On October 20, the Ministry of Commerce and the General Administration of Customs of China jointly issued a notice on optimizing and adjusting export control measures for graphite products.
Accordingly, three highly sensitive graphite products, including spherical graphite (previously under temporary control), will be included in the export control list for dual-use products. The new policy will officially take effect from December 1.
According to China's Ministry of Commerce, the application of export control policies on graphite products is in line with international practice, the need to protect national security and interests.
Graphite is the main material in the anode of most lithium-ion batteries. About 67% of the natural graphite mined in the world comes from China. The country also processes more than 90% of the graphite used in all electric vehicle batteries worldwide.
