According to experts, artificial intelligence (AI) can be an effective solution to help automate the dissemination of laws to people, while helping people access legal knowledge and information quickly, accurately and easily.
On September 11 in Ho Chi Minh City, the Department of Legal Dissemination and Education, Ministry of Justice (PBGDPL) organized a workshop to contribute ideas to the draft project "Digital transformation in legal dissemination and education for the period 2025 - 2030".
According to Mr. Le Ve Quoc, Director of the Department of Legal Dissemination and Education, Ministry of Justice (PBGDPL), the Prime Minister has given strong direction on digital transformation in PBGDPL, assigning the Ministry of Justice to develop the Project "Digital transformation in legal dissemination and education for the period 2025 - 2030".
The project aims to create a fundamental change in the method of legal dissemination and education for people and businesses, shifting from traditional methods to implementation in the digital environment, ensuring fast, complete, accurate, timely and convenient information; enhancing the effectiveness and efficiency of state management and the quality and efficiency of legal dissemination and education work; effectively meeting the needs of people and businesses to learn and study the law.
At the workshop, Mr. Tran Van Tri, Deputy General Director of Incom International Media Joint Stock Company - the unit that develops and operates the website LuatVietnam.vn, said that AI can be an effective solution, helping to automate the dissemination of law to people, while helping people access legal knowledge and information quickly, accurately and easily.
Specifically, state agencies can apply AI chatbots (virtual assistants) to support automatic legal answers. AI chatbots' answers always include detailed legal bases for each article, clause, point, and links to related legal documents.
Each administrative agency should have 1-2 computers for automatic inquiry and lookup. When people come to perform administrative procedures, they can look up and follow instructions from the chatbot, freeing up the question and answer work of officers and employees. This chatbot can be integrated into the website in the form of a chat box or on the mobile application of the state agency to facilitate the officers, employees or people to look up.
According to Mr. Nguyen Van Vu - Deputy Director of the Ho Chi Minh City Department of Justice, before advising the Prime Minister to issue the project in the next phase, it is necessary to survey and evaluate the current status of infrastructure, human resources, and material resources in localities and promptly guide localities to implement, ensuring synchronization, suitability with local realities, and avoiding waste of resources.
From 2015 to present, the Department of Justice has posted 3,623 news, articles, documents, short legal dissemination materials, lectures, images, video clips... on the City's legal dissemination and propaganda electronic information portal (http://tuyentruyenphapluat.tphcm.gov.vn).
Ho Chi Minh City Police posted 781 reports, 734 news, 760 images, 3,285 articles, 20 propaganda video clips on the electronic information portal and immigration website of the City Police, the total number of visitors to the City Police Electronic Information Portal was 300,000.
The Ho Chi Minh City Women's Union regularly updates and posts 796 video clips on family knowledge and legal regulations related to members on the association's website and Facebook.
Ho Chi Minh City People's Radio, Ho Chi Minh City Television, Saigon Giai Phong Newspaper, Tuoi Tre Newspaper, Ho Chi Minh City Law Newspaper... have built, maintained and continued to innovate and improve the quality of specialized pages and columns on PBGDPL.
