The investment project to build the Lao Cai – Hanoi – Hai Phong railway connecting with China and Hai Phong international seaport has a length of about 417 km.

At the November work briefing and key task deployment conference for December 2024 of the Ministry of Transport held on the afternoon of December 12, Minister of Transport Tran Hong Minh requested the Railway Project Management Board, Vietnam Railway Authority and related units to urgently complete the Pre-Feasibility Study Report to submit to competent authorities for approval of the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project.
“The investment project to build the Lao Cai – Hanoi – Hai Phong railway line must start in 2025 in accordance with the direction of the superiors. The units must clarify the contents related to the investment of this project, as a basis for the Ministry's leaders to work with partners and promote the implementation process,” Minister Tran Hong Minh directed.
It is known that with a total investment scale of about 8.37 billion USD like the Lao Cai - Hanoi - Hai Phong railway construction investment project, the investment preparation time is usually about 3 - 4 years.
To start the project, it is necessary to complete 7 main work items including: preparing and approving the project proposal; preparing, appraising and approving the investment policy; preparing and submitting the Feasibility Study Report to the Prime Minister for approval; negotiating and signing the Loan Agreement; preparing and approving the technical design; bidding, negotiating and signing the construction contract; and site clearance.
Therefore, the Ministry of Transport must complete the dossier for the Government to submit to the National Assembly before March 31, 2025 and submit to the National Assembly for approval of the investment policy at the May 2025 session.
The Lao Cai – Hanoi – Hai Phong railway construction investment project aims to build a new Lao Cai – Hanoi – Hai Phong railway with a standard gauge of 1435 mm, electrification, general passenger and cargo transport; connecting with Hai Phong international seaport, and intermodal connection with China.
The route starts at the rail connection point with the Chinese railway in Lao Cai city, Lao Cai province; the end point is at Lach Huyen port, Hai Phong city.
The route is about 417 km long (of which the main route is about 396.67 km long, the 2 branches connecting to Nam Do Son port and Dinh Vu port are about 20.33 km long). The route passes through the territory (9 provinces/cities): Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
The project is expected to be divided into two investment phases. Phase 1: investment in single-track and construction of works on the route, complete site clearance, preliminary total investment of about 8.57 billion USD. Phase 2: complete construction of double-track and construction of works on the route according to the plan.
