In recent days, information regarding the planning and renovation of the area east of Hoan Kiem Lake; the renovation, beautification, and reconstruction of Dong Kinh - Nghia Thuc Square; and the project to renovate and beautify Ly Thai To flower garden has received much public attention.

Regarding the planning and renovation of the area east of Hoan Kiem Lake and Dong Kinh - Nghia Thuc Square, with a focus on increasing public spaces and open areas to serve the people of Hanoi, many experts in architecture, planning, urban development, and culture consider this a necessary undertaking.
In particular, unlike previous approaches, in addition to considering the physical elements of architecture, the study also fully examines the values of landscape, greenery, preservation and promotion of the architectural values of cultural heritage and valuable architectural works, and applies new scientific and technological solutions in lighting and decoration… demonstrating a relatively synchronized, systematic, and scientific approach.
Regarding the renovation of Ly Thai To flower garden, Hoan Kiem district has released official information. The tree planting aspect has received significant public attention. A representative from the Hoan Kiem district leadership stated that the project will be implemented according to the principle that valuable trees, long-standing trees, and ancient trees will not be affected; only smaller, less valuable, or diseased trees will be replaced or relocated.
On the other hand, over the past period, Hoan Kiem district has actively coordinated with departments and agencies to review and update socio-economic development orientations in the district during the process of adjusting the General Planning of Hanoi Capital City until 2045, with a vision to 2065; and organized the management of construction planning according to the issued zoning plans and architectural management regulations of Hanoi City.
Specifically, the district has implemented the renovation of historical and cultural relics (communal houses, temples, pagodas, etc.) and valuable architectural works; implemented solutions to renovate, beautify, and promote the historical, cultural, and architectural landscape values of the Hoan Kiem Lake scenic area and its surroundings; renovated the facades of main streets; renovated flower gardens, planted new urban trees, greened sidewalks combined with sidewalk surface renovation, drainage, and undergrounding of overhead power lines; renovated valuable buildings and villas built before 1954; illuminated beautiful and typical architectural works; effectively controlled construction order, organized construction permits in accordance with the city's planning and regulations, and created conditions for organizations undertaking the preservation of old houses, ensuring that the rate of construction and renovation projects with permits reaches 99%, and controlling 100% of construction projects.
In addition, Vice Chairman of Hoan Kiem District People's Committee Trinh Hoang Tung further informed that, for the area outside the Red River dike, Hoan Kiem District has actively coordinated with the Department of Planning and Architecture, the Hanoi Institute of Construction Planning, and other departments and agencies to update the socio-economic development orientations of the district in this area into the Red River Subdivision Planning project, such as: focusing on investing in improving the technical infrastructure of the area to improve the quality of life for the people, expanding Chuong Duong Do road, expanding the road connecting Chuong Duong Do with Cau Dat; proposing solutions for the effective use of the function of the wooden houses...; concreting all roads, alleys, and lanes, increasing street and alley lighting, improving drainage systems and public toilets; creating conditions for people to renovate and repair their houses... as a result, the urban quality and the lives of the people in this area have improved significantly.

To strengthen and promote urban planning, construction, management, and sustainable development, the Hoan Kiem District Party Committee has developed and issued the following projects: “Accelerating architectural planning, completing the zoning plan and urban design for blocks, streets, and squares in Hoan Kiem District”; “Preserving, restoring, and promoting the historical, cultural, and architectural heritage values of the old town in the district”; “Developing the riverside and alluvial plains along the Red River in the district into cultural and tourism parks”; and “Building Hoan Kiem District into a model city progressing towards a smart city”.
According to Trinh Hoang Tung, Vice Chairman of the Hoan Kiem District People's Committee, in order to concretize the H1-1A, B, C urban zoning plans approved by the Hanoi People's Committee, the District People's Committee has proactively proposed to the Hanoi People's Committee to allow the district to develop 11 separate urban design projects using the district's budget. To date, the Hoan Kiem District People's Committee has completed the submission for appraisal of 2 projects (on Ly Thuong Kiet Street; Tran Nhat Duat - Tran Quang Khai - Tran Khanh Du Streets), and submitted 9 tasks for appraisal.
In early 2025, the Hanoi People's Committee continued to allow the Hoan Kiem District People's Committee to allocate funds and appraise the budget for the detailed planning of Phuc Tan and Chuong Duong wards; make partial adjustments to the H1-1B urban zoning plan (Ho Guom Lake area and its surroundings); plan the overall layout of the TOD (Transit-Oriented Development) area east of Hoan Kiem Lake; and plan the overall layout of Dong Kinh Nghia Thuc Square…
