This is one of the contents in Conclusion No. 80-KL/TU of the Politburo on the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065. Accordingly, the Politburo requested Hanoi to promote breakthroughs in infrastructure, prioritizing planning and construction of transport infrastructure and urban infrastructure systems, striving to complete the construction of 14 urban railway lines and ring roads, gateway intersections, and a bridge system across the Red River before 2035 to expand development space, enhance connectivity, and reduce traffic congestion; pay attention to regional and international transport systems, including railways, waterways, roads, and aviation. Developing an integrated public transport system between bicycles, buses, and urban railways, along with a roadmap, mechanisms, and breakthrough policies for green transport transformation. At the same time, fundamentally solving the problem of clean water, wastewater treatment, and thoroughly handling the problem of flooding. According to Lao Dong's research, the content related to infrastructure construction, including traffic infrastructure in Hanoi, is of particular interest to people and voters. In particular, solving the problem of urban traffic, avoiding traffic jams, pollution, and the environment is mentioned by many people. Urban railways are one of the solutions that many experts and the city have calculated. At the 15th session of the Hanoi People's Council held at the end of March 2024, the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, was approved at the thematic session of the Hanoi People's Council. The planning project identifies a specific mechanism to accelerate the progress of 14 urban railway lines, completing early the lines connecting the inner city with Noi Bai International Airport and Hoa Lac High-Tech Park. In addition to continuing to deploy 10 urban railway lines according to the general planning for the capital construction until 2030 (plan 1259), the project adds 4 lines: Ngoc Hoi - Thuong Tin - Airport No. 2; Me Linh - Co Loa - Yen Vien - Duong Xa; Cat Linh - Le Van Luong - Ring Road 4 and Vinh Tuy - Minh Khai - Truong Chinh - Lang - Nhat Tan. The city will build an elevated light rail (monorail) running along both banks of the Red River, combining tourism, landscape and connecting the old quarter; at the same time, prepare conditions to coordinate with the Central Government to build a North-South high-speed railway line. Speaking to Lao Dong, Dr. Vu Hong Truong - General Director of Hanoi Metro - said that urban railways will be the main means of public transport in the future. Mr. Truong said that it is necessary to enhance the connectivity of the public passenger transport system, creating maximum convenience for passengers to travel by public transport towards a multi-modal public passenger transport system.
