Seize the opportunity

Thuy Nguyen is the largest district of Hai Phong in terms of both natural area and economic scale. In recent years, Thuy Nguyen has recorded rapid growth in the fields of industry, services and economic infrastructure.

In 2024, the total production value of industries in the area is estimated at 55,937 billion VND, an increase of 16.85% over the same period, ranking among the top districts in the city. Of which, industry and construction increased by 18.3%, accounting for 60.5%; services increased by 17.9%, accounting for 34%; agriculture, forestry and fishery accounted for 5.5%. The transformation of economic structure clearly shows the direction of Thuy Nguyen following the same progress as Hai Phong to become a central urban area of ​​the Northern economic region.

On January 1, 2025, Thuy Nguyen officially became Thuy Nguyen City according to Resolution No. 1232/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong City for the period 2023 - 2025.

Thuy Nguyen City has a natural area of ​​over 269 km2 and a population of over 397,000 people. From 35 communes and 2 towns of Thuy Nguyen district, they were arranged and established into 17 wards and 4 communes of the new city of Thuy Nguyen.

In the development strategy of Hai Phong, decades ago, the City focused on investing in technical infrastructure and social infrastructure of Thuy Nguyen. Binh Bridge, Kien Bridge, Hoang Van Thu Bridge have connected Thuy Nguyen with the current center of Hai Phong City. The new bridges Nguyen Trai and Vu Yen continue to be built, creating a complete connection between VSIP Hai Phong Urban, Industrial and Service Area with Bac Song Cam Urban Area and Vu Yen Island, which has a very positive impact on the development of all aspects of Thuy Nguyen.

The close regional network with key economic areas such as Quang Ninh, Hai Duong, and inner-city districts of Hai Phong has turned Thuy Nguyen into a gateway for trade, forming a diverse ecosystem of industry, trade, tourism and services.

The appearance of a dynamic city has gradually emerged with the Administrative - Political Center and the Conference - Performance Center of Hai Phong City, with a total investment of about 5,000 billion VND. The new urban area formed by real estate projects of many big brands will create a very modern urban face. The entertainment area, housing and ecological park of Vu Yen Island, with a total area of ​​over 877 hectares, with the nature and function of a high-class ecological urban area, will further change the appearance of Thuy Nguyen City.

A dynamic industrial center with industrial parks and clusters in the area increasingly expanding, strongly attracting domestic and foreign investors. Up to now, VSIP, Nam Cau Kien, Thuy Nguyen, Kenh Giang - Dong Son - Hoa Binh, Minh Duc - Tam Hung industrial parks and clusters have been creating export value of up to tens of billions of USD, at the same time, creating stable jobs, attracting a large number of highly skilled workers to Thuy Nguyen to settle down.

A new modern center

In August 2024, the Ministry of Construction recognized Thuy Nguyen urban area (Hai Phong City) as meeting the criteria for urban area III and recognized the level of urban infrastructure development for the area where wards were established in Thuy Nguyen urban area. According to Secretary of Thuy Nguyen City Party Committee Pham Hung Hung, from a district located in the North of Hai Phong City with a very large area of ​​agricultural land, up to now, commercial centers, entertainment areas, and high-end health care service areas have sprung up here, contributing to improving the quality of life of the people.

In the approval of the adjustment of the General Planning of Hai Phong City to 2040, with a vision to 2050, Hai Phong City will develop according to the model of "Multi-center urban area and satellite cities" with the urban spatial structure of "Two belts - three corridors - three centers and satellite cities". Thuy Nguyen plays an important role in the "Industrial-service economic belt" and "Historical urban center and new administrative urban area North of Cam River".

Thuy Nguyen is now a new urban area, associated with the new administrative and political center of Hai Phong City; a center of industry, trade, services, finance, cultural tourism and entertainment, healthcare, education, regional fisheries center; a key point in developing modern, smart, sustainable industry; a driving force for marine economic development according to the General Plan of Hai Phong City approved by the Prime Minister in Decision No. 1516/QD-TTg dated December 2, 2023.

From now until 2045, the City plans to mobilize VND 285,350 billion to develop Thuy Nguyen urban area into a new administrative center and socio-economic center of Hai Phong.
