'In any situation, do not let there be any breakage or lack of fuel'

On June 21, Minister of Industry and Trade Nguyen Hong Dien chaired a meeting with key petroleum trading enterprises to evaluate the implementation of work to ensure supply in the first 6 months of the year and direct solutions for petroleum supply in the last 6 months of the year.

Reporting on the total supply of petroleum in the first 5 months of this year, a representative of the Domestic Market Department (Ministry of Industry and Trade) said that the total supply of petroleum from two sources of import and production reached about 9.779 million ^m3 /ton (import 42.64%, domestic production 52.36%). Of which, the inventory of about 1.577 million tons/ ^m3 is enough to meet the consumption needs of people and production of enterprises.

At the meeting, Mr. Nguyen Hong Dien noted that in the first 6 months of the year, the supply of gasoline from the 2 factories (Binh Son and Nghi Son) was quite stable in terms of output. These factories made many efforts in operating and exploiting beyond their capacity to supply the market with the committed output.

From the shortage of gasoline in the last months of 2022, many new issues arising in the practice of gasoline production, supply and trading were included by the Ministry of Industry and Trade and the drafting committee in the draft Decree amending and supplementing Decree 83 and Decree 95 on gasoline trading.

Affirming that all opinions of enterprises and associations at the meeting will continue to be recorded by the Ministry of Industry and Trade, promptly resolved according to its authority or reported to competent authorities for consideration and resolution, Mr. Dien also frankly criticized enterprises that did not implement or did not seriously implement the direction and management of the Ministry of Finance - Industry and Trade as well as implementing relevant legal regulations in petroleum business activities.

Mr. Nguyen Hong Dien requested that petroleum production and trading enterprises seriously self-evaluate and honestly report on their performance in the first 6 months of the year. Enterprises must send this report to the Ministry of Industry and Trade before July 15 to serve as a basis for surprise inspections when necessary.

Enterprises proactively review the implementation of the minimum output allocation plan (both domestic and imported sources) assigned by the Ministry of Industry and Trade at the beginning of the year to ensure sufficient supply of gasoline for the market.

“In any situation, there must be no interruption or shortage of gasoline supply to serve the task of socio-economic development,” said Mr. Dien.

Nghi Son Refinery and Petrochemical Supply Interrupted for Nearly 2 Months

Also at the meeting, the head of the industry and trade sector noted that due to periodic maintenance, the supply of gasoline from Nghi Son Refinery and Petrochemical Plant is forecast to be interrupted from mid-August to the end of September and early October.

Accordingly, Mr. Dien requested the Vietnam Oil and Gas Group and Binh Son Refinery to proactively have plans (including technology, human resources, raw materials, etc.) in all situations to operate at full capacity, exceeding capacity, ensuring sufficient supply of gasoline and oil to the market. Key enterprises based on the output allocated at the beginning of the year and the additional allocation to proactively and seriously implement imports in July, not to disrupt the gasoline and oil market.

The Minister of Industry and Trade also requested businesses to seriously implement projects and plans to connect information and data in real time; urgently apply electronic documents and invoices in business activities of enterprises starting from August 1.
