Working at a standstill due to dozens of electric poles
The urban beautification project in Hong Hai and Hong Ha wards, Ha Long City (Quang Ninh) with a total investment of nearly 140 billion VND will be implemented from the beginning of the fourth quarter of 2024. The project includes upgrading and expanding roadways and sidewalks, investing in a synchronous drainage system, with the Ha Long City Construction Investment Project Management Board as the investor. The construction unit is Thanh Phong Construction and Development Company Limited.
Because they had to "avoid" the lighting poles, for a long time the contractor could not carry out the construction smoothly.
However, there were times when the lighting pole system was obstructed, forcing the contractor to work at a slow pace.
A typical example is the section from National Highway 18 to Tran Quoc Nghien coastal road in Zone 2, Hong Ha Ward, where progress has not been accelerated for a long time. The main reason is that some of the lighting poles on this route have not been moved. Therefore, the drainage and pavement construction unit had to "dodge" nearly ten poles.
Due to a long period of inability to move, the contractor had to install a broken drainage culvert, affecting the progress.
Mr. Nguyen Van Dong, a resident of Group 13, Zone 2, Hong Ha Ward, said: "The project is invested by Ha Long City, the water system, electric poles, and fiber optic cables are also managed by local units. When the project started, the electric poles should have been moved early so that the contractor could ensure construction."
However, up to now, all the electric poles have been relocated, the road construction has been completely completed, making people very excited.
"The road has been widened, the infrastructure of fiber optic cables, telephones, drainage ditches, and lighting poles are also synchronized. This Tet, the people in the neighborhood are very happy," said Mr. Nguyen Van Khoi, a resident, adding that the road, less than a kilometer long, was planned more than 20 years ago, but has only just been completed.

Speaking to Giao thong Newspaper reporters, a representative of Thanh Phong Construction and Development Company Limited explained that the reason why the electric poles were obstructed and made construction difficult in the past was due to the lack of coordination between the managing units and the investor. Therefore, during the construction process, the company encountered many difficulties due to the electric poles, water pipes, and fiber optic cables.
The contractor completed the route on the eve of Tet At Ty 2025.
"The unit has regularly watered to suppress dust, but due to the dry weather, it is difficult to avoid dust entering houses along the road," said a representative of the construction unit.
Mr. Tran Trong Tuong, Director of the Ha Long City Construction Investment Project Management Board, said that some electric poles on the route have not been relocated, affecting the construction progress. The reason is due to planning adjustments, so it needs to be approved by the authorities.
Despite many difficulties, by January 21, the units had resolved the problems, the contractor had the site and was working overtime, day and night.
"Therefore, the road connecting National Highway 18 with the coastal road in Zone 2, Hong Ha Ward was completed on the occasion of the Lunar New Year 2025 so that people can travel conveniently and safely," said Mr. Tuong.
