Vice Chairman of the National Assembly Nguyen Khac Dinh said that at the opening session of the 8th session (morning of October 21), the 15th National Assembly, General Secretary and President To Lam will give a speech.
On the afternoon of October 20, at a press conference on the proposed agenda of the 8th session, Vice Chairman of the National Assembly Nguyen Khac Dinh shared new points at the session. Vice Chairman of the National Assembly Nguyen Khac Dinh said that, given the importance of this session, General Secretary and President To Lam will deliver a speech at the opening session. "Normally, the General Secretary delivers a speech at the first session of the National Assembly's term," said Mr. Nguyen Khac Dinh. Another new point, shared by the Vice Chairman of the National Assembly, is that this is a session with many major issues and a new working approach. Therefore, the 8th session, taking place over 29.5 working days (session 1 from October 21 to November 13; session 2 from November 20 to the morning of November 30), the National Assembly will work on four Saturdays.

The National Assembly Standing Committee has also agreed with the Government and asked for the opinions of National Assembly deputies to agree to reduce the time for reading documents in the hall (reading the submission for 10 minutes, the review report for 10 minutes). This will create more time for the National Assembly to discuss. The Vice Chairman of the National Assembly said that the 8th session will increase group discussions and reduce the time for discussion in the hall on socio-economic issues and the State budget. Mr. Nguyen Khac Dinh explained that in one day of discussion in the hall, only 60-70 deputies can speak, but discussions in groups can have up to hundreds of opinions. "Therefore, the National Assembly Standing Committee has agreed with the Government and the deputies also agreed to increase discussions in groups so that more deputies can speak and reduce discussions in the hall," said Mr. Nguyen Khac Dinh. After the group discussion, the National Assembly Office, the National Assembly Secretary General, and the Secretariat will summarize the delegates' discussion opinions and send them to the examining agency and the agency in charge of developing the project for explanation and acceptance. Thanks to that, when they come to the hall, the delegates do not ask again about the issues that have been accepted and explained. The Vice Chairman of the National Assembly said that at this session, the live broadcast time in the hall will be increased. Thereby, people will have the opportunity to follow and supervise the activities of the National Assembly. Regarding the North-South high-speed railway project, Mr. Nguyen Khac Dinh said that this is a very large project, at this session the National Assembly will give opinions on the project's policy. Specifically, on November 13, the Government will have a presentation on the North-South high-speed railway project; in the afternoon of the same day, it will be discussed in the hall. "On November 20, there will be a discussion in the hall and if there is consensus, the National Assembly will vote to approve the project on November 30," said Mr. Nguyen Khac Dinh.Vietnamnet.vn
