TPO - Responding to voters' opinions, Minister of Education and Training Nguyen Kim Son said that the Ministry of Education and Training is submitting to the Government a draft Decree amending and supplementing a number of policies on supporting tuition fees and living expenses for pedagogical students.
Voters in Thanh Hoa province have given their opinions and requested the Government to consider and amend Decree No. 116/2020/ND-CP of the Government regulating the policy of supporting tuition fees and living expenses for pedagogical students at teacher training institutions under the Ministry of Education and Training and provincial training institutions to ensure consistency, uniformity and fairness.
Voters also proposed to study and assign the policy bank as the direct unit to collect and refund tuition fees and living expenses for cases that have registered to benefit from the tuition and living expense support policy after graduation and violate the commitment; at the same time, it is necessary to stipulate financial support for all teachers who are required to participate in training to improve their qualifications to create fairness among teachers.

Regarding this content, Minister of Education and Training Nguyen Kim Son responded to voters' petitions sent to the 8th session of the 15th National Assembly.
Specifically, the Ministry of Education and Training is currently submitting to the Government a draft Decree amending and supplementing a number of articles of Decree No. 116/2020/ND-CP of the Government regulating policies to support tuition fees and living expenses for pedagogical students and a draft Decree amending and supplementing a number of articles of Decree No. 71/2020/ND-CP dated June 30, 2020 regulating the roadmap for improving the standard training level of teachers. In which, there is content to amend a number of policies to limit shortcomings and difficulties in implementing the policy.
In particular, the proposal that the policy bank be the unit directly responsible for collecting and refunding tuition fees and living expenses in cases where reimbursement is required is inappropriate.
Because the support policy for teacher training students is supported from the state budget, there is no provision for funding through the policy bank.
