I. ABOUT AGRICULTURE AND RURAL DEVELOPMENT (AG&PTNT)
- Voters in My Luong commune (Cai Be district) reported that the landslide situation along the Cai Coi river bank is very serious, some landslides have encroached deep into the traffic road, affecting the travel of students and people living along the riverbank area. If not handled promptly, the landslide will continue to deepen, water will overflow inside, affecting people's houses and orchards. It is recommended that the relevant agencies consider and soon have a plan to invest in and build an embankment to urgently handle the landslide of Cai Coi river.

On July 10, 2023, Cai Be District People's Committee issued Official Dispatch 2294 to the Department of Agriculture and Rural Development (DARD) and the Department of Finance for consideration and submission to Tien Giang Provincial People's Committee for approval of the policy for Cai Be District People's Committee to urgently handle 20 landslides (the province supports funding to handle 7 points; the district budget handles 13 points). In which, My Luong commune has a point (Cai Coi River landslide at Le Van Tai's household, Luong Tin hamlet and Mai Quoc Thanh's household, Luong Le hamlet); currently, the Department of Finance is balancing the budget to handle the above landslides.
- Voters of Chau Thanh district reported: Currently, the construction progress of the saltwater intrusion prevention dam on Nguyen Tan Thanh canal has reached over 64%. Request the Provincial People's Committee to direct relevant agencies to speed up the construction progress to facilitate the movement of boats and ships transporting goods.

The above project is invested by the Irrigation Investment and Construction Management Board 10 under the Ministry of Agriculture and Rural Development; recently, the Provincial People's Committee has directed relevant departments and localities to coordinate with the investor to resolve difficulties and obstacles to speed up the construction progress of the Nguyen Tan Thanh sluice gate project under the project of the Nguyen Tan Thanh canal water source control project and the right bank of the Vam Co Tay river.
In addition, according to the report of the Investment and Construction Management Board of Irrigation 10: Currently, the construction units are concentrating their forces to implement the construction of the project, it is expected that by February 2024, the project can temporarily control salinity; Regarding water traffic through the area, the Investment and Construction Management Board of Irrigation 10 has coordinated with relevant units to agree on a solution to regulate water traffic through the project area to ensure both water traffic safety and construction safety.
- Voters of Phu An commune (Cai Lay district) proposed to consider supporting households whose pigs were destroyed due to blue-ear pig disease, to help households repay bank loans as well as reproduce.

In recent years, Tien Giang province has not recorded any cases of pigs being destroyed due to blue-ear disease. Households whose pigs were destroyed due to blue-ear disease in 2010-2014 have all received partial financial support from the State to restore production.
- Voters of Long Vinh commune (Go Cong Tay district), Binh An commune (Go Cong Dong district) and Tan Trung commune (Go Cong town) requested that the authorities pay attention to plans to remove water hyacinth and clear the flow of canals managed by the province to facilitate production and daily life of the people.
For Tan Trung commune (Go Cong town), the locality has completed the salvage of the canal section passing through the commune, but so far the provincial authorities have not received the handover. In the long term, water hyacinth will continue to grow. We request that the provincial authorities pay attention and find a solution to thoroughly handle this situation.

In early 2023, the implementation of maintaining the clearness of canals and ditches in the province will be carried out according to Plan 390 dated December 14, 2022 of the Provincial People's Committee. According to the above plan, Tien Giang Irrigation Works Exploitation One Member Co., Ltd. will take over the canals and ditches previously managed by the provincial level and hand them over to the localities to manage and maintain the clearness when the localities have completed the work of salvaging, pushing water hyacinth, and clearing weeds to ensure the clearness.
However, the People's Committees of Go Cong Tay, Go Cong Dong and Go Cong Town have not yet cleared the canals and ditches that voters have reported, so the Tien Giang Irrigation Works Exploitation One Member Co., Ltd. cannot take over the task. Therefore, the responsibility for maintaining the clearance currently belongs to the People's Committees of Go Cong Dong, Go Cong Tay and Go Cong Town. Therefore, the Provincial People's Committee requests that localities urgently clear the canals mentioned above to hand them over to the company for implementation as soon as possible.
- Voters in Binh Phu, Dong Son and Binh Nhi communes (Go Cong Tay district) reported: In 2022, the Irrigation sector operated the drainage and water intake very well, which was convenient for people to do agriculture. However, in the first months of 2023, the operation was not suitable (draining water until 12 days later before taking water in, right at the time of sowing), affecting the planting of crops and rice of the people. Relevant sectors are requested to study more suitable operations in the coming time, creating favorable conditions for people to produce, such as announcing on mass media so that people can proactively store water...
The Provincial People's Committee responded specifically as follows:
In 2023, the hydrometeorological situation is complicated, saline intrusion persists for a long time, saline intrusion is deep and recedes slowly, Xuan Hoa sluice (Go Cong Sweetening Project) must operate to collect and decant until June 7, 2023 (in 2022, decant until March 31), affecting the water source as well as the 2023 summer-autumn crop planting plan of the Go Cong Sweetening Project area. Specifically, according to the seasonal calendar of the Department of Agriculture and Rural Development, the summer-autumn crop planting time is from May 15 to 25, 2023. However, because Xuan Hoa sluice has not yet taken water stably, the seasonal calendar of the Department of Agriculture and Rural Development has announced an extension until May 31.
According to the report of Tien Giang Irrigation Works Exploitation One Member Co., Ltd., from May 27 to 28, 2023, heavy rain occurred locally in the Go Cong Sweetening Project area, specifically some communes in Go Cong Tay District, TX. Go Cong was flooded in some low-lying areas, so the People's Committee of Go Cong Tay District, TX. Go Cong had direct electricity. Tien Giang Irrigation Works Exploitation One Member Co., Ltd. proposed to release water to lower the water level for planting in low-lying areas. However, on June 2, the salinity increased suddenly, so Xuan Hoa sluice had to be closed and it was not until June 7 that it could be drained again, so the low water level caused difficulties in pumping irrigation, causing local water shortages in some areas.
In the coming time, the Provincial People's Committee assigned Tien Giang Irrigation Works Exploitation One Member Co., Ltd. to continue to closely coordinate with localities to operate sluice works more flexibly in the event of unusual hydrometeorological developments, as well as coordinate announcements on mass media so that people can proactively reserve water.
