On the morning of August 5, at the Government Headquarters, under the chairmanship of Prime Minister Pham Minh Chinh, the Government held a regular meeting in July 2023 to assess the socio-economic situation in July and the first 7 months of 2023; the socio-economic recovery and development program; allocation and disbursement of public investment capital; and implementation of 3 national target programs.

The Government listened to reports and discussed the review and synthesis of the need to adjust the central budget investment plan for 2023 among ministries, central agencies and localities; the results of handling local recommendations and proposals sent to the working delegations of Government members working in localities.
Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Tran Luu Quang; Ministers, Heads of ministerial-level agencies, Government agencies; representatives of leaders of departments and agencies of the Party Central Committee and the National Assembly.
Socio-economic situation in July is better than June and the same period last year.
The meeting focused on discussing, comprehensively evaluating, carefully and objectively analyzing; clearly stating the results achieved, unsatisfactory tasks, objective and subjective causes, lessons learned... Along with that, delegates identified, forecasted the context and situation in the coming time and proposed key solutions in August, the remaining months of 2023 and the coming time to promote the successful implementation of the set goals.
Delegates commented that in the context of international and domestic difficulties, thanks to the drastic participation of the entire political system, people and business community under the leadership of the Party, the socio-economic situation in July continued to trend positively, with many areas achieving better results than in June, contributing to the overall results of the first 7 months of 2023.
Macroeconomic stability continued to be maintained; inflation was controlled, the average CPI in the first 7 months increased by 3.12%; major balances were ensured. The monetary and securities markets were stable and tended to recover positively; interest rates continued to decrease. State budget revenue in the first 7 months reached over 1 million billion VND, equal to 62.7% of the estimate. Import and export continued to increase again, with total export revenue in the first 7 months reaching 195.4 billion USD, trade surplus of 16.5 billion USD. Public debt, government debt, national foreign debt, and State budget deficit were well controlled.
Growth was boosted; key sectors and areas of the economy recovered well. In particular, the industrial production index (IIP) in July increased by 3.9% compared to June and by 3.7% over the same period. Total retail sales of goods and service revenue in July increased by 7.1% over the same period, and the total for the first 7 months increased by 10.4%. International visitors in July reached more than 1 million, and the total for the first 7 months reached 6.6 million, 6.9 times higher than the same period.

Development investment achieved positive results, public investment disbursement in 7 months reached 267.63 trillion VND, reaching 37.85% of the plan, up 3.38%; absolute number increased by 80.78 trillion VND. Total registered FDI capital in July reached over 2.8 billion USD, up nearly 9% compared to the previous month, in 7 months it reached nearly 16.24 billion USD, up 4.5%. In July, 13.7 thousand enterprises registered for new establishment, in total in 7 months, 131.9 thousand enterprises entered the market, higher than the number of enterprises withdrawing from the market of 113.3 thousand enterprises.
The whole country has well organized activities to celebrate the 76th anniversary of War Invalids and Martyrs Day; in 7 months, more than 18,200 tons of rice have been supported for 204,700 households with more than 1.2 million people; the basic salary has been increased by 20.8% and the standard allowance and preferential subsidy for people with meritorious services has been increased by 26.5% from July 1, 2023. Politics and society are stable; national defense and security are maintained; social order and safety are basically guaranteed; the work of preventing corruption and negativity continues to be strengthened and promoted; foreign affairs and international integration continue to be promoted.
To date, nearly VND93.8 trillion has been disbursed in support policies under the socio-economic recovery and development program. Notably, after nearly 2 months of implementing the Prime Minister's direction on handling local petitions, ministries, branches and central agencies have responded to 249/504 local petitions, of which 133 petitions were under the authority of the National Assembly, the Government and the Prime Minister and 116 petitions were under the authority of ministries and agencies.
Concluding the meeting, Prime Minister Pham Minh Chinh said that in the context of many difficulties and challenges from both inside and outside, the Government and the Prime Minister have focused on directing the drastic implementation of the Resolutions and Conclusions of the Central Committee, the Politburo, the National Assembly and the Government. In particular, focusing on building and perfecting institutions and laws; removing difficulties and obstacles, supporting people and businesses to develop production and business; chairing and attending important meetings, conferences and forums; promoting foreign affairs, especially economic diplomacy...
Along with that, with the participation of all levels, sectors, the whole system, politics, people, businesses and related subjects, the socio-economic situation in July was better than in June and the same period in many areas. The macro-economy was maintained stable; inflation was controlled; growth was promoted. Major balances of the economy, social security, and people's lives were ensured; politics and society were stable; national defense and security were strengthened. Foreign affairs and international integration were promoted; a peaceful and stable environment for national development was maintained, contributing to strengthening people's trust in the Party and the State.
"International organizations positively assess and forecast Vietnam's economic situation in the context of many global difficulties. Vietnam will rise four places in the Global Peace Index in 2023," said the Prime Minister.
However, according to the Prime Minister, the situation still has many shortcomings, limitations, difficulties and challenges. In particular, inflation is still under a lot of pressure; macroeconomic stability, major balances have potential risks; budget revenue in July decreased compared to the same period, credit growth is low. The business sector continues to face difficulties; demand from large, traditional markets has decreased, affecting exports; industry continues to recover but slowly; planning and appraisal work has not been as expected...

