For the first time, Vietnam has a master plan for IT&T infrastructure, with the orientation of developing into a new generation infrastructure, synchronizing components, creating harmonious and sustainable development between regions and localities. From there, creating a new development space for the country, creating favorable conditions for the development of digital government, digital economy, and digital society. In terms of the national master plan, the implementation of IT&T infrastructure planning is considered to play an important role in the overall socio-economic development of Vietnam. VietNamNet would like to send readers a series of articles about the picture of IT&T infrastructure in the digital age.

Lesson 1: Planning IT&T infrastructure will promote national digital transformation

Deputy Minister of Information and Communications Phan Tam said that the "Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050" has a particularly important meaning and role in implementing strategic breakthroughs in building a synchronous and modern infrastructure system.

“Effective implementation of planning will help "smarten" socio-economic infrastructure, thereby effectively exploiting development resources, as well as creating new driving forces to promote faster, more effective and more sustainable socio-economic development,” said Deputy Minister Phan Tam.

Sharing about the planning for the development of information and communication infrastructure, Mr. Tran Minh Tan, Deputy Director in charge of the Institute of Information and Communication Strategy (Ministry of Information and Communications) said that information and communication infrastructure is a unified entity, formed on the basis of the connection between the postal network, digital infrastructure, IT industrial infrastructure, national digital transformation platforms and the system to ensure network information security, network security, creating a safe and reliable environment for the development of digital government, digital economy and digital society.

Information and Communications Infrastructure is the infrastructure for national digital transformation, opening up new development space for the socio-economy, linking development in the digital space with the traditional physical development space, creating a favorable environment for innovation to enhance national competitiveness.

According to Mr. Tran Minh Tan, the planning of IT&T infrastructure is to specify the national master plan, the planning of related sectors on space, arrangement and use of resources, to specify the policies of the Party and State, related to the development of IT&T infrastructure.

Therefore, the main objective of the planning is to identify, set out goals, orientations, development requirements and solutions for the development of technical infrastructure of the IT&T industry in 5 areas: postal services, digital infrastructure, IT industrial infrastructure, national digital transformation platforms and information security and network security systems.

Specifically, by 2025, Vietnam's digital infrastructure will be among the top 50 countries according to the Information and Communications Technology Development Index (IDI) of the International Telecommunication Union (ITU).

Vietnam ranks first in ASEAN, among the top 10 countries in Asia, among the top 20-30 countries in the world in terms of the number of national domain names; and among the top 20 countries in the world in converting the Internet to IPv6.

Regarding network information security, Vietnam aims to maintain its ranking in the top 25 to 30 countries in the Global Cybersecurity Index (GCI) as assessed by the International Telecommunication Union (ITU).

“Although some targets, such as conversion rate, using new generation Internet addresses at the present time, we have achieved and even exceeded the set targets. However, in the context of the world moving and changing extremely quickly, in order for other targets to also be achieved and maintain the desired position in the set targets, it will require high determination and cooperation from each ministry, branch, locality, enterprises and related agencies,” said Mr. Tran Minh Tan.
