Why is it slow to fix landslides at Cat Ba's largest freshwater lake?

Speaking to Thanh Nien reporter on June 12, Mr. Hoang Trung Cuong, Vice Chairman of Cat Hai District People's Committee (Hai Phong City) said that according to the plan, the repair of the embankment of the largest freshwater lake in Cat Ba - Tran Chau Lake will be completed before the holidays of April 30 and May 1. However, the plan cannot be implemented because the relevant parties have not yet agreed and arranged the funding. Moreover, Hai Phong Water Supply MVT Company Limited, the unit assigned to operate the freshwater lake, wants to make full use of the remaining freshwater in the lake to serve the people of Cat Hai island district (Hai Phong City).

The embankment of Tran Chau freshwater reservoir on Cat Ba island in Cat Hai island district (Hai Phong city) has been eroded since August 2022 but has not been repaired yet.

According to Mr. Cuong, up to now, the water level in the lake has basically dried up, the District People's Committee and Hai Phong Water Supply Company have agreed to jointly spend money on repairs. The repair time will be implemented by the relevant parties in the next few days.

Tran Chau freshwater lake in Tran Chau commune, Cat Hai district has a capacity of 295,000 m3 , is the largest reservoir of the 5 reservoirs on the island, with the task of providing essential water needs for people in Cat Ba island commune of Cat Hai island district, as well as tourism service businesses outside the island.

Currently the water level in Pearl Lake is basically dry.

On April 3, 2009, the Prime Minister signed a decision to build 3 freshwater reservoir projects in 3 communes: Tran Chau, Xuan Dam, Phu Long and an irrigation system to supply fresh water to people in Cat Hai island district with a total investment of 752,482 billion VND. Implementation period is from 2010 to 2020.

In 2010, the Hai Phong City People's Committee assigned the Department of Agriculture and Rural Development of Hai Phong City to be the investor and implement the construction. However, due to difficulties in capital sources, 4 years later, the Tran Chau freshwater reservoir project as well as Xuan Dam and Phu Long lakes are still in a state of unfinished construction and have been temporarily suspended.

By 2020, to solve the problem of 'thirst' for fresh water for Cat Ba island communes, Cat Hai island district as well as attract tourists, Hai Phong City People's Committee will allocate capital to complete fresh water reservoirs, including Tran Chau reservoir.

Pearl Freshwater Lake is the largest and most important reservoir on Cat Ba Island, invested hundreds of billions of VND by the Government and capital from Hai Phong City, built since 2010 and completed in 2021.

In February 2021, the Tran Chau Lake project was completed and handed over to the People's Committee of Cat Hai District. After that, the People's Committee of Cat Hai District handed over to Hai Phong Water Supply Company Limited for exploitation and operation.

More than a year later, 10 landslides appeared on the embankment of Pearl Lake. Hai Phong authorities said that due to the prolonged heavy rain in August 2022, water from the limestone mountains surrounding Pearl Lake poured down like a waterfall and caused landslides.
