CLOSING OF THE 9TH GLOBAL YOUNG PARLIAMENTARIES CONFERENCE: ACHIEVEMENT OF COMMON AWARENESS ON INTERNATIONAL COOPERATION AND THE PIONEER ROLE OF YOUNG PARLIAMENTARIES
Thematic discussion session 1 "digital transformation" within the framework of the 9th Global Conference of Young Parliamentarians.
As an active and responsible member of the Inter-Parliamentary Union (IPU), from September 14-16, 2023, the Vietnamese National Assembly officially hosted the 9th Global Conference of Young Parliamentarians in Hanoi.
At the Conference, the Vietnamese National Assembly affirmed its role in implementing the Sustainable Development Goals through digital transformation, startups and innovation as proposed. In order for the National Assembly to achieve the implementation of the Sustainable Development Goals, reporters from the National Assembly Electronic Information Portal interviewed Vice Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan - National Assembly Delegation of Kien Giang Province.
Reporter: Dear delegates, from September 14-16, 2023, the Vietnamese National Assembly will host the 9th Global Conference of Young Parliamentarians. What is your assessment of this being the first time Vietnam has hosted this Conference?
Vice Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan: The 9th Global Young Parliamentarians' Conference is one of the important foreign affairs events of the Vietnamese National Assembly in 2023. The conference is an opportunity for young parliamentarians from member parliaments around the world to discuss parliamentary actions to promote the role of young people in accelerating the implementation of sustainable development goals through digital transformation, innovation and promoting cultural diversity for sustainable development.

The conference is an opportunity to learn from experiences in promoting youth participation in political activities and socio-economic development in countries in the context of digital transformation, innovation, and sustainable development, which are common trends in the world and are also top priorities in Vietnam's current policies. Through the conference, Vietnam wants to convey to international friends the attention and care of the Party and State of Vietnam for the young generation, the role of young people in national development and participation in building a peaceful, prosperous world and solving global challenges.
Reporter: One of the contents presented at this Conference is to emphasize the role of young people in promoting the implementation of the Sustainable Development Goals through digital transformation, entrepreneurship and innovation. Can delegates give their views on this content?
Vice Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan: Digital transformation, innovation and startups play a very important role in the current context, being a new driving force for sustainable growth and development. On the one hand, science, technology and innovation policies create an environment that encourages the creation of new solutions and new tools for human development and socio-economic development; on the other hand, they also create a suitable framework for balanced and sustainable development.

In fact, with innovative start-up activities, Vietnamese enterprises are demonstrating to international friends a young, dynamic Vietnam with the spirit and determination of start-ups and innovation. In the current new context, young parliamentarians, representing legislative bodies around the world, need to join hands to promote digital transformation, start-ups, and innovation globally and in each country.
The 9th Global Young Parliamentarians' Conference selected the theme emphasizing the role of young people in promoting the implementation of the Sustainable Development Goals through digital transformation, entrepreneurship and innovation as a very practical one. For Vietnam, this activity aims to contribute to implementing the foreign policy of the 13th National Party Congress, Resolution No. 34-NQ/TW of the Politburo on "Some major orientations and policies to implement the foreign policy of the 13th National Party Congress", Directive No. 25-CT/TW of the Secretariat of the 12th Party Central Committee on promoting and enhancing multilateral diplomacy until 2030 and the Vietnam Youth Development Strategy for the period 2021-2030.

Reporter: To affirm the role of the Vietnamese National Assembly in implementing the Sustainable Development Goals through digital transformation, startups and innovation as proposed, in your opinion, what tasks and solutions will need to be focused on in the coming time, delegates?
Vice Chairman of the Committee on Science, Technology and Environment Nguyen Phuong Tuan: In order to promote the role of the Vietnamese National Assembly in implementing sustainable development goals through digital transformation, startups and innovation, in my opinion, it will be necessary to focus on promoting a number of tasks and solutions in the coming time, specifically:
Firstly, promoting the role of the National Assembly to continue building and perfecting the legal system, creating a favorable legal framework for digital transformation, innovation, transfer, application and development of science and technology; supporting models of innovation, creativity and startups (sandbox).
Second, the National Assembly reviews and decides on policies and mechanisms in resolutions on annual socio-economic development plans, thematic resolutions... to promote and encourage start-up and innovation activities among youth and students; strengthen training and career guidance in technology fields to prepare high-quality human resources for the country's development process; develop initiatives, connect and support innovation and start-up activities, encourage and support projects and businesses practicing innovation and start-up. Policies and mechanisms need to aim at creating a good training and practice environment for future human resources in science, technology and innovation for the goal of sustainable development.
Third, the National Assembly needs to continue to enhance the effectiveness of its supervision activities in implementing sustainable development goals, including promoting the role of implementing solutions on digital transformation, startups and innovation in achieving the set goals.
