Eliminating disparities in ethnic minority areas.

Currently, Quang Ninh province has 171 communes, wards, and towns; of which 55 communes and towns are located in ethnic minority and mountainous areas. Over the past period, the province has continued to implement many solutions to reduce poverty in this area, creating momentum to promote socio -economic development, improve the quality of life for the people, and narrow the gap in poverty between regions within the province.

First, the province continues to invest in and effectively exploit the economic and social infrastructure in ethnic minority areas. The Provincial People's Committee directs departments, agencies, units, and localities to implement 168 essential infrastructure investment projects supported by the provincial budget under the 2024 Program, of which 62 projects are implemented under the mechanism of the overall socio-economic development program for ethnic minority and mountainous areas, and 106 projects are implemented under the mechanism of the New Rural Development Program.

In particular, to promote poverty reduction, the province directed the effective implementation of the agricultural restructuring plan in communes, villages, and hamlets in ethnic minority and mountainous areas, leveraging existing local potential such as afforestation; continuing to effectively implement the program to plant one billion trees to develop native species and large timber trees; and developing livestock farming… As a result, the area of ​​concentrated afforestation in 2024 reached 14,326.8 hectares, of which native species (lim, giổi, lát) accounted for 776 hectares.

Localities are also actively implementing the "One Commune, One Product - Quang Ninh Province (OCOP)" program, focusing on products from ethnic minority communities in the area. To date, Quang Ninh has 395 OCOP products rated from 3 to 5 stars, including 50 products from 15 entities, cooperatives, and businesses owned by ethnic minorities, in remote areas, and on islands.

To support the economic development of ethnic minority communities, the Provincial People's Committee has issued regulations on the conditions, content, and levels of preferential loans to implement the entrusted credit support policy through the Social Policy Bank in Quang Ninh province, under the capital source for implementing national target programs in the 2021-2025 period. Currently, localities are coordinating with the Social Policy Bank to disseminate information, provide guidance, and disburse support according to the policy. According to preliminary reports from the Provincial Social Policy Bank, to date, the entire province has disbursed approximately 142,095 million VND in loans to 1,578 households for production development and to overcome the consequences of typhoon No. 3.

The Department of Science and Technology continues to implement 21 science and technology tasks related to sustainable socio-economic development and ensuring national defense and security in communes, villages, and hamlets in ethnic minority areas, mountainous regions, border areas, and islands. Many cooperatives and enterprises in ethnic minority areas have applied scientific advancements in livestock farming and the development of livestock and poultry herds (such as Tien Yen chickens, Mong Cai pigs, and Dam Ha pigs); and applied them in the development of some medicinal plants (golden flower tea, purple croton, and ginseng...). This has initially brought economic benefits, helping ethnic minority communities feel encouraged and motivated to continue developing, expanding scale, and improving product quality.

Local authorities also focus on preserving and promoting traditional cultural values ​​associated with community tourism development, thereby improving the quality of life for the people. To date, the coming-of-age ceremony of the Dao people; the Dai Phan ceremony of the San Diu ethnic group, the Soong Co festival of the San Chi people, the Then ritual practice of the Tay people, the Soong Co melody of the San Diu people... in the province have been recognized as typical heritage values ​​and have been included in the National List of Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism. Currently, the province has 55 traditional arts clubs for ethnic minorities and mountainous areas that have been established and are operating.

The elimination of temporary and dilapidated housing in ethnic minority and mountainous areas continues to be promoted. Throughout the province, 144 households in ethnic minority and mountainous areas have been approved for housing support under the program to mitigate the consequences of Typhoon No. 3 (Typhoon Yagi) in Quang Ninh province in 2024; by the end of November, 92 households had received support with a total budget of 4.855 billion VND. In addition, the province continues to implement the elimination of temporary and dilapidated housing according to the provincial plan and program for 2024; among the 88 households needing support under this program, 36 are in ethnic minority and mountainous areas, and by the end of November, 22 households had received support with a total budget of 977 million VND.

Thanks to the above solutions, the living standards and income of ethnic minority people in the mountainous areas of the province have been increasingly improved. In 2023, the average per capita income in rural areas was 73.348 million VND/person, and it is expected to remain stable in 2024.
