Based on the proposals of localities and the investment policy approval documents of competent authorities and the urgency of implementing the project in 2024, the Provincial People's Committee directed the Department of Natural Resources and Environment to synthesize proposals and draft a resolution approving the list of works and projects requiring land recovery according to the provisions of Clause 3, Article 62 of the Land Law to submit to the Provincial People's Council for consideration and decision at the next session.
Accordingly, the total area proposed to be recovered is more than 50 hectares (more than 23 hectares of rice land and the remaining area is rice land and some other land) to carry out 17 works and projects in 4 localities: Dien Chau, Quynh Luu, Thai Hoa town, Hoang Mai town.
Of the 17 projects, 14 are related to residential land, including infrastructure for dividing residential land in 10 communes of Dien Chau district; 1 residential infrastructure project in Nghi Huong ward (Cua Lo town); 1 residential construction project in Quynh Nghia commune (Quynh Luu district).
The remaining 3 projects include the project to upgrade and expand Binh Minh Street (Cua Lo town); the traffic road project, section from National Highway 46 to Wharf 5, Wharf 6 - Cua Lo Port; the complex of Viet A steel structure and electric cable factory, part of Nghia My Industrial Cluster (Thai Hoa town); construction of Con En cemetery, Dien Cat commune (Dien Chau district) to serve the site clearance for the project to upgrade National Highway 7.
Along with submitting to the Provincial People's Council for land recovery, the Provincial People's Committee also submitted to the Provincial People's Council a draft resolution on changing the purpose of using rice-growing land and protective forest land according to the provisions of Clause 1, Article 58 of the Land Law.
Accordingly, the Provincial People's Committee proposed to convert the purpose of use of nearly 40 hectares of rice-growing land and protective forest land to implement 25 works and projects in 7 localities: Dien Chau, Hung Nguyen, Anh Son, Quy Hop, Thai Hoa town, Hoang Mai town and Vinh city.
The conversion of nearly 40 hectares, in addition to serving the construction of commune and ward police headquarters and infrastructure for dividing residential land plots in localities, also includes a number of production investment projects. Such as a number of factories in Nghia My Industrial Cluster (Thai Hoa town); Factory producing and processing high-end shoe products; Minh Phat Steel and Iron Manufacturing and Processing Factory; Factory producing plastic additives and plastic films; Viet A Steel Structure and Electric Cable Manufacturing Factory; infrastructure of Nghia My Industrial Cluster (Thai Hoa town).
Converting land use purposes to build a production support area under the project of exploiting limestone mines for cement raw materials, in Hoi Son commune (Anh Son district) and a production support area under the project of exploiting clay mines for cement raw materials.
The Provincial People's Committee also submitted to the Provincial People's Council for consideration and approval of a resolution on the policy of converting forest land use to other purposes to implement projects in the province.
Specifically, the Provincial People's Committee proposed converting nearly 4 hectares of production forests in Anh Son and Thanh Chuong districts to implement two projects: investing in the construction of a high-tech livestock research and development center in Hung Son commune (Anh Son district); and handling landslides on National Highway 46, through Ru Nguoc (Thanh Chuong district).
The above drafts will be submitted to the Provincial People's Council for consideration and approval at the 19th session, 18th term, 2021 - 2026 term, scheduled to be held on Monday, April 22, 2024 in Vinh city.
