This afternoon, December 31, the People's Committee of Quang Tri province held a meeting to deploy tasks on reorganizing the departments: Labor, War Invalids and Social Affairs; Home Affairs; Health; Education and Training; Ethnic Minorities Committee. Vice Chairman of the Provincial People's Committee Hoang Nam chaired the meeting.
According to the Project to merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, the arrangement and merger plan is implemented according to the direction and orientation of the Politburo and Conclusion No. 08-KL/BCĐ dated December 16, 2024 of the Steering Committee to summarize Resolution No. 18-NQ/TW and reorganize the apparatus of the provincial political system.
Accordingly, the state management function of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality will be transferred to the Department of Home Affairs; the state management function of vocational education will be transferred to the Department of Education and Training; the state management function of social protection, children, and prevention and control of social evils will be transferred to the Department of Health; the task of poverty reduction will be transferred to the Ethnic and Religious Affairs Committee; the Religious Affairs Committee of the Department of Home Affairs will be transferred to the Provincial Ethnic Affairs Committee. The unified name after the arrangement is the Department of Home Affairs and Labor of Quang Tri province, including 9 departments (offices) and 3 public service units under the department with a total number of employees as of November 15, 2024 including 61 civil servants, 73 public employees, and 21 labor contracts.
The implementation roadmap in the coming time includes developing and completing the project; advising on the implementation of the project; promulgating regulations on functions, tasks, powers and organizational structures of departments and units under the authority of the department director; arranging working headquarters, ensuring facilities, equipment and working means after the merger; guiding units to hand over and receive finance, assets, public investment capital, works and projects according to regulations...
Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized that the reorganization of the political system at this time is an extremely important task to streamline the apparatus; restructure and improve the quality of the staff, civil servants and public employees; reduce regular expenditures to reserve resources for development investment.
Vice Chairman of the Provincial People's Committee Hoang Nam also gave specific opinions on the contents related to the merger of the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs into the Department of Home Affairs and Labor; at the same time, he requested the departments to closely follow Official Dispatch No. 7968/BNV-CCVC dated December 8, 2024 of the Ministry of Home Affairs to arrange cadres, civil servants and public employees in accordance with regulations. Regarding the working headquarters, after the merger, it is agreed to use the headquarters of the Department of Home Affairs. Regarding the project, it is requested that the two departments complete the contents according to the opinions at the meeting to develop a common project of the province to submit to the Party Committee of the Provincial People's Committee before January 12, 2025.
The Department of Health will take over the functions, tasks and organization of the state management advisory apparatus on social protection, children and social evil prevention from the Department of Labor, War Invalids and Social Affairs. The Department of Education and Training will take over the functions, tasks and organization of the state management advisory apparatus on vocational education from the Department of Labor, War Invalids and Social Affairs. The Ethnic Committee will take over the task of poverty reduction and 1 civil servant in charge of poverty reduction from the Department of Labor, War Invalids and Social Affairs.
Vice Chairman of the Provincial People's Committee Hoang Nam requested units to do a good job of propaganda, create high consensus and unity, not to affect or interrupt work. Assign the Department of Home Affairs to monitor, urge and guide the Department of Labor, War Invalids and Social Affairs; Department of Health; Department of Education and Training; Ethnic Minorities Committee in the process of developing the project, at the same time implementing policies for cadres, civil servants, public employees and workers promptly and in accordance with regulations.
