correct, complete, and clean data.
The whole province has nearly 33 thousand personal accounts activating electronic transactions, an increase of nearly 18 thousand accounts compared to the end of 2023, of which nearly 13 thousand accounts have downloaded, installed and used the eTax Mobile application with a total transaction amount of nearly 134 billion VND, an increase of 100 billion VND compared to the end of 2023; 342/657 taxpayers have applied electronic invoices generated from cash registers.
Recently, at the conference on implementing the economic growth scenario for 2025 organized by the Party Committee of the Provincial People's Committee, Director of the Provincial Tax Department Le Van Phuc said: In recent years, the province's budget revenue has depended mainly on foreign enterprises, mainly Toyota Vietnam and Honda Vietnam.
However, the operations of these two enterprises have encountered difficulties in the past two years, which has strongly affected the economic growth and budget revenue of the province. In 2024, only nearly 15,000 billion VND was collected from these two enterprises, a decrease of about 5,000 billion VND compared to previous years.
To complete the state budget revenue target and achieve double-digit economic growth, the province has implemented synchronous solutions; focused on removing difficulties and obstacles for production and business activities of enterprises, striving to collect more than VND 15,000 billion from Toyota Vietnam and Honda Vietnam; and assigned VND 2,000 billion from land auction proceeds to localities.
Along with that, in 2025, 32 projects registered for investment in previous years will come into operation, contributing significantly to the province's budget revenue.
For the Customs sector, to complete the collection of import and export taxes of VND 6,100 billion, Vinh Phuc Customs Branch continues to promote administrative procedure reform, effectively implement the "national single window" mechanism and the "ASEAN single window" mechanism, ensuring that 100% of import and export declarations of enterprises are declared through the automatic customs clearance system; publicly, fully, clearly and promptly post administrative procedures in accordance with regulations; review and simplify administrative procedures, ensuring quick and convenient settlement for organizations and individuals; support and attract enterprises to participate in import and export through the area.
With the synchronous implementation of solutions, in January 2025, the total budget revenue in the province reached 5,574 billion VND, reaching 21% of the annual plan; of which, domestic revenue reached 5,200 billion VND, reaching 23.6% of the plan; customs revenue reached 374 billion VND, reaching 7% of the annual plan.
