On August 27, at the Party Central Committee Headquarters, General Secretary and President To Lam, Head of the Party's XIV National Congress Documents Subcommittee, chaired a meeting of the Party's XIV National Congress Documents Subcommittee to give comments on the draft Political Report prepared by the Editorial Team based on the detailed outline of the Political Report approved by the 9th Conference of the 13th Party Central Committee.
We respectfully introduce the content of the speech of General Secretary and President To Lam at the meeting:
“Dear comrades, In order to prepare for the 14th National Party Congress, we have two very important tasks, which are drafting documents to submit to the Congress and preparing personnel for the Congress. There is not much time left until the Party Congress, so the key leaders and the Politburo have agreed that from now until the end of the year, we must focus on prioritizing the above two tasks.
At the recent 9th Central Conference, the Central Committee gave its opinions on the detailed outline of the Political Report, the Report summarizing 40 years of Renovation, the Report on socio-economic development and other reports to be submitted to the 14th National Party Congress. The drafts of these reports will be submitted to the 10th Central Conference.
After studying the draft Political Report and the Submission and listening to the report of comrade Nguyen Xuan Thang, I agree with the method of organizing and implementing the work of the Document Editorial Team. In the past time, the Editorial Team has worked with a proactive, responsible, and urgent spirit and up to today, we have had the draft of the 6th Political Report. The draft closely follows the detailed outline commented on by the 9th Central Conference and the instructions of the Standing Committee of the Document Subcommittee at the recent meeting.
Dear comrades, The 14th National Party Congress will be an important milestone on the development path of our country and people. The Congress has the task of reviewing the implementation of the Resolution of the 13th National Party Congress, summarizing 40 years of carrying out the national renovation in the direction of socialism; 35 years of implementing the Platform for national construction in the transitional period to socialism; deciding on the directions, goals and tasks of the entire Party, people and army in the next 5 years (2026-2030), continuing to implement the 10-year socio-economic development strategy (2021-2030); aiming at the milestone of our country's 100 years under the leadership of the Party; creating the foundation to realize the vision to 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.
In the face of these historic milestones, cadres, party members and the people are looking forward to and expecting great things from the Party’s new, strong and wise decisions that are groundbreaking. Therefore, this Political Report is of great significance, must be of real quality, truly be the basis for orientation for other documents, and even be a “light to guide the way” for the next Congresses.
Compared to the draft submitted to the meeting of the Standing Committee of the Document Subcommittee, the quality of this draft report has been significantly improved: it is more concise, the contents of the 40-year renovation summary are more concise, absorbing the latest results from the draft Report on the 40-year renovation summary, the contents of the orientation, key tasks and strategic breakthroughs are also presented more concisely, clearly and coherently than before. In order to continue to perfect the draft Political Report to meet the requirements of both quality and progress, as discussed in the meeting with the Standing Committee of the Document Subcommittee, I would like to continue to emphasize the following suggestive issues:
Firstly, unifying the perception of the new historical starting point, the new era, the era of the Vietnamese people's rise, after 40 years of carrying out the renovation process; thereby having a correct perception of the stature and historical significance of the 14th Party Congress and the Political Report presented to the Congress.
The political report is the central report that must ensure the crystallization of all the quintessence and values of the past, present and future. The content of the report must be expressed in terms of viewpoints and policies; must summarize and clearly evaluate the results and achievements achieved during the 13th tenure and 40 years of renovation, along with the causes and lessons learned; in particular, clarify new results, new ways of doing things, and established foundations; discover and explore emerging policies, tasks, and solutions that have vitality from practice, from new factors of practice; policies and strategies that are confirmed by reality to be correct, appropriate, or need to continue to be innovated, supplemented, and developed.
The political report needs to arouse the pride and confidence of cadres, party members and people in the correct and wise line of the Party, in the goal and path to socialism that beloved Uncle Ho and the entire nation have chosen. This political report must draw new and outstanding points; summarize from the new theoretical and practical issues of the country. It is necessary to fully assess the opportunities and challenges, the issues raised in the current complex international context; thereby clearly defining the viewpoint, vision, goals and development orientation, key tasks and strategic breakthroughs to create strong development steps for the country in the new period.
Second, continue to thoroughly grasp the guiding thoughts of the late General Secretary Nguyen Phu Trong; especially the three basic principles in document drafting: steadfastness and innovation; inheritance and development; and skillful combination of theory and practice, theoretical research, summarizing practice with policy orientation.
In which, the system of guiding viewpoints with principled nature is firmly maintained: Firmly maintained and creatively applied, developed Marxism-Leninism, Ho Chi Minh thought and the theory of the Party's innovation line; firmly maintained the goal of national independence and socialism; firmly maintained the principles of Party building to build and firmly defend the socialist Vietnamese Fatherland. Firmness goes hand in hand with innovation and creativity but must be principled, not arbitrary, hasty, both cautious and thorough, but not too perfectionist, wasting opportunities. Summarizing 40 years of innovation this time, we have basically completed, put forward the theory of the Party's innovation line and need to consider this as the basis for us to propose and supplement the theory of the Innovation line into the Party's ideological foundation.
Based on the above principles, we can identify a number of major viewpoints, orientations, key tasks and strategic breakthroughs in the new period, which are:
- Continue to synchronously and comprehensively promote the innovation process, develop the country rapidly and sustainably based on the viewpoint of economic and social development, environmental protection as the center, Party building as the key, cultural development as the foundation, ensuring national defense and security and promoting foreign affairs as essential and regular. Build and develop the country in the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride."
- Uphold independence and self-reliance; ensure the highest national and ethnic interests on the basis of fundamental principles of international law; firmly protect the socialist Fatherland from early on and from afar; persistently pursue an independent, self-reliant, multilateral, and diversified foreign policy; be a friend, a reliable partner, and an active and responsible member of the international community.
- Firmly uphold the stance, viewpoint and practice of "People are the root", "People are the subject and center of the innovation process"; build a socialist rule-of-law state of the people, by the people, for the people, led by the Communist Party of Vietnam.
- Build and perfect a synchronous system of national development institutions; synchronously innovate economic, political, cultural, social, and environmental protection institutions; focus on removing difficulties and obstacles in development institutions. Strengthen regional connectivity, expand development space; promote digital transformation, green transformation, and energy transformation processes. Develop people comprehensively; build an advanced Vietnamese culture imbued with national identity, which is truly an endogenous strength and an important driving force for national development.
- Continue to promote the building and rectification of a truly clean and strong Party; resolutely and persistently prevent and combat corruption and negativity with the motto of "non-stop" and "non-rest", bringing the fight against "internal invaders" to final victory.
Third, the Political Report of the 14th National Party Congress must be a product, a crystallization of the collective intelligence of the entire Party, people and army. Therefore, it is necessary to promote democracy and collective intelligence, and to have the participation and contributions of central and local agencies, departments and branches, socio-political organizations and the people; to seek the participation and contributions of former leaders, intellectuals, researchers and managers; to focus on exploiting the results of scientific research at home and abroad.
Dear comrades, The work of the Document Subcommittee as well as the Document Editorial Team is still very large, and there is not much time left until the 10th Central Conference, requiring great efforts to continue to complete the draft Political Report. I request that you continue to spend adequate time and effort to complete this extremely important and meaningful work with the highest quality and on schedule.
