How to arrange and merge rooms

(NLDO) - Quang Binh province is implementing the arrangement and streamlining of the district-level administrative apparatus, merging many departments to ensure operational efficiency.

Quang Binh Provincial Party Committee has just issued a conclusion on the implementation of rearranging and streamlining the political system apparatus for specialized agencies and public service units under the People's Committees at district, town and city levels.

Accordingly, specialized departments such as the Department of Justice, the Department of Finance and Planning, the District Inspectorate and the Office of the People's Council and People's Committee at the district level will be maintained. Other specialized departments will be reorganized similarly to the arrangement of provincial departments and branches.

Merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs to form the Department of Home Affairs and Labor. This Department will take over the functions and tasks of home affairs, labor, wages, employment, meritorious people, labor safety, social insurance, and gender equality from the current Department of Labor, War Invalids and Social Affairs.

For districts without an Ethnic Affairs Department, the advisory function on ethnic affairs will be transferred to the Department of Home Affairs and Labor, to ensure a unified focal point for advising on state management of ethnicity, religion and poverty reduction.

Establish the Department of Economy, Infrastructure and Urban Areas on the basis of merging the functions and tasks of advising on state management of construction, transportation, and industry and trade from the current departments: Department of Economy and Department of Urban Management (in towns and cities), Department of Economy and Infrastructure (district level).

The Department of Culture, Science and Information was established on the basis of receiving the functions and tasks of the Department of Culture - Information and the functions and tasks on science and technology from the Department of Economy (in towns and cities), the Department of Economy and Infrastructure (in districts) currently at the district level.

The Department of Agriculture and Environment will be established on the basis of merging the functions and tasks of the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development (at the district level) and agricultural-related functions from the Department of Economy (at the town and city level).

In addition, the Health Department will take over the function of advising on state management of social protection, children, and social evil prevention from the Department of Labor, War Invalids and Social Affairs; the Education and Training Department will take over the function and tasks of vocational education from the Department of Labor, War Invalids and Social Affairs. The Department of Ethnicity and Religion in Le Thuy, Bo Trach, and Minh Hoa districts will change its name from the Department of Ethnicity after taking over the function of advising on state management of religion from the Department of Home Affairs and poverty reduction from the Department of Labor, War Invalids and Social Affairs.

In addition, district-level medical centers will be transferred from the Department of Health to the district-level People's Committee for management.

Regarding this work, Quang Binh Provincial Party Secretary Le Ngoc Quang emphasized the need to strictly implement the policies, regulations and directions of the Central Government on the arrangement of the apparatus, ensuring consistency from the Central to the local level, closely following the set plan and progress.
