In 2023, districts and cities have established land use plans, listed land acquisition for 228 projects and 53 projects have converted land use purposes, the remaining projects are in the list, and the plan calls for investment. Currently, localities are fully updating land use needs to complete data, explanatory reports to submit for appraisal and propose a list of projects that must acquire land, convert land use purposes for rice cultivation and deploy the establishment of district-level land use plans in 2024, and submit to the Provincial People's Committee for approval.
Comrade Le Huyen, Vice Chairman of the Provincial People's Committee chaired the meeting.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the People's Committees of districts and cities to propose a list of land acquisition and land use conversion projects in 2024, review the 2023 land use plan to urge organizations, individuals and households to implement the land use conversion plan. Thereby, detect obstacles and inadequacies for resolution. Thoroughly evaluate the 2024 land use plan and transitional projects, add to the land use list, especially the conversion of rice land must be suitable for the area and location in accordance with the provisions of law and must comply with planning and land use plans to avoid overlap. Eliminate projects included in the land use plan but not implemented for more than 3 years. Review and add public investment projects to the 2024 land use list; strengthen strict management of public land funds. The 2024 land use plan must be completed before October 31 and made public to communes and wards so that people can have information. The Department of Natural Resources and Environment supports districts and cities with technical procedures and legal regulations on land recovery, conversion of rice land use purposes and land use plan preparation.
