General Secretary To Lam requested that each agency must ensure that work continues to operate normally, without interruption, suspension, or omission.


General Secretary To Lam presented the Politburo's Decision on the functions and tasks of the Central Organizing Committee to comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee.

On December 30, in Hanoi, the Politburo and the Secretariat held a conference to announce the Politburo's Decision on the functions, tasks, powers, organizational structure, and working relationships of 13 Party agencies, Party public service units, the Central Committee of the Vietnam Fatherland Front, and socio-political organizations at the central level.

Also attending the Conference were Politburo members: President Luong Cuong; National Assembly Chairman Tran Thanh Man; Standing member of the Secretariat Tran Cam Tu, Head of the Central Inspection Commission; Politburo members, Secretariat members, Party Central Committee members who are heads of central agencies and units.

At the Conference, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Commission, said that at the Politburo and Secretariat meeting on December 27, 2024, the Politburo and Secretariat discussed and approved the draft Politburo Decisions on the functions and tasks of 13 Party agencies, Party public service units, the Central Committee of the Vietnam Fatherland Front and socio-political organizations at the Central level.

On December 28, 2024, the Politburo issued Decisions on the functions, tasks, powers, organizational structure, and working relationships of agencies. Specifically, the powers, organizational structure, and working relationships of 13 agencies: the Central Organizing Committee, the Central Inspection Committee, the Central Internal Affairs Committee, the Ho Chi Minh National Academy of Politics, Nhan Dan Newspaper, Communist Magazine, the Truth National Political Publishing House, the Central Agency of the Vietnam Fatherland Front, the Vietnam General Confederation of Labor, the Central Agency of the Ho Chi Minh Communist Youth Union, the Central Agency of the Vietnam Women's Union, the Central Agency of the Vietnam Farmers' Association, and the Vietnam Veterans' Association.

Speaking at the Conference, General Secretary To Lam emphasized that the completion of the reorganization and streamlining of the apparatus by 13 Central Party and Mass Organization agencies is a great effort, a model spirit, determination, urgency, and seriousness in the reorganization and streamlining of the apparatus of each agency and the close coordination and responsibility of the Party's advisory and support agencies at the Central level.

The General Secretary noted that this is just the beginning, there is still a lot of work to do ahead and it is more complicated because it involves the operating mechanism and the streamlining of the staff.

The General Secretary requested that each agency must ensure that work continues to operate normally, without interruption, suspension, or omission. During the implementation process, there will be problems and shortcomings, so agencies need to continue to review, agree with the Central Organizing Committee, report to the Politburo for amendments and supplements when necessary; promptly complete administrative legal procedures to operate and transact under the legal entity of the new agency.

The General Secretary requested to urgently develop working regulations or review, supplement, and amend the working regulations of the agency and each affiliated unit within each agency, also in the spirit of running and lining up at the same time to ensure full implementation of the new functions and tasks of each agency and unit.

In each task, the presiding unit and the person in charge must be clear. The assignment of tasks must be organic and consistent. There must absolutely be no purely mechanical merger. There must be no distinction between the old agency, the old unit, or the merged agency or unit.

The General Secretary requested that political and ideological work be carried out well in receiving and arranging leaders of agencies and affiliated units; in arranging headquarters and workplaces, there should be no discrimination or disunity. Ensure the material and spiritual life of officials, civil servants, public employees and workers to welcome the Lunar New Year of At Ty happily, warmly and with peace of mind, excitedly preparing to enter the new year with new tasks and a new mindset.

Agencies and units review the structure and rearrange the staff to improve the quality of work. The purpose of reorganizing the apparatus is to achieve streamlining, avoid duplication of functions and tasks, avoid omissions and fragmentation of work, and clearly identify the presiding agency so that, on that basis, the structure, arrangement, and streamlining of the staff can be ensured, after the reorganization of the apparatus and staff, the agency or unit must operate better and more effectively.

The General Secretary suggested that the Ministry of Home Affairs, the National Assembly Delegation Work Committee coordinate with the Central Organizing Committee to advise the Government, the Prime Minister, and the National Assembly to soon promulgate policies and regimes for cadres to implement the arrangement and structure of the cadre team with the view of streamlining the cadre team but retaining talented people, attracting good people to work in the public sector. Continue to promote the spirit of determination, urgency, and responsibility of the 13 agencies to arrange the agencies of the Government, the National Assembly, and localities, ensuring the completion of the arrangement and streamlining of the apparatus on schedule and according to the set plan.

Advise the Government, the Prime Minister, and the National Assembly Standing Committee to immediately implement the arrangement of state agencies under their authority if they are not subject to the provisions of the law; direct state agencies to do a good job of preparation so that immediately after the National Assembly amends the law, the Government and the Prime Minister issue decrees and circulars, the arrangement of the apparatus and staff can be immediately implemented. The arrangement process is not too perfectionist but also not subjective or formalistic, ensuring smoothness, no congestion in handling work, avoiding waste and loss of assets and facilities of agencies and units.../.
