According to this report, the current educational level of the workforce through vocational training (college, intermediate, primary) in Vietnam is low, mainly at junior high school (67%). Among the levels, primary training, under 3 months, still accounts for a high proportion (80%).
The Ministry of Labor, Invalids and Social Affairs has just released a report summarizing 10 years of implementing Directive No. 37-CT/TW dated June 6, 2014 of the 11th Party Central Committee Secretariat on strengthening the Party's leadership in training highly skilled human resources.
Dr. Pham Vu Quoc Binh, Deputy Director General of the General Department of Vocational Education (Ministry of Labor, Invalids and Social Affairs), said that after 10 years of implementing Directive No. 37-CT/TW, the work of propaganda, education and raising awareness about training highly skilled human resources has initially achieved some results, social awareness about training highly skilled human resources has been raised and created consensus, support and participation of the people.
“The levels of vocational education training are formed in an open and interconnected direction, in line with the vocational education systems of countries around the world. A network of high-quality colleges is formed, approaching regional and international levels,” said Mr. Binh.
Compared to the total scale of vocational training, the number of people studying at college level is still low.
According to the General Department of Vocational Education, the number of students enrolled in the 2014 - 2023 period reached more than 21 million people, of which college level reached more than 1.7 million people (accounting for 8.1%), intermediate level reached 2.4 million people (accounting for 11.6%).
The increased scale of vocational training contributes to raising the rate of trained workers with degrees and certificates nationwide by 2023 to 27.6%.
"Relevant agencies have developed and issued 300 sets of minimum knowledge volumes and capacity requirements that learners must achieve after graduating from intermediate and college levels for 300 occupations so that autonomous schools can use them as a basis to build, adjust, and issue training programs that meet output standards according to the Vietnamese National Qualifications Framework," Mr. Binh informed.
In addition, high-quality training is promoted, pilot training according to programs transferred from Australia, Germany, etc.
In the matter of organizing training and solving employment for students after graduation, schools have been more proactive in connecting with businesses and employers; the coordination mechanism between the state - schools - businesses and employers has begun to take shape and operate effectively in practice.
However, in addition, the General Department of Vocational Education assessed that awareness of training highly skilled human resources in some localities is still inconsistent and incomplete; there is no focus on creating sustainable jobs from training highly skilled human resources, and human resource forecasting has not been done well.
6 tasks to promote the training of highly skilled human resources
On June 6, 2014, the 11th Party Central Committee Secretariat issued Directive No. 37-CT/TW on strengthening the Party's leadership in training highly skilled human resources.
This Directive states: In recent years, the training of highly skilled human resources in our country has developed, gradually meeting human resource requirements, contributing to the country's development.
However, the training quality of many vocational training institutions is still low, not meeting the needs of the labor market, especially in fields and professions requiring high technology and techniques...
Therefore, the directive sets out 6 tasks requiring Party committees, Party organizations, authorities, the Vietnam Fatherland Front and people's organizations to focus on leading and directing implementation, including:
1. Promote propaganda, education, and raise awareness of training highly skilled human resources
2. Strengthening state management of training highly skilled human resources
3. Continue to strongly and synchronously innovate the training program and content of highly skilled human resources.
4. Strengthening the building and development of a team of teachers and managers to train highly skilled human resources.
5. Innovate and improve mechanisms and policies, diversify training resources for highly skilled human resources.
6. Proactively cooperate and integrate internationally
