Most of the ethnic minority areas of Quang Ninh are located in mountainous and border areas. Therefore, in recent years, the province has always focused on promoting the role of ethnic minority people in ensuring security and order in the area.
First of all, localities in the area continue to focus on consolidating and building a clean and strong political system from the base, creating trust and arousing the spirit of emulation among people in these areas. Accordingly, out of a total of 3,411 party members admitted in the province in the first 9 months of 2024, 368 party members were admitted in ethnic minority areas. 100% of villages and hamlets in ethnic minority areas have party cells and socio-political organizations. All 48 party cells and 32 social organizations in border and island communes and wards continue to operate in a disciplined and effective manner.
Localities also effectively implemented Directive No. 01/CT-TTg dated January 9, 2015 of the Prime Minister on organizing a mass movement to participate in protecting territorial sovereignty and national border security in the new situation; well implemented Resolution No. 03-NQ/TU dated March 23, 2021 of the Provincial Party Standing Committee on leading local defense and military work, Resolution No. 04-NQ/TU dated March 23, 2021 of the Provincial Party Standing Committee on security and order work for the period 2021-2025...
The work of propagating, disseminating and educating the law in ethnic minority areas has been promoted, aiming to improve legal knowledge, helping people strictly comply with the policies and laws of the Party, the State and the province, especially regulations on border security protection, ensuring traffic safety, preventing and combating crime, preventing and combating child marriage, incestuous marriage... In 2024, localities and units organized more than 100 sessions of propagating, disseminating and educating the law in ethnic minority areas. Thanks to that, up to now, more than 95% of people have been propagating, disseminating and educated the law.
Sectors and localities have also maintained effective implementation of the work of mobilizing and enlisting prestigious people among ethnic minorities to participate in resolving arising security and order incidents in the area. Currently, there are 381 prestigious people in the ethnic minority area in the province. This team has played a good role as a bridge between the Party, the State and the people in informing, propagating and mobilizing people in the villages. Thanks to that, the number of petitions beyond the level of ethnic minority areas in the area has decreased and almost disappeared; the number of successful mediation cases at the grassroots level has increased day by day, maintaining community solidarity, contributing to strengthening the great national unity bloc.
The functional forces also strengthened measures to ensure security and order in the area. The provincial police continued to coordinate with local Party committees and authorities to effectively build and maintain "grassroots security" models in communes, wards and towns in ethnic minority areas; promote the construction of regular commune and town police; consolidate and expand self-management models of security and order in villages; organize the introduction of forces participating in protecting security and order at the grassroots level...
The Provincial Military Command deploys the construction of the militia and self-defense force in accordance with the prescribed organization and staffing. All communes, villages, and hamlets regularly build, equip, and consolidate knowledge and skills for the militia and self-defense force and reserve mobilization force according to regulations. Coordinate with departments, branches, sectors, and localities to synchronously deploy solutions to improve the quality of selection and calling of citizens to join the army... In 2023, out of 1,950 citizens in the province who will join the army, 585 will be ethnic minorities.
To contribute to ensuring national defense and security in ethnic minority areas, the Provincial Border Guard Command has advised local Party committees and authorities to consolidate and build a strong political base. At the same time, it continues to implement Conclusion No. 68-KL/TW, dated February 5, 2020 of the Secretariat on 2 years of implementing the pilot policy of adding border guard station officers to border district-level Party committees in Quang Ninh province. Currently, the Provincial Border Guard Command is maintaining the assignment of 24 comrades to strengthen socio-economic development, holding the position of Deputy Secretary of the Commune Party Committee; 4 comrades are Station Chiefs and Political Commissars of border stations to participate in the Party Executive Committee of border districts and cities for the 2020-2025 term; Introduced 95 party members to participate in village, hamlet, and neighborhood party cell activities, 356 cadres and party members were assigned to be in charge of 1,490 households in border and island areas...
With strong implementation solutions, the security and order situation in the ethnic minority areas in Quang Ninh is stable; no new cases of disputes, complaints, or encroachment on forest land in the ethnic minority areas have arisen. The people are united and focused on socio-economic development. The border security situation is basically stable, and territorial sovereignty is maintained. The ideology of cadres, party members, and ethnic minorities in the province is stable, they trust and comply well with all policies and guidelines of the Party, policies and laws of the State; they focus on doing business, improving their lives, and developing the economy.
