Proactive response
The recent floods and rains have caused quite heavy damage to the education sector in Muong Lat district (Thanh Hoa). At Trung Ly Secondary School for Ethnic Minority Boarding Students, the slope behind the dormitory collapsed, causing rocks and soil to fall onto 3 student rooms in the prefabricated boarding area. In addition, the landslide also threatened 15 student dormitory rooms, so the school had to temporarily close.
In response to the above incident, on the morning of September 24, the school board reported to the local authorities and discussed a plan to arrange temporary accommodation for 460 boarding students when they returned to school. The school urgently built two corrugated iron buildings in the school yard and the yard of the principal's building, with a total area of about 500 square meters.
“On the afternoon of September 24, leaders of the district People's Committee and representatives of the Department of Education and Training went to the school to survey and agree on emergency handling measures to promptly welcome students back,” informed Mr. Nguyen Duy Thuy - Principal of Trung Ly Secondary School for Ethnic Minorities.
At Muong Ly Ethnic Minority Boarding School – Middle School, the hill behind the dormitory showed signs of landslides, threatening the safety of hundreds of students. On the evening of September 22, the school urgently moved 154 students to solid classrooms.
In addition, due to concerns about the risk of landslides, 80 children at the Kindergarten in Chieng Cong area - Ten Tan Kindergarten, Muong Lat town were evacuated by the authorities to the main school in Buon quarter to study.
After a prolonged period of heavy rain, Kim Hoa Kindergarten was one of two flooded schools in Huong Son District (Ha Tinh). In just 4 days, the school was flooded twice. On the morning of September 24, while many kindergartens were open to welcome children, Kim Hoa Kindergarten was still surrounded by water.

According to Principal Tran Thi Ha, on Friday night (September 20), heavy rain and rising water caused flooding of the entire schoolyard and some classrooms on the first floor. On Sunday morning (September 22), when the water receded, teachers and parents worked together to clean up. However, in the evening of the same day, heavy rain continued to fall in the area, causing a second flooding. “All the decorations on the first floor classrooms, along with some outdoor toys, were damaged due to being soaked in water,” said Ms. Ha.
The recent heavy rains caused by storm No. 4 damaged some buildings at Cua Viet Town Kindergarten (Gio Linh District, Quang Tri Province). “The tornado and strong winds damaged the ceiling of the principal’s office, and the trees in the school grounds were tilted. The roof of the school gate was also damaged. Fortunately, the children were given a day off from school on the morning of the incident,” said Ms. Tran Thi Van, Principal of Cua Viet Town Kindergarten.
Located in a low-lying area, often affected by floods, Thien Thanh Primary and Secondary School (Hai Lang District, Quang Tri Province) has proactively developed a plan to respond to flooding. Thanks to the implementation of the plans, the school ensures the safety of students, facilities, and teaching equipment.

Sharing his experience in dealing with natural disasters, Mr. Nguyen Van Nguyen - Principal of Thien Thanh Primary and Secondary School emphasized that during the rainy and flood season, natural disaster and flood prevention is considered the top priority. The school has implemented the task with the highest spirit, not being negligent or subjective. The school closely follows the instructions of the Department of Education and Training, the District People's Committee and the Department of Education and Training to respond to storms and floods promptly, ensuring safety and minimizing damage.
After the severe landslide in October 2020, on days of bad weather and prolonged heavy rain, Tra Leng Primary Boarding School for Ethnic Minorities (Nam Tra My district, Quang Nam province) moved all students and teachers to the 2nd floor of the dormitory.
The school has 300 students who stay at school until the weekend before returning home. To ensure that the dormitory is always dry and to prevent students from getting skin diseases during the rainy season due to wearing damp clothes, Tra Leng Primary Boarding School for Ethnic Minorities has purchased additional dryers. According to Principal Bui Quang Ngoc, the school currently has 3 washing and drying machines in the dormitory, but only prioritizes the use of the drying function to avoid overloading. Only blankets, curtains, and pillows of students are machine washed.

Stabilize the school
On the morning of September 24, the weather cleared up, the rain stopped, and the hill behind the dormitory of Muong Ly Boarding School for Ethnic Minorities (Thanh Hoa) was surveyed and found no abnormalities. The boarding students were taken back to their dormitories by their teachers. "The school organized cleaning of the classrooms to welcome students back to school when notified by superiors," said Mr. Hoang Sy Xuan - Principal of Muong Ly Boarding School for Ethnic Minorities (Thanh Hoa).
In the mountainous border district of Quan Son (Thanh Hoa), the school and classroom systems in some communes were also seriously affected. In particular, Son Ha Secondary School is at risk of having to relocate because rocks and soil on the positive slope of the hill behind it have collapsed, damaging some of the school's facilities.
Mr. Chu Dinh Trong - Vice Chairman of the District People's Committee informed: "In the long term, the district will develop a plan for a new location to ensure safety. Relevant functional units and people will urgently overcome natural disasters so that schools can welcome students back to class soon."
On the morning of September 24, 8 schools with more than 3,000 students in the mountainous district of Huong Son (Ha Tinh) were unable to go to school. However, in recent days, many schools have still organized online teaching to ensure the program.

Due to traffic disruption, Kim Hoa Primary School has not yet implemented direct teaching for 584 students at 4 schools. Of which, the school in Kim Son village is still isolated. The whole school only has Kim Linh village with 38 students studying directly, the remaining 3 schools have teachers organizing online learning via Zoom. Because they are familiar with online learning, teaching and learning has been implemented smoothly. However, some students live with their grandparents and do not have access to technology, so they cannot attend school. "The school requires homeroom teachers to make a list and have a plan to make up for the students after returning to school. It is expected that on Thursday (September 26), the school will organize teaching again," informed Ms. Tran Thi My Binh - Principal of Kim Hoa Primary School.
After heavy rains in recent days, Rang Chuoi school (Tra Tap Primary School for Ethnic Minorities, Nam Tra My District, Quang Nam Province) had mud from the hill behind it flood into classrooms. This is a newly built school with an investment of nearly 1.1 billion VND and put into use on September 10. Because part of the hill behind had to be leveled to have enough space to build the school, there were no trees growing to cover the bare ground, leading to landslides.
In addition to Rang Chuoi school, Tra Tap Primary Boarding School for Ethnic Minorities is planning to move 2 classrooms of Lang Luong school to a safer location. “After the recent prolonged rain, we surveyed the village schools and found a crack on the hill behind the classroom of Lang Luong school. Because the classroom is assembled from wood, it will be completely disassembled and rebuilt at another location. It is expected to take about 2-3 days to move. During this time, the school will temporarily borrow 1 classroom from the kindergarten to organize teaching and learning,” informed Mr. Truong Cong Mot - Principal of the school.
“Along with actively cleaning and sanitizing classrooms, the Department of Education and Training of Huong Son district recommends that school principals base on the weather conditions to have appropriate teaching plans, ensuring the safety of students, staff, teachers and employees. At the same time, proactively report to local authorities, coordinate with support forces to overcome the flood situation to soon stabilize teaching and learning activities; have plans to support students in studying and consolidating knowledge after the flood ends”, informed Mr. Nguyen Truong Giang - Head of the Department of Education and Training of Huong Son district (Ha Tinh).
