Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that preparations for the 9th Global Young Parliamentarians' Conference have been basically completed. Through the conference, Vietnam not only wants to leave a good impression of Vietnam with international friends but also convey the message of joining hands to promote Digital Transformation and Innovation.

Could you please tell us why Vietnam is hosting the 9th Global Conference of Young Parliamentarians in Hanoi? What is the importance of the Conference to young Vietnamese parliamentarians in particular and the Vietnamese National Assembly in general?
In 2013, the Inter-Parliamentary Union (IPU) established the Forum of Young Parliamentarians, an official and permanent mechanism within the IPU to contribute to increasing the quantity and quality of youth participation in parliaments and in the IPU.
In 2014, the IPU established the annual Global Conference of Young Parliamentarians with the aim of: Strengthening the role of young parliamentarians and youth participation in parliamentary activities and making recommendations from the youth perspective on IPU activities and agenda; Building networks, solidarity and capacity building, and broadening youth approaches to issues of common concern.
The 9th Global Conference of Young Parliamentarians hosted by the National Assembly of Vietnam is an important foreign affairs event not only of the IPU, but also an important multilateral activity of Vietnam in 2023, because:
Firstly , the Conference is an opportunity for young parliamentarians from member parliaments around the world to discuss parliamentary actions to promote the role of young people in accelerating the implementation of sustainable development goals through digital transformation, innovation and promoting cultural diversity for sustainable development.
Second , this is a practical activity to implement the foreign policy of the 13th National Party Congress, Resolution No. 34-NQ/TW of the Politburo on "Some major orientations and policies to implement the foreign policy of the 13th National Party Congress", Directive No. 25-CT/TW of the Secretariat of the 12th Central Party Committee on promoting and elevating multilateral diplomacy to 2030 and the Strategy for developing Vietnamese youth for the period 2021-2030.
Third , continue to affirm active, proactive and responsible participation, promote Vietnam's role and position in multilateral parliamentary diplomacy IPU - one of the oldest multilateral organizations in the world.
Fourth , taking on the role of host of the Conference shows the attention and care of the Party and State of Vietnam for the young generation, the role of young people in developing the country and participating in building a peaceful, prosperous world and solving global challenges.
Fifth , the Conference will contribute to promoting Vietnam's interests through the parliamentary channel; refer to experiences in promoting youth participation in political activities, socio-economic development in the context of digital transformation, innovation, and sustainable development, which are common trends in the world and are also top priorities in Vietnam's current policies.
Finally , the conference will help strengthen diplomatic relations between Vietnam and many important partners, especially parliamentarians and young leaders of countries; convey to international friends about Vietnam's foreign policy; promote the achievements of Vietnam's Renovation; and the cultural traditions, country and people of Vietnam.
Can you tell us how the preparations for the Global Young Parliamentarians' Conference have been going so far?
Given the nature and importance of the Conference, preparations for the Conference have been carried out very actively and urgently. The Conference Organizing Committee was established by Politburo member and Permanent Vice Chairman of the National Assembly Tran Thanh Man as Head of the Committee, with the participation of Ministers and leaders of relevant ministries, branches and localities. The Organizing Committee has established 03 Subcommittees including: Content Subcommittee; Reception - Logistics - Security - Health Subcommittee; Information - Propaganda Subcommittee and the National Secretariat under the Conference Organizing Committee. The Conference Organizing Committee, the Subcommittees and the National Secretariat have been proactive and active in implementing assigned tasks and progressing the Conference organization work.
During the preparation process, the Organizing Committee always received the attention and close direction of National Assembly Chairman Vuong Dinh Hue, regularly holding meetings to review the preparation work for the Conference. National Assembly Chairman Vuong Dinh Hue not only requested the agencies to proactively get involved early and remotely, but also directly worked with relevant ministries and branches such as the Central Committee of the Ho Chi Minh Communist Youth Union, the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism... to review, contribute opinions, and propose topics expected to be discussed at the Conference as well as Vietnam's contributions to the Conference. During the preparation process, the National Assembly Chairman also worked many times with relevant agencies, reviewing and evaluating the progress and quality of each task to ensure the best conditions for the successful organization of the Conference.
Up to now, with the motto of “friendship, respect, thoughtfulness, safety and economy”, the preparation work for the Conference has been basically completed, ensuring content, logistics, reception, security and health. The Conference will certainly leave a good impression of the beautiful and peaceful Vietnam to international friends.
Could you please tell us the significance of choosing the theme for this Global Young Parliamentarians’ Conference? What is the most important message that Vietnam wants to send to young parliamentarians and international friends through this Conference?
The general theme of the 9th Global Conference of Young Parliamentarians is “ The role of youth in promoting the implementation of the Sustainable Development Goals through Digital Transformation and Innovation ”. The main theme of the conference and the thematic discussions on digital transformation, entrepreneurship and innovation, promoting respect for cultural diversity in sustainable development are not only topical but also in line with the trend of the times and the development orientation of countries around the world. Member parliaments and governments of all countries clearly recognize and affirm that digital transformation and innovation are inevitable trends, helping to accelerate and be fairer for each country and each citizen globally so that no one is left behind. These are also Vietnam's top priorities today towards the two 100-year aspirational goals set by our Party at the 13th National Congress. Therefore, the Vietnamese National Assembly has made thorough preparations, proactively and successfully persuaded the IPU about the theme of this Conference.
In fact, in the context of slow progress in implementing the Sustainable Development Goals (SDGs), only 12% of the SDGs are on track, while 50% are moderately or severely off track. This requires the international community to make stronger efforts and make breakthroughs to achieve the SDGs by 2030, including digital transformation, leveraging technology, innovation, and accelerating to find approaches and solutions; along with promoting respect for cultural diversity, promoting the role of culture in the context of technological transformation and globalization associated with sustainable development.
Through the Conference, Vietnam hopes that young IPU parliamentarians, who are politicians closest to the young generation - those who are knowledgeable about science and new technology, as future leaders, need to join hands to promote the implementation of the Sustainable Development Goals through digital transformation and innovation.
The Conference is expected to adopt the Conference Declaration on “The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation”. This will be the first Conference Declaration of the Global Young Parliamentarians’ Conference through 9 conferences. In your opinion, what is the significance of this? How does Vietnam contribute to the content and initiatives in the draft Declaration?
At the closing session, the Conference will adopt the Conference Declaration on the Role of Youth in Promoting the Implementation of the Sustainable Development Goals through Digital Transformation and Innovation. The Conference Declaration will summarize the most prominent points as well as synthesize the proposals and recommendations recorded at the Conference Sessions. The Declaration is a synthesis of the determination and strong commitment of young IPU parliamentarians to strong and sustainable development on a global scale. This is very important in the context of the 2030 Agenda for Sustainable Development facing many difficulties and challenges.
Over the past time, Vietnam has actively participated in the work of drafting the Conference documents. The Subcommittees of the Conference Organizing Committee have closely coordinated with the IPU Secretariat to draft the Conference Declaration. The Content Subcommittee has coordinated with relevant ministries and branches to propose contents that can be included in the Conference Declaration, with strong and impressive messages to contribute to the implementation of international commitments related to promoting the implementation of the Sustainable Development Goals through digital transformation and innovation. The IPU Secretariat has highly trusted and appreciated the preparation work of Vietnam in general and the topics discussed at the Conference in particular, so it has proposed that Vietnam send a representative to present the Report of the discussion sessions at the Closing Session of the Conference.
