Program No. 04-CTr/TU of the City Party Committee: fundamentally changing farmers' lives

Farmers' living standards improved

According to data from the Hanoi New Rural Development Program Coordination Office, in 2020, before Program No. 04-CTr/TU was issued by the City Party Committee, the average income per capita in the new rural areas reached 55 million VND/person/year. The poverty rate was 0.37%.

Up to now, with many solutions to promote rural economic development, farmers' lives have been constantly improved and enhanced. The average income per capita in rural areas has now reached 73.8 million VND/person/year, an increase of 18.8 million VND/person/year compared to 2020.

The average income of people in rural areas of Hanoi is about 73.8 million VND/person/year.

At the beginning of 2021, the whole city still had 4,463 poor households. In just 4 years, when Program No. 04-CTr/TU of the City Party Committee came into effect, Hanoi reduced 4,463/4,463 (equal to 100%) poor households. The number of near-poor households in rural areas to date is only 0.77%.

The poverty reduction results in rural areas in the most recent year 2024 reached 182% compared to the target assigned by Hanoi City. There are currently no poor households in rural areas. This is also a target that has been reached 1 year ahead of schedule according to Program No. 04-CTr/TU of the City Party Committee for the entire period 2021 - 2025.

Up to now, the majority of households in rural areas have solid, spacious houses. The rate of people participating in health insurance has reached 95.25%. 100% of villages and hamlets have mobile or broadband internet coverage. 100% of households in rural areas have access to clean water, of which the rate of households with access to centralized clean water systems is estimated at 95%...

Creating sustainable livelihoods for farmers

The effective implementation of Program No. 04-CTr/TU of the City Party Committee on a city-wide scale has contributed to fundamentally improving the lives of people in rural areas. However, some results have not yet reached the target, and we need to continue to strive in 2025.

For example, although farmers’ income has increased by nearly 19 million VND in the past few years, it has not yet reached 80 million VND/person/year as planned. The development of localities is uneven; the income, material and spiritual life of people in rural areas in many places still have a large gap compared to those in inner-city areas…

2025 is the final year of implementing Program No. 04-CTr/TU, and is also the year of acceleration and breakthrough to complete the 5-year socio-economic development plan (2020 - 2025) of the Hanoi Party Committee, term XVII. Therefore, focusing on completing the targets, especially the contents related to people's lives, is of special concern.

Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said that, for the target of average income of people in rural areas by 2025 reaching 80 million VND/person/year, the Steering Committee of Program No. 04-CTr/TU of the City Party Committee is requesting the city's departments, branches, People's Committees of districts and towns to focus on synchronously implementing solutions, including promoting agricultural and industrial extension work.

Accelerate the implementation of the Central and Hanoi programs on poverty reduction and job creation for rural workers. Implement sustainable poverty reduction solutions, multidimensional poverty reduction, ensuring people have access to basic social services.

Departments, sectors and localities create a favorable environment, support farmers and rural residents to improve their management capacity, develop production and business; create stable livelihoods and jobs; at the same time access resources, scientific and technological advances, transform from small-scale agricultural production to production and business according to the value chain, meeting the requirements of agricultural restructuring.

The Steering Committee of Program No. 04-CTr/TU of the City Party Committee also requested departments, branches, People's Committees of districts and towns to continue to effectively implement social security, labor and employment policies. Strengthen socialization, mobilize the participation of the community, businesses and people, create resources to care for and support the livelihoods of poor households, near-poor households and households in difficult circumstances.

Hanoi strives to have the income of rural residents reach 120 million VND/person/year or more by 2030. The rate of workers with regular jobs reaches at least 95%. The rate of trained workers reaches 80 - 85%. The rate of people participating in health insurance in districts and towns reaches 100%.
