Why did Hai Phong relocate 8 steel production and trading enterprises?

Early afternoon of May 31, we were present at National Highway 5 in Quan Toan ward, Hong Bang district, Hai Phong city, where many steel trading and manufacturing enterprises are concentrated.

Through discussion, Mr. Doan Van Huu - Chairman of Quan Toan Ward People's Committee, informed that out of 8 steel production and trading enterprises requested by Hai Phong City People's Committee to relocate in 2025, there are 6 enterprises in the ward. The remaining enterprises are located in An Hong Commune, An Duong District, Hai Phong City.

Previously, at the end of April 2024, Hai Phong City People's Committee issued Document No. 891/UBND-QH on relocating production facilities and warehouses in Quan Toan ward and An Hong commune to carry out urban beautification.

According to Document No. 891/UBND-QH, since 2009, the Prime Minister has approved the project to adjust the general planning of Hai Phong City to 2025, with a vision to 2050 (in Decision 1448/QD-TTg dated September 16, 2009).

In particular, the orientation is to gradually relocate factories, enterprises, and warehouses in the inner city area to reserve land for public service construction and additional greenery. The port land along the Cam River after relocation will be reserved for urban functional area development, prioritizing public service works, greenery, offices, and commerce.

To implement this orientation, in the approved zoning plans of districts, towns, new urban areas and general planning of new rural areas of communes, the current factory and warehouse areas outside industrial zones and clusters have basically been planned into residential land, public land, green trees, and technical infrastructure.

Up to now, the project to adjust the city's master plan until 2040, with a vision to 2050 (approved by the Prime Minister in Decision 323/QD-TTg dated March 30, 2023), continues to orientate the relocation of production facilities out of the inner city, into industrial parks and clusters for urban renovation and reconstruction, prioritizing the addition of green parks and playgrounds, public works, and social infrastructure.

In order to establish a district administrative unit in An Duong district (expected in 2025) and adjust the boundaries of part of An Duong district to expand Hong Bang district in the period of 2024 - 2025, Hai Phong City People's Committee has approved the task of zoning plan at a scale of 1/2,000 for Hong Bang district until 2040 and the zoning plan at a scale of 1/2,000 for An Duong urban area.

To speed up the development and urban planning according to the approved plan, it is necessary to relocate production facilities and warehouses in Quan Toan ward (Hong Bang district) and An Hong commune (An Duong district) out of the urban area.

In order for businesses to not be passive when the city reclaims land to implement this planning, the People's Committee of Hai Phong City assigned the People's Committee of Hong Bang District and the People's Committee of An Duong District to notify and guide related businesses (8 steel production and trading enterprises) to urgently plan to relocate production facilities and warehouses in Quan Toan Ward and An Hong Commune to concentrated industrial parks and clusters and complete the relocation in 2025.

The People's Committee of Hai Phong City also assigned the Department of Natural Resources and Environment of the City, the People's Committee of Hong Bang District and the People's Committee of An Duong District not to carry out procedures to extend land use for enterprises in this area when the land lease and land allocation term expires according to regulations.

According to the appendix attached to Document No. 891/UBND-QH, 8 steel production and trading enterprises are subject to relocation, including: Vietnam Steel Pipe Company Limited, SSE Australia Steel Production Company, Vinausteel Joint Venture Company (Viet Uc Steel), Viet Nhat Steel Joint Stock Company, Australian Billet Company Limited, Hai Phong Steel and Construction Materials Mechanical Joint Stock Company (VPS-POSCO), Cuu Long Vinashin Steel Joint Stock Company, Trung Kien Steel Joint Stock Company.

Of these 8 enterprises, only Trung Kien Steel Corporation is a steel trading enterprise, the rest are steel manufacturing enterprises. Notably, up to now, only 3/8 companies are still operating, the remaining 5 companies have temporarily stopped operating or transferred part of their assets to other units. Therefore, the relocation does not greatly affect the operations of these enterprises.

The above steel enterprises are managing and using about 50 hectares of land subject to relocation. Of which, the area belonging to Quan Toan ward is more than 36 hectares and the area belonging to An Hong commune is more than 14 hectares.

According to Nguoi Dua Tin 's source, up to now, the People's Committee of Hong Bang District, Hai Phong City has issued a notice requiring production facilities and warehouses of steel enterprises along National Highway 5, in Quan Toan Ward, to relocate to concentrated industrial parks in 2025 .
