Accordingly, implementing the following Official Dispatches: No. 17/CD-UBND dated September 3, 2024 of the Provincial People's Committee Chairman, No. 01/CD-BXD dated September 4, 2024 of the Minister of Construction on emergency response to storm No. 3 in 2024, Vice Chairman of the Provincial People's Committee Mai Xuan Liem gave the following instructions:
Request the above units and related units based on assigned functions and tasks, urgently organize implementation to ensure regulations, promptly report to the Chairman of the Provincial People's Committee on contents beyond their authority, focusing on the following tasks:
I. Transport Sector
1. Department of Transport
- Direct road management units to strengthen regular road maintenance and repair work; inspect and review drainage works, locations at risk of obstructing flood drainage, flooding residential areas causing traffic jams, key locations, locations at risk of further landslides due to recent floods and implement solutions to reinforce, repair or have solutions when necessary to be able to divert and regulate traffic to ensure safe and smooth traffic; review and prepare adequate supplies (steel cages, boulders, crushed stone, etc.), machinery, equipment, reserve resources and arrange and gather at key locations at risk of landslides causing traffic jams to be ready to respond when ordered;
- Directing inland waterway management units to review means of transport serving disaster prevention, control and search and rescue (PCTT and TKCN) such as ships, boats, canoes, buoys, anchors, anchor posts and buoys, etc. to ensure readiness for rescue when situations occur; organizing and guiding traffic safety, preventing bridges from drifting during and after storms and floods at key locations on inland waterways; coordinating with the PCTT, TKCN and PTDS local Command Boards and related units in providing guidance on safe anchorage and shelters and taking measures to ensure the safety of people, means of transport, and inland waterway vehicles when situations occur.
- Proactively mobilize forces, means and materials to urgently overcome the consequences of rain and floods, prevent traffic jams and insecurity, ensure smooth traffic on the routes under management; coordinate with the local Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention and Control and related units in the work of preventing, combating and overcoming the consequences of natural disasters, especially in key locations and mountainous areas where landslides and traffic jams frequently occur when rain and floods occur;
- Preside over and coordinate with local authorities to organize duty, traffic flow, assign guards, set up buoys, barriers, and signals at flooded areas, overflowing tunnels, landslides, and traffic jams...; resolutely not allow people and vehicles to pass through these areas, in order to ensure absolute traffic safety for people and vehicles on the assigned roads.
- Coordinate with the Provincial Military Command, Departments, branches, localities and relevant units in PCTT and TKCN work according to the approved Plan, Minutes of the Agreement on the use of forces and means signed with the Provincial Military Command when a situation occurs.
2. The Provincial Military Command coordinates with the Department of Transport and related units to arrange forces and vehicles to participate in handling to ensure smooth traffic on the routes (according to the coordination plan); in case of flood causing inundation and traffic jams, there must be a support plan, mobilizing vehicles to ensure traffic, participating in rescue work, promptly reporting to competent authorities to mobilize special vehicles, makeshift ferries, etc.
3. The provincial police proactively coordinate, prepare forces and means to regulate traffic on roads, ensuring traffic order and safety in the province.
4. The Department of Industry and Trade shall strengthen inspection and promptly direct hydropower management and operation units in the province to coordinate with relevant localities and units to closely monitor the situation of rapidly rising river water levels to have appropriate flood control and discharge plans; be ready to deploy the unit's PCTT and TKCN work and coordinate to ensure traffic and handle incidents caused by flood discharge on roads; have plans to regulate and ensure timely supply (gasoline, electricity, ...) for areas that have been isolated for a long time due to the impact of natural disasters.
5. The Department of Agriculture and Rural Development shall strengthen inspection and supervision of the implementation of the Inter-reservoir Operation Procedures on river basins during the implementation of reservoir operation orders of the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention.
6. Nghi Son Economic Zone and Industrial Parks Management Board
- Strengthen the management and maintenance of roads under management; inspect and review drainage works, locations at risk of obstructing flood drainage, flooding residential areas causing traffic jams, and vulnerable locations at risk of landslides on roads, to proactively arrange forces and means to promptly rescue and quickly overcome the consequences of rain and floods on roads.
- Proactively coordinate with relevant units to organize on-duty, guide traffic flow, assign guards, barricades, and signal at locations where roads are deeply flooded, flooded, broken, or eroded... to ensure safety for people and vehicles traveling on roads under management;
- Proactively mobilize forces, vehicles, and materials to promptly overcome the consequences of rain and floods, avoid traffic jams and insecurity, and ensure smooth traffic on routes under management.
7. People's Committees of districts, towns and cities
- Review, supplement, and complete plans and solutions for natural disaster prevention and search and rescue; fully prepare forces, means, materials, and logistics according to the "4 on-site" motto (on-site command, on-site forces, on-site means - materials, on-site logistics) to ensure good natural disaster prevention, ensure traffic and search and rescue, promptly overcome the consequences of natural disasters, and ensure smooth traffic.
- Strengthen the management and maintenance of roads under management; inspect and review drainage works, points at risk of obstructing flood drainage, flooding residential areas causing traffic jams, key locations, and landslide risks on roads, to proactively arrange forces and means to promptly rescue and quickly overcome the consequences of rain and floods in the area; at the same time, resolutely evacuate people from dangerous areas.
- Direct functional forces and units directly managing routes under their management and construction investment projects in the area to review, complete, develop plans for natural disaster prevention and control, search and rescue, and deploy solutions to ensure smooth traffic and safety for people and vehicles participating in traffic when situations arise.
