In recent days, information about the planning and renovation of the space in the area east of Hoan Kiem Lake; the renovation, embellishment and reconstruction of Dong Kinh - Nghia Thuc Square area; and the renovation and embellishment project of Ly Thai To flower garden have received much public attention.

Regarding the planning and renovation of the space in the area east of Hoan Kiem Lake and Dong Kinh - Nghia Thuc Square towards enhancing public space, open space, serving the community of the Capital's people, many experts in architecture, planning, urbanism, culture... assessed this as a necessary task.

In particular, different from the previous approach, in addition to considering architectural objects, we also fully research the values of landscapes and trees, preserve and promote the architectural values of cultural heritages and valuable architectural works, apply new scientific and technological solutions in lighting and decoration... showing a relatively synchronous, methodical and scientific approach.

Regarding the renovation of Ly Thai To flower garden, Hoan Kiem district has had official information. In particular, the green tree category has received much public attention. The representative of Hoan Kiem district's leadership said that the implementation is carried out according to the principle that valuable trees, perennial trees, and ancient trees will not be affected, only small trees of little value and diseased trees will be replaced and moved.

On the other hand, in recent times, Hoan Kiem district has actively coordinated with departments and branches to review and update socio-economic development orientations in the district in the process of adjusting the Hanoi Capital Master Plan to 2045, vision 2065; organizing construction planning management according to the issued zoning plans and architectural management regulations of Hanoi City.

Specifically, the district has implemented the renovation of historical and cultural relics (communal houses, temples, pagodas, etc.), valuable architectural works; implemented solutions to renovate, embellish, promote the historical and cultural values, landscape architecture of the scenic spot Hoan Kiem Lake and surrounding areas; embellished the facades of main streets; renovated flower gardens, planted new urban trees, greened the sidewalks combined with renovating sidewalks, drainage, and undergrounding overhead lines; renovated valuable works, villas built before 1954; illuminated beautiful and typical architectural works; controlled construction order well, organized construction permits in accordance with the city's planning and regulations and created conditions for organizations to receive and preserve ancient houses, ensuring the rate of construction and renovation works with permits reached 99%, controlling 100% of construction works.

In addition, Vice Chairman of Hoan Kiem District People's Committee Trinh Hoang Tung informed that for the area outside the Red River dike, Hoan Kiem District has actively coordinated with the Department of Planning and Investment, Hanoi Institute of Construction Planning and other departments and branches to update the socio-economic development orientations of the district in this area into the Red River Zoning Plan such as: paying attention to implementing investment in upgrading technical infrastructure in the area to improve the quality of life of the people, expanding Chuong Duong Do Street, expanding the road connecting Chuong Duong Do with Cau Dat; proposing solutions to effectively use the functions of the wooden house area...; concretizing all roads, alleys, lanes, increasing lighting on roads, alleys, renovating drainage, public toilets; creating conditions for people to renovate and repair houses... so the urban quality and life of the people in this area have been significantly improved.

Almost covered with detailed planning, separate urban design

To strengthen and promote urban planning, construction, management and sustainable development, the Executive Committee of the Hoan Kiem District Party Committee has developed and issued the Project on "Accelerating architectural planning, completing the Zoning Plan - urban design of blocks, streets, and squares in Hoan Kiem District"; Project on "Preserving, embellishing and promoting the values of historical, cultural and architectural heritages of old urban areas in the district"; Project on "Developing the middle and alluvial sandbanks along the Red River in the district into cultural and tourist parks"; Project on "building Hoan Kiem District as a model urban area towards a smart city".

Vice Chairman of Hoan Kiem District People's Committee Trinh Hoang Tung said that in order to concretize the urban zoning planning projects H1 - 1A, B, C, which have been approved by Hanoi People's Committee, the District People's Committee has proactively proposed to the City People's Committee to allow the district to establish 11 separate urban design projects using the district budget. Up to now, Hoan Kiem District People's Committee has completed the appraisal of 2 projects (on Ly Thuong Kiet Street; Tran Nhat Duat - Tran Quang Khai - Tran Khanh Du), and submitted for appraisal 9 tasks.

In early 2025, the City People's Committee continued to allow the People's Committee of Hoan Kiem District to allocate capital and appraise the budget for the detailed planning of Phuc Tan and Chuong Duong wards; locally adjust the H1 - 1B urban subdivision planning (Hoan Kiem Lake area and vicinity); master plan of the TOD area (urban development model oriented towards public transport) east of Hoan Kiem Lake; master plan of Dong Kinh Nghia Thuc square...
