In order to reduce regional disparities and create conditions for people to fully and promptly enjoy the programs, projects and policies of the Party and the State, in recent times, Quang Ninh has prioritized the allocation of large resources to particularly disadvantaged areas and ethnic minorities. Thanks to that, the material and spiritual life of people in this area has been increasingly improved, contributing to ensuring social security, security and national defense in the area.
Accordingly, closely following the Central Government's guidelines and policies to promote the development of ethnic minority areas, Party committees and authorities at all levels in the province always strive to innovate and be creative in leadership, direction and implementation, promote all resources, exploit potentials and advantages for sustainable socio-economic development of ethnic minority and mountainous areas. From 2019 to present, the Provincial People's Council has issued 12 resolutions on mechanisms, policies and investment norms for comprehensive development of ethnic minority areas.
Along with that, the Provincial People's Committee has also issued action programs and decisions approving projects, investment policies, and implementing policies for the development of ethnic minority areas. Notably, it focuses on and prioritizes resources for the Overall Program for sustainable socio-economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas. From 2021 to present, Quang Ninh has prioritized allocating over VND 3,400 billion in provincial budget investment capital to directly support the implementation of the program, along with thousands of billions of VND in integrated capital, career capital, and the overall mobilization of other resources.
In addition, many specific mechanisms and policies on health, education, culture, housing, employment, social credit policies for ethnic minority and mountainous areas in the province have also been promptly implemented. The province also promotes attracting businesses to invest in developing production and business in ethnic minority and mountainous areas to join together and form large-scale concentrated production models; create conditions for ethnic minority households to participate in cooperatives and cooperatives to join together in production according to the value chain; promote the transfer of science and technology for people to apply in the production of valuable plants and animals, new and effective production models, create competitive products, increase income and living conditions; strengthen vocational training associated with local employment; promote the implementation of social security policies associated with the national target program on poverty reduction and new rural construction...
The synchronization of policies for ethnic minority, mountainous, border and island areas has significantly improved people's living standards. According to Mr. Luc Thanh Chung, Head of the Provincial Ethnic Minorities Committee, up to now, the province has completed many cultural, social and human development goals for the entire period of 2021-2025, and people have enjoyed the development achievements of the province. In particular, the average income per capita in 67 communes and towns in ethnic minority, mountainous, border and island areas of the province by the end of 2023 has reached over 73 million VND/year, about 1.23 times higher than the average income per capita of the whole country and about 2.8 times higher than the general goal by 2025 of the whole country on raising the average income of ethnic minorities. Up to now, 100% of mountainous communes have car roads to the villages; 100% of communes in mountainous, border and island areas have access to the national grid; 100% of households have access to the national grid; 100% of households have solid houses; 100% of households can watch television and listen to radio...
Ms. Bui Thi Huong (Hoanh Mo commune, Binh Lieu district) said: In recent years, the Party and State have paid attention to ethnic minorities, many policies suitable for the people have promoted economic development. Especially, new schools have been invested in, so children can go to school with peace of mind. Poor households in the commune have been supported to remove temporary and dilapidated houses. The cultural and spiritual life has been increasingly improved, we are very excited.
Quang Ninh's viewpoint does not stop at providing ethnic minorities with food, clothes, and education for their children, but also gradually creating an ethnic minority region with a sustainable economic development, imbued with national cultural identity and traditions; uniting, loving, supporting each other, and connecting with the ethnic minority community in the region to maintain national defense and security at the border, the nation, and the people.
From 2019 to present, the province has approved 4 projects and plans to restore, collect and preserve tangible cultural values, research and propose recognition of intangible cultural values of some ethnic minorities in the province and build sports and cultural institutions in communes in ethnic minority areas. The Provincial Party Committee has issued Resolution No. 17 (October 30, 2023) on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development. This is an important basis and foundation for effectively implementing the work of preserving and promoting the fine traditional cultural values of ethnic minorities, associated with the development of tourism in ethnic minority, mountainous, border and island areas.
Ms. Tu Thi Kem (San Diu ethnic group, Vong Tre village, Binh Dan commune, Van Don district) said: In the past, the roads were very difficult to travel, muddy, sticky red soil, no motorbikes. In recent years, the State has invested in roads, making travel much more convenient. Along with that, in the past 3 years, Binh Dan commune has invested in building a Community Cultural House for the San Diu ethnic group, so the ethnic group's soong co tune has been preserved and promoted, our people are very happy and proud. In the coming time, we hope to continue to receive attention to open classes to preserve the language and singing of the San Diu ethnic group for the younger generation.
Based on the existing foundation, in the coming time, the province will continue to prioritize large resources from the state budget and mobilize all other resources to focus on investment and development of strategic, synchronous and modern transport infrastructure; promote linkages between dynamic regions and disadvantaged regions; connect with economic centers, urban centers, dynamic regions, economic zones, and industrial parks to promote rapid and sustainable development. Continue to prioritize investment in educational infrastructure; invest in basic health infrastructure; invest in and upgrade irrigation works, disaster prevention works, domestic water supply, electricity infrastructure, telecommunications, cultural institutions, etc. for ethnic minority areas. Continue to create fundamental and comprehensive changes in appearance, create new potential and driving force for sustainable development of rural areas, ethnic minority areas, mountainous areas, border areas, and islands.
