Honoring the contributions of ethnic minorities in Soc Trang province to the country's development

On August 18, the People's Committee of Soc Trang province organized the 4th Congress of Ethnic Minorities in 2024 with the theme "Ethnic groups unite, innovate, create, promote advantages, potentials, integrate and develop sustainably".

The congress was attended by 260 official delegates representing more than 424,000 ethnic minorities in Soc Trang province. It is an important event in the political and social life, marking a new stage of development for the ethnic minority community in Soc Trang province.

Attending the congress were comrades Hau A Lenh, member of the Party Central Committee, Minister, Chairman of the Ethnic Committee; Lam Van Man, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Soc Trang province; Ms. Tran Thi Hoa Ry, Vice President of the National Assembly's Ethnic Council; Ho Thi Cam Dao, Permanent Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Most Venerable Tang No, Deputy Supreme Patriarch of the Central Council of the Vietnam Buddhist Sangha, Head of the Executive Committee of the Vietnam Buddhist Sangha in Soc Trang province, President of the Provincial Association of Patriotic Monks and Monks; former provincial leaders of different periods, comrades in the Provincial Party Standing Committee, and the Provincial Party Executive Committee.

Soc Trang has 27 ethnic minorities living, the province with the highest number of ethnic minorities in the Southern region, of which the Khmer ethnic group accounts for 30.19%; the Chinese ethnic group accounts for 5.22%; other ethnic groups account for 0.04%. The ethnic minorities of the province live together, united, attached to the Kinh people and believe in the leadership of the Party, well implementing the policies and laws of the State.

The 4th Congress of Ethnic Minorities in Soc Trang Province in 2024 is an important political event, aiming to evaluate the achievements and results of ethnic work and ethnic policies. At the same time, the Congress affirms, recognizes, commends and honors the great contributions of ethnic minorities in the province in the cause of national construction, integration, development and protection; continues to strengthen the trust and create consensus of ethnic minorities in the leadership of the Party, the management and administration of the government in the period of innovation, integration and development.

According to the report to the Congress, in the 2019-2024 period, Party committees and authorities at all levels will pay attention to synchronously implementing social security policies, ensuring full, timely and appropriate implementation, promoting effectiveness, creating conditions for poor and near-poor households and ethnic minorities to access the State's support programs and policies.

In particular, the National Target Program on Socio-Economic Development in Ethnic Minority Areas, 2022-2024 (Program 1719) was implemented with an implementation capital of more than VND 1,030 billion. As of March 31, 2024, Program 1719 has supported residential land for 249 households, housing for 1,923 households, job conversion for 4,607 households, and distributed domestic water for 958 households; built 4 centralized water works with 1,536 beneficiary households; deployed over 67 models to support production development and diversify community livelihoods; built 171 works (including 154 bridges, rural roads, 3 community houses and 14 market network works); maintained over 50 infrastructure works, schools, etc.

On behalf of the Party Executive Committee and the leaders of the Ethnic Committee, Comrade Hau A Lenh acknowledged and congratulated the achievements of the Party Committee, the government and the army and people of the province's ethnic groups in the past time. He especially praised the efforts of the ethnic minorities who have joined hands and unanimously worked step by step to "change the skin" of the ethnic minority areas, contributing to the people of the whole country in the current cause of innovation, development and protection of the country.

Comrade Hau A Lenh suggested that the Party committees, authorities, socio-political organizations, cadres and Party members continue to study, raise awareness and thoroughly grasp the viewpoints, policies and guidelines of the Party and State on ethnic affairs, great national unity and ethnic policies. Promote the potential and advantages of the province, focus resources on investment in socio-economic development, effectively implement 3 national target programs, especially the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 in the province.

According to Provincial Party Secretary Lam Van Man, the ethnic minority community is an inseparable part and the “flesh and blood” of the Vietnamese people, “sharing hunger and poverty, happiness and suffering together”. Therefore, the Soc Trang Provincial Party Committee has determined that investing in socio-economic development in ethnic minority areas is investing in sustainable development, ensuring political security, social order and safety, improving the material and spiritual life of the people. At the same time, narrowing the gap in living standards and income of ethnic minorities compared to the average of the province.

To effectively implement ethnic work and ethnic policies in the coming time, the Provincial Party Secretary proposed and hoped that Party committees, authorities, the Fatherland Front, and socio-political organizations would continue to strengthen the dissemination and propaganda work to raise awareness and responsibility of Party committees, Party organizations, and local authorities on ethnic work and ethnic policies. Lead and direct the implementation of resolutions, directives, and conclusions of the Central Committee and the Provincial Party Committee on socio-economic development in ethnic minority areas.

At the Congress, the Minister and Chairman of the Ethnic Committee awarded Certificates of Merit and Medals for the cause of ethnic development to collectives and individuals with outstanding achievements in the development of ethnic groups; the Chairman of the People's Committee of Soc Trang province awarded certificates of merit to collectives and individuals with outstanding achievements in the patriotic emulation movement in the period of 2019-2024.
