On the afternoon of January 4, at the regular socio-economic press conference of the Ho Chi Minh City People's Committee, the issue of graffiti on Ba Son Bridge as well as many other pedestrian bridges and tunnels being encroached upon and unsafe was raised by the press.
Mr. Pham Minh Hai, Deputy Director of the Road Traffic Infrastructure Management Center, Ho Chi Minh City Department of Transport, said that Ba Son Bridge is currently operating normally, but there are still some individuals taking advantage of the visit to paint graffiti.
The Road Traffic Infrastructure Management Center has sent many documents requesting the People's Committee of District 1 and Thu Duc City to support increased patrols, ensure security in the area, prevent acts of graffiti, theft of bridge construction materials, and encourage people not to encroach on sidewalks at the Ba Son Bridge construction site.
To thoroughly overcome the problem of graffiti on bridges, Mr. Hai said the Department of Transport has assigned this unit to be the investor of two projects.
The first is to install additional traffic surveillance cameras at locations under bridges with waterway traffic, including 5 cameras under Ba Son bridge to monitor boat traffic and people's travel and sightseeing in the park area under the bridge.
This will help to monitor bad actors who take advantage of visitors to spray paint graffiti. The installation is expected to be completed in January 2024.
Mr. Pham Minh Hai, Deputy Director of the Road Traffic Infrastructure Management Center, Ho Chi Minh City Department of Transport, answered at the press conference.
The second is the project to repair and repaint large bridges, preventing graffiti. This project will be implemented in the second quarter of 2024 and is expected to help reduce the effects of graffiti on bridges. "The project uses specialized anti-graffiti paint. If there is graffiti, just wipe it off with a cloth," said Mr. Hai.
Mr. Hai also suggested that the locality should increase patrols and handle graffiti by imposing fines, remedying the consequences, restoring the original state, and rewarding those who discover the wrongdoings. In addition, the locality can also install signs prohibiting graffiti in Vietnamese and English at some locations on the bridge, noting the fines for violations.
Ba Son Bridge (District 1, Ho Chi Minh City) is continuously covered with graffiti.
Regarding the situation of pedestrian bridges and tunnels becoming gathering places for drug use and indiscriminate defecation, Mr. Hai stated that the main cause is due to some people's lack of awareness, or due to homeless people.
The Road Traffic Infrastructure Management Center and the Ho Chi Minh City Bridge and Ferry Construction Joint Stock Company regularly patrol to detect and report to local authorities for support in handling the above situations to ensure security, order and safety for pedestrians crossing the bridge. The above situation has improved compared to before but has not been completely resolved.
Mr. Hai suggested that local police regularly inspect, detect and handle people who gather to sleep, live, and use drugs, if any, in areas near pedestrian bridges and tunnels.
In addition, local police can set up security checkpoints, install security cameras, and publish hotline numbers to monitor and quickly handle security incidents in the area around bridges and pedestrian tunnels.