- Deploy timely and effective response and recovery work according to the four-on-the-spot motto; proactively coordinate with relevant units to organize on-duty, guide traffic flow, assign guards, barricades, and signal at locations with deep flooding, overflows, broken road sections, landslides, etc. to ensure safety for people and vehicles traveling on the roads, especially on main traffic routes.
- Closely coordinate with the Department of Transport and related units in handling and overcoming natural disasters; arrange the ground and location for dumping landslides to promptly overcome and handle landslides and traffic jams caused by natural disasters, ensuring traffic resumption as soon as possible.
8. Proposal for Road Management Area II
- Strengthen the management and maintenance of national highways under the management scope through Thanh Hoa province; inspect and review drainage works, points at risk of obstructing flood drainage, flooding residential areas causing traffic jams, key locations, and landslide risks on roads to proactively arrange forces and means to promptly rescue and quickly overcome the consequences of rain and floods on roads.
- Proactively coordinate with relevant units to organize on-duty, guide traffic flow, assign guards, barricades, and signal at locations with deep flooding, overflows, landslides, traffic jams, etc. to ensure safety for people and vehicles traveling on national highways under management.
- Proactively mobilize forces, vehicles, and materials to promptly overcome the consequences of rain and floods, prevent traffic jams and insecurity, and ensure smooth traffic on national highways under the province's management.
9. Request the Thanh Hoa Maritime Port Authority to review, call on, and guide ships still operating at sea not to enter or exit dangerous areas, to safe shelters; coordinate with the local PCTT, TKCN and PTDS Command Committee in organizing, guiding safe anchoring of ships and taking measures to ensure the safety of people and vehicles when situations occur; maintain specialized search and rescue forces and vehicles, stationed at locations expected to be most affected and ready to participate in rescue when requested.
10. Request the Thanh Hoa Inland Waterway Port Authority of Region V to urge the Inland Waterway Management units to review the means of transport serving the work of natural disaster prevention, search and rescue to ensure readiness to respond when situations occur; direct the units to organize and guide traffic safety, prevent bridges from drifting during and after storms and floods at key locations; coordinate with local authorities in guiding safe anchorage and shelter for inland waterway vehicles on national inland waterways.
11. Request Thanh Hoa Coastal Information Station to increase broadcasting time for announcements and warnings about storms; guide and call on ships to move away from dangerous areas or to safe shelters.
12. Request Thanh Hoa Railway Joint Stock Company, Ha Ninh Railway Joint Stock Company and Ha Thanh Railway Technical Branch to strictly implement the patrol and guard regime for vulnerable works, locations, and key areas such as: weak bridges, roads, areas prone to flooding, areas prone to flash floods, steep mountain passes, falling rocks, landslides, railway areas downstream of dikes and irrigation dams; proactively concentrate materials, equipment and human resources to overcome the consequences caused by rain and floods and ensure smooth and safe traffic; promptly report to competent authorities to adjust train operation plans and transfer passengers in case of railway incidents caused by rain and floods.
13. Request Tho Xuan Airport Authority and Tho Xuan Airport to review and inspect storm and flood prevention work at the airport, terminal, signal information system, operations and command work... to have a plan to ensure safety and minimize damage caused by storms; closely monitor the storm's developments to adjust plans or change flight schedules accordingly to ensure absolute safety of flight operations.
II. Construction Field
Requesting departments, branches and units: Construction, Agriculture and Rural Development, Industry and Trade, Information and Communications, Transport; Nghi Son Economic Zone Management Board and Industrial Parks; People's Committees of districts, towns and cities; Thanh Hoa Post Office; Thanh Hoa Telecommunications; Thanh Hoa Electricity Company; Thanh Hoa Electricity Transmission; Northern Power Project Management Board; Central Power Project Management Board; Thanh Hoa Maritime Port Authority; Song Chu One Member Co., Ltd., North Song Ma Irrigation One Member Co., Ltd., based on assigned functions and tasks, to perform the following contents:
- Require people to implement measures to prevent and combat natural disasters in their localities according to 4 guidance documents posted on the Ministry of Construction's Electronic Information page (including: Instructions for safe houses to prevent and combat storms and floods; Instructions for classifying safe houses; Recommendations for installing water tanks for houses and buildings; Procedures for inspecting telecommunications, radio and television antennas).
- Urgently review solutions to respond to natural disasters in areas affected by natural disasters such as rising sea levels, big waves, landslides, areas at risk of deep flooding; warn and proactively evacuate people to safe places in areas at risk of flooding, rising sea levels due to strong storms, residential areas in mountainous areas at risk of landslides, flash floods, and flood drainage areas downstream of reservoirs.
- For technical infrastructure works: urgently review and inspect the drainage system in urban areas to ensure flood prevention during rain and floods; inspect measures to ensure safety for technical infrastructure key works and technical infrastructure systems in urban areas; carry out urban tree pruning; ensure safe supply of electricity and clean water to flooded areas.
- For works in operation and use: residents, managers, and users are required to reinforce and brace to ensure safety; works using corrugated iron roofs, fibro-cement roofs, plastic ceilings, plaster ceilings, glass doors, works with panels, billboards, and overhead water tanks must be inspected, reviewed, and measures taken to repair and reinforce.
- For construction works under construction: organize inspection of the implementation of safety measures for people, equipment, works and neighboring works, especially safety work for tower cranes, elevators and equipment working at height.
- For column, pillar, and tower structures in telecommunications, television, power transmission, and traffic control systems on rivers and seas: investors, managers, and users are required to inspect and remove unsafe equipment and components hanging high above and have a plan to relocate households within the affected area to a safe place when necessary./.
