Why have industrial clusters in Tu Ky not attracted investment as expected?

According to the People's Committee of Tu Ky district, the district currently has 3 industrial clusters: Ky Son, Van To, Nguyen Giap, which have been approved by the Provincial People's Committee with a total area of ​​nearly 164 hectares. Of which, Ky Son industrial cluster has been operating since 2005, Van To industrial cluster has been operating since 2015 and Nguyen Giap industrial cluster has been operating since 2016.

By March 2024, the industrial clusters had attracted 26 businesses to invest, creating jobs and stable income for about 7,000 local workers. The occupancy rate of Ky Son industrial cluster was the highest at nearly 80%, Nguyen Giap industrial cluster reached more than 64%, and Van To industrial cluster only reached 27%.

With a convenient traffic location adjacent to provincial road 391, and quick site clearance, Van To industrial cluster was expected to develop a multi-industry industry, becoming the top choice for investors when coming to Tu Ky. However, after many years of operation, up to now, this industrial cluster has only 3 small and medium-sized investment enterprises, mainly in the fields of garment, agricultural materials and construction. The industrial land of the cluster adjacent to provincial road 391 has been leased to enterprises. However, the remaining area is located deep inside and has not been invested in a traffic system, making it difficult to attract investment.

According to the Economic-Infrastructure Department of Tu Ky district, except for the Ky Son industrial cluster which was formed early, has convenient transportation and has previously attracted many businesses to invest, the remaining two industrial clusters, Van To and Nguyen Giap, have not attracted many investors, especially projects with high technology content and high added value. Compared to the development plan and roadmap, the industrial clusters in the district are being assessed as slow.

Explaining this issue, Vice Chairman of Tu Ky District People's Committee Dao Van Soai said: "Attracting businesses to the industrial cluster is difficult because there is no investor in the synchronous technical infrastructure system according to the approved planning, especially the internal traffic roads and the access road adjacent to Provincial Road 391. The wastewater collection and treatment system of the industrial cluster is also not available, leading to difficulties for functional agencies and local authorities to control. Attracting investors to build infrastructure for the industrial cluster is difficult due to the relatively large cost and capital for infrastructure investment".

Through surveys and dialogues between leaders of Tu Ky District People's Committee and enterprises, many opinions said that the demand for land lease in industrial clusters for production and business in the district is quite large. However, because there has not been investment in a synchronous technical infrastructure system, enterprises are hesitant to enter industrial clusters. Some enterprises also do not have enough potential to invest in both infrastructure and production lines at the same time.

Efforts to overcome difficulties

Tu Ky district is proposing that the Department of Industry and Trade consider assigning capable investors to build technical infrastructure on unused areas according to approved planning; and have solutions to overcome difficulties in centralized wastewater treatment to facilitate businesses in production and business.

The district has also requested the Department of Natural Resources and Environment to review and supplement the land use plan for the remaining industrial land area of ​​the three industrial clusters so that the District People's Committee can continue to attract secondary investment projects into the industrial clusters.

The locality has also proactively implemented many specific solutions to develop industrial infrastructure. In particular, the transport system has received investment attention, such as building a bypass of provincial road 391; expanding national highway 37; the provincial East-West axis road... A number of projects have basically completed site clearance and are under construction. When put into use, these projects will contribute to expanding the transport system, creating favorable conditions for the trade of goods; helping the locality effectively exploit existing land funds to establish industrial parks and clusters according to planning and attract investment in the coming time.

“The district also pays special attention to administrative reform and improving the investment environment. The district has proactively trained and improved the quality of human resources to meet the job demand in the coming time,” added Vice Chairman of Tu Ky District People’s Committee Dao Van Soai.