After analyzing the causes, lessons learned, achievements and limitations in the development process in recent times, the Prime Minister said that the international and domestic situation in the coming time is forecast to continue to develop in a complicated and unpredictable manner, with many difficulties and challenges, so it is necessary to be steadfast and persistent in focusing on implementing the general goals according to the Resolution of the 13th Party Congress, the Resolutions and Conclusions of the Central Committee, the Politburo, the Resolutions of the National Assembly and the Government.
"The growth target for the whole year of 2023 of 6.5% remains unchanged. Therefore, the growth rate in the last months of the year must be around 9%," the Prime Minister pointed out.
The Prime Minister requested to prioritize removing difficulties for production and business, promoting growth associated with macroeconomic stability, controlling inflation, ensuring people's lives, controlling public debt, government debt, and budget deficit.
In directing and operating, special attention should be paid to ensuring a harmonious and reasonable balance between interest rates and exchange rates; growth and inflation, supply and demand; monetary policy and fiscal policy; and at the same time closely monitoring and grasping the internal and external situation to have timely policy responses.
At the same time, the whole country continues to implement a proactive, flexible, and appropriate monetary policy that is loose, focused, and key; timely and effective; and coordinated synchronously, closely, and harmoniously with a reasonable, effective, rapid, and decisive expansionary fiscal policy. Functional units review mechanisms and policies and have specific and appropriate solutions to focus on supporting and promoting both the supply and demand sides of the three growth drivers: consumption, investment, and export.
Regarding key tasks and solutions, the Prime Minister directed the effective implementation of the Party's resolutions; conclusions and directions of the Central Committee, Politburo, Secretariat, and key leaders; resolutions of the National Assembly; and directions and administration of the Government and Prime Minister.
Pay special attention to ensuring the quality and progress of submissions, reports and documents to the 8th Conference of the Central Executive Committee and the 6th Session of the 15th National Assembly; focus on removing difficulties for production and business, prioritizing promoting growth, creating jobs and livelihoods for people in conjunction with stabilizing the macro economy, controlling inflation, ensuring major balances of the economy; focus on handling recommendations and proposals from localities, agencies, people and businesses to remove difficulties for production and business.
The Head of Government requested to step up the implementation of Resolutions on regional development, activities of the Regional Coordination Council; and promote the role of 26 working groups of the Government.
"Ministries and agencies continue to proactively and actively review local recommendations, coordinate to respond promptly; update recommendations and handling status monthly; work with localities quarterly to grasp the situation in appropriate forms," the Prime Minister requested.
The Prime Minister noted that the focus should continue to resolve difficulties and shortcomings in the real estate and corporate bond markets; improve and promote the operation of the trading floor system for real estate, labor, land, science and technology, etc.; accelerate the disbursement of public investment capital, implement the Socio-Economic Recovery and Development Program, and 03 National Target Programs. At the same time, ensure the progress and quality of planning work; continue to focus on handling long-standing issues such as handling weak banks and long-term loss-making projects, etc.
At the same time, functional units must promote administrative reform, prevent corruption, negativity, and waste; develop culture and society, ensure social security, and improve people's lives. Relevant agencies must strengthen forecasting, warning, and timely information on drought, saltwater intrusion, storms, floods, riverbank and coastal erosion, flash floods, and landslides to have effective and timely prevention and control measures; prepare rescue plans and overcome consequences; firmly ensure national defense, political security, social order and safety; focus on suppressing all types of crimes.
The Prime Minister requested to organize well high-level foreign affairs activities and events; strengthen bilateral relations, raise the level of multilateral diplomacy; strengthen information and communication, especially policy communication, propaganda on guidelines, policies, and socio-economic results to contribute to strengthening trust and creating social consensus; focus on timely and effective combat and refute false, bad, toxic information, wrong and hostile viewpoints; strictly handle violations.
The Prime Minister assigned specific tasks to ministries, branches and localities. These include developing a human resource development project for digital transformation and electronic chip production; preparing enough textbooks for the new school year; developing a national target program on cultural revival and development, building Vietnamese people and a strategy for developing cultural industries; organizing the groundbreaking ceremony for Long Thanh International Airport; effectively removing the IUU yellow card...
The Prime Minister reminded ministries, branches and localities to coordinate closely; focus on organizing implementation, creating more breakthroughs in August, the remaining months of 2023 and the coming time to successfully implement the goals set by the Resolution of the 13th National Party Congress of the Party, the Resolutions and Conclusions of the Central Committee, the Politburo, the National Assembly and the Government.
