In 2021, the Ministry of Justice approved the Project to Select and Honor Outstanding Individuals in Law Making and Enforcement (Exemplary Law). To implement this Project, on the occasion of Vietnam Law Day (November 9) 2021, the Organizing Committee selected and honored 50 outstanding individuals nationwide (first time).
Continuing the success and significance of the 2021 Law Model Voting and Honoring Program, this year, Vietnam Law Newspaper continues to launch the Voting and Honoring Program for outstanding individuals in law making and implementation (2nd time).
The selection and honoring of outstanding individuals in the development and enforcement of laws also aims to diversify the forms of legal propaganda, dissemination and education; improve the effectiveness of legal propaganda by honoring outstanding individuals and typical figures in law enforcement, spreading the spirit of respect for the law, living and working according to the Constitution and the law.
With the desire to spread beautiful images and good deeds, with the close direction of the Steering Committee, the determination of the Organizing Committee, and the support of departments, branches, and localities, the 2023 "Legal Mirror" voting program was successfully held. During the implementation of the voting program, departments, ministries, branches, and localities sent documents introducing their units' examples. On that basis, Vietnam Law Newspaper exploited and reflected information about the characters with many vivid forms of communication.
The team of reporters of the Vietnam Law Newspaper at the headquarters and agencies, representative offices stretching from Ha Giang, the northernmost point of the country to Ca Mau Cape, have painstakingly researched the profiles of the characters, traveled to the workplaces and residences of the role models to work. To date, 150 characters have been selected and published in the publications of the Vietnam Law Newspaper. The characters are diverse in terms of fields of work, age, position, representing 63 provinces, cities and ministries and branches. It is expected that the Council will select 50 shining examples representing the fields, ministries, branches, and localities to honor on the occasion of Vietnam Law Day this year.
According to the evaluation of the Voting Council, among the bright examples reflected this year, there are many typical and inspiring examples such as Lieutenant General Nguyen Quoc Thuoc (former Commander of Military Region 4, Hero of the People's Armed Forces) who participated in revolutionary activities from April 1945 to 1997 when he retired, but for more than 20 years now, almost every year he returns to the old battlefield to burn incense for his comrades and search for and verify information about martyrs in the Central Highlands battlefield. He not only helps families of martyrs find information but is also a "warehouse" of valuable documents, a "living museum" about the Central Highlands battlefield. He is also the author of the "reconciliation principle" in the 1995 Civil Code when he was a National Assembly delegate...
Another general who also received many compliments from readers of the Vietnam Law Newspaper is Major General, Associate Professor, Dr. Pham Cong Nguyen, Director of the Department of Legislation and Administrative and Judicial Reform (V03), Ministry of Public Security. He has made many contributions to the success of two key projects: the National Population Database Project (March 11, 2020) and the Project of Production, Issuance and Management of Citizen Identification Cards (September 3, 2020). When the important tasks of the two projects have passed the "sprint" stage, according to the requirements of the mission, Major General Pham Cong Nguyen was transferred to the position of Director of V03, in charge of leading the agency, advising the leaders of the Ministry of Public Security to draft many draft laws to perfect the legal system on security and order.
A typical female character is Lieutenant Colonel Do Thi Hang Nga. On October 30, 2017, she was given a decision by the Ministry of National Defense to go to South Sudan to work at the United Nations Peacekeeping Mission. She is the 20th officer of Vietnam to take up the mission but the first female Vietnamese officer. According to the decision, Lieutenant Colonel Do Thi Hang Nga has a 12-month term to carry out the mission at the United Nations Peacekeeping Mission as a staff officer supervising military activities. In May 2022, Lieutenant Colonel Do Thi Hang Nga will depart for a new mission in South Sudan as Deputy Director of Level 2 Field Hospital No. 4. With her contributions to her work, she received a Certificate of Merit from the Prime Minister in 2019; a Certificate of Merit from the Ministry of National Defense in 2019; a Certificate of Merit from the Vietnam Women's Union for the period 2015-2020; Certificate of Merit from the Central Propaganda Department in 2022 and many times awarded Medals by the United Nations.
The 2023 Law Mirror Honoring Ceremony will be held in Hanoi on the occasion of Vietnam Law Day, November 9, contributing to spreading and arousing the spirit, raising awareness of respecting and following the Constitution and laws of officials and people.
