Ho Chi Minh City asks the Ministry of Education and Training to continue enrolling 6th grade students at Tran Dai Nghia High School for the Gifted

The petition stated that Tran Dai Nghia High School was established in 2000 under the decision of the Ho Chi Minh City People's Committee. The school began enrolling students at the junior high and high school levels from the 2000-2001 school year, and in 2002, the school was transformed into Tran Dai Nghia Specialized High School.

In recent years, in addition to the achievements of the high school level, the school has organized well the educational activities of the secondary school level, being a resource in training and developing the quality of education in the city. The education sector of Ho Chi Minh City orients the development of Tran Dai Nghia High School for the Gifted to become a modern, advanced secondary school, approaching international education.

The Ho Chi Minh City People's Committee assigned the Department of Education and Training to develop a project to change the model of Tran Dai Nghia High School for the Gifted in accordance with the Law on Education and regulations of the Ministry of Education and Training. The development of the project must be carried out in accordance with the correct procedures, legal regulations and in accordance with the actual situation of the city's education.

Therefore, the City needs more time to study the bases and regulations, and at the same time carry out the process of collecting opinions from relevant departments, branches, sectors and units, and cannot complete it before the 2024-2025 school year enrollment period. At the same time, carry out the enrollment work for the 2024-2025 school year, stabilize public opinion as well as ensure continuity and continuity, without disrupting the educational activities of Tran Dai Nghia High School for the Gifted and the city's enrollment work.

Therefore, the Ho Chi Minh City People's Committee proposed to conduct enrollment in grade 6 in the 2024-2025 school year at Tran Dai Nghia High School for the Gifted in the form of a survey.

Every year, the competition ratio for admission to grade 6 at Tran Dai Nghia Specialized School ranges from 1 to 7 to 1 to 9. In the 2023-2024 school year, more than 4,800 candidates registered to take the entrance exam to the secondary school system at this school while the school only recruited 535 students.

Candidates admitted to grade 6 of Tran Dai Nghia High School for the Gifted in the 2023-2024 school year must meet the following requirements: be students who have completed primary school in Ho Chi Minh City; have a score of 9 or higher on the final periodic test of grade 5 in Vietnamese and Math.

In addition, candidates who want to get a ticket to this school will have to take a test of abilities such as language (English, Vietnamese - writing); Mathematics and Logical Thinking; Natural Sciences, Social Sciences (History - Geography); and common sense. The test of abilities includes multiple choice and essay questions.

The proposal of the Ho Chi Minh City People's Committee was made in the context that the Ministry of Education and Training believes that the model of the junior high school system in specialized high schools is not in accordance with regulations, and proposes to stop recruiting and training. Associate Professor, Dr. Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training), said that the 2005 Education Law stipulates that specialized schools only exist at the high school level. This content is also kept intact in the 2019 Education Law.

Meanwhile, the model of junior high school in specialized high schools is not covered by any legal regulations. However, due to historical reasons, there are still two schools, Tran Dai Nghia Specialized High School (HCMC) and Hanoi - Amsterdam Specialized High School, that have non-specialized junior high schools.

In 2023, the Ministry of Education and Training issued Circular 05 stipulating that specialized high schools will no longer have non-specialized classes. Thus, non-specialized junior high school classes in specialized high schools are violating regulations.

This Circular was issued 1 year ago, but the previous year's admission season for non-specialized classes was still implemented. The regulations stated in the Circular will be implemented from the next school year, 2024 - 2025.

"Maintaining or stopping enrollment in grade 6 of Hanoi - Amsterdam High School for the Gifted and Tran Dai Nghia High School for the Gifted is not something the Ministry wants to allow or not allow, but the regulations that have been issued and come into effect must be implemented," said Mr. Thanh.
