On August 19, at the Great Hall of the People, Beijing, right after the solemn official welcoming ceremony, General Secretary and President of Vietnam To Lam held high-level talks with General Secretary and President of China Xi Jinping.

General Secretary and President of China Xi Jinping emphasized that the first state visit to China, which is also the first foreign visit of General Secretary and President To Lam as head of the Party and State of Vietnam, is of utmost importance.
The visit demonstrates the high regard and top priority of the two Parties and countries for the Vietnam-China relationship, considering this an important time for the two countries to bring bilateral relations to a new height, deepening and substantively in all aspects.
General Secretary and President of China Xi Jinping affirmed that Vietnam is a priority in China's foreign policy; supports Vietnam in upholding the Party's leadership and promoting the cause of building socialism.
Emphasizing the important significance of the visit, General Secretary and President To Lam affirmed that Vietnam always attaches importance to and gives top priority to the friendly neighborly relationship - Comprehensive strategic cooperative partnership - Community of shared future of strategic significance with China.
He affirmed his wish to join General Secretary and President Xi Jinping and senior Chinese leaders in inheriting and promoting the long-standing tradition of friendship between the two Parties and countries, guiding Vietnam-China relations into a new stage of increasingly stable, sustainable and long-term development.
In a warm and friendly atmosphere, the two leaders discussed the situation of each Party and country and the relationship between the two Parties and countries.
Emphasizing that in the context of the complicated and unpredictable developments in the world and region, General Secretary and President To Lam affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization of foreign relations, and a steadfast defense policy of "4 no's".
General Secretary and President of China Xi Jinping affirmed that China persists in its policy of friendship with Vietnam, always considering Vietnam a priority direction and strategic choice in its neighborly diplomacy.
Strengthening connectivity of railway and road infrastructure
Discussing major orientations, the two leaders highly agreed on enhancing political trust and maintaining regular exchanges and contacts between senior leaders of the two Parties and two countries.
The two General Secretaries and Presidents attach importance to the strategic orientation role of the Party channel for the overall bilateral relations between the two countries.

The two leaders also stressed the importance of strengthening and promoting areas of substantive cooperation.
Accordingly, the two sides agreed to continue to strengthen security and defense cooperation, promote economic, trade and investment cooperation, including promoting the connection of "two corridors, one belt" with the "belt and road", enhancing the connection of railway and road infrastructure, enhancing supply chain cooperation, economic cooperation between border provinces, and enhancing exchanges on state-owned enterprise reform.
General Secretary and President To Lam suggested that the two sides strengthen cooperation in building large, highly symbolic projects that are commensurate with political trust and demonstrate China's level of development and advanced science and technology.
He proposed that China support preferential loans, technology transfer, human resource training, quality investment in key transport infrastructure projects in Vietnam, and increase investment cooperation in areas where China has many advantages such as green economy and digital economy.
General Secretary and President of China Xi Jinping affirmed that China is willing to increase imports of Vietnamese agricultural products, expand trade promotion offices in China; China creates favorable conditions for high-quality Vietnamese agricultural products to access the Chinese market.
Emphasizing that the two countries are looking forward to celebrating the 75th anniversary of the establishment of diplomatic relations in 2025, the two General Secretaries and Presidents agreed on the necessity of further strengthening people-to-people exchanges, promoting understanding and friendship between the people of the two countries, especially the young generation; and agreed to identify 2025 as the "Vietnam-China Humanitarian Exchange Year".
The two General Secretaries and Presidents discussed in depth many international and regional issues of mutual concern, emphasizing coordination and mutual support at multilateral forums and international mechanisms on the basis of the legitimate interests of the two countries and actively contributing to the common interests of the international community.
Regarding maritime issues, the two sides had sincere and frank exchanges, agreeing to effectively implement the high-level common perceptions reached, and make efforts to better control and resolve disagreements.
General Secretary and President To Lam suggested that the two sides should respect each other's legitimate interests, resolve disagreements by peaceful means, comply with the United Nations Charter and international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982); seriously and fully implement the Declaration on the Conduct of Parties in the East Sea (DOC) and promote a substantive and effective Code of Conduct of Parties in the East Sea (COC) in accordance with international law and UNCLOS 1982.
On behalf of the Party and State of Vietnam, General Secretary and President To Lam respectfully invited General Secretary and President of China Xi Jinping to visit Vietnam again soon. General Secretary and President Xi Jinping sincerely thanked and happily accepted the invitation.

At the end of the talks, General Secretary and President To Lam and General Secretary and President of China Xi Jinping witnessed the departments, ministries, branches and localities of the two countries signing cooperation documents during the visit in the fields of party school cooperation, agricultural product import and export, radio and television, press and communication, healthcare, infrastructure, trade and economy, industry, banking, etc.

Next, General Secretary and President of China Xi Jinping respectfully invited and joined General Secretary and President To Lam in a tea party.

In a joyful, warm and friendly atmosphere, the two General Secretaries and Presidents reviewed the tradition of friendship between the two Parties and two countries; had a cordial exchange about tea culture in the customs and practices of each country; reviewed the common perceptions just reached at the talks and emphasized the importance of further developing bilateral relations to a new height.
