(QNO) - The functional sector has proposed to review and re-evaluate the traffic organization on Vo Chi Cong Street to propose and recommend to competent authorities solutions to maximize the project's effectiveness, ensuring the highest safety for people and vehicles.
Current Status
Vo Chi Cong Street (DT619) starts at the provincial road 603B in Hoi An City, crosses Cua Dai Bridge to DT620 (adjacent to Chu Lai Airport), in Nui Thanh District. In which, the first section of the route goes through the south of Cua Dai Bridge with a traffic scale of 4 lanes for motor vehicles, with a median strip; the section south of Cua Dai Bridge joins DT620 with a traffic scale of 2 lanes for motor vehicles.
In accordance with the plan, the province has completed the remaining part of the Cua Dai bridge - National Highway 40B section with 4 lanes, and is about to be completed. Currently, the 26.5km section from National Highway 40B - DT620 is preparing to construct the remaining part of the road. Vo Chi Cong Street is in the completion stage, but the traffic volume is increasing, especially heavy and large trucks running at high speed, so the risk of traffic safety is high, in fact, many serious accidents have occurred.

Determining that priority should be given to tourism development and people's livelihood, on January 12, 2023, the People's Committee of Quang Nam province issued Document No. 229 directing traffic organization on DT603B route and Vo Chi Cong street. Particularly on Vo Chi Cong street, semi-trailers, semi-trailers, and trucks with a load capacity of 5 tons or more are prohibited from circulating (except for vehicles serving construction works along the route, projects on both sides of the route where there is no other way). The ban on vehicles while waiting for the completion of the remaining half of the cross-section is to ensure traffic safety, with the motto "human life is paramount".
However, the ban has caused difficulties for production and business, especially for freight transport businesses that regularly pass through Vo Chi Cong Street.
As a shareholder of Cua Dai Construction and Tourism Trading Company Limited, Mr. Mai Tien Thanh said that the company's ready-mixed concrete factory is located in Duy Nghia Commune (Duy Xuyen), adjacent to Vo Chi Cong Street. To operate, every day there are many vehicles transporting raw materials to the factory, then the factory's specialized vehicles transport concrete to supply to the projects.
Mr. Thanh reflected that with the ban on trucks of 5 tons or more, the company's operations have encountered many obstacles, sometimes even stagnating. Because, to go to National Highway 1 and vice versa, trucks must go on Duy Thanh para bridge. However, heavy trucks cannot travel through this bridge. The company is trying to hold on, if the ban continues like this, the company will have to stop production.
For transport companies that regularly travel on Vo Chi Cong Street, their operations have already been adversely affected by the general situation. The ban on trucks weighing 5 tons or more has further disrupted production and business… Faced with this situation, many businesses have petitioned the Provincial People’s Committee to lift the ban.
Find the optimal solution
Recently, the Department of Transport has sent a document to relevant units and localities to report and evaluate the implementation of traffic organization on Vo Chi Cong Street. Accordingly, during the time when the Quang Nam Provincial Traffic Construction Investment Project Management Board (investor) was organizing the construction of road items of Road 129 (Vo Chi Cong Street), in order to facilitate traffic and ensure traffic safety, the Department of Transport has advised and the Provincial People's Committee has issued Official Dispatch No. 229 dated January 12, 2023 on traffic organization on Vo Chi Cong Street, relevant units have installed a road signaling system and put it into use for more than 6 months.
Strictly implement the spirit of Directive No. 10 dated April 19, 2023 of the Prime Minister on strengthening the assurance of road traffic safety and order in the new situation, especially at Point e, Section 1 of Directive No. 10: "Do not put the project into operation or use when the project has not been accepted according to the provisions of the law on construction"; at the same time, continue to implement the direction of the Provincial People's Committee at Point a, Section 2 of Official Dispatch No. 229, the Department of Transport requests units and localities to proactively inspect, review and assess the traffic situation on Vo Chi Cong Street after installing the road signaling system; difficulties, obstacles and propose and recommend solutions in accordance with regulations and practices to maximize the effectiveness of the project, ensuring the highest safety for people and vehicles.

The Quang Nam Provincial Traffic Construction Investment Project Management Board speeds up the construction progress and completes the remaining items of the projects invested by the board related to the Vo Chi Cong route. Urgently report to the Provincial People's Committee (through the Department of Transport) the results of the review, assessment, and problems and difficulties in traffic organization; propose and recommend solutions to complete traffic organization, ensuring safety for the entire project before putting it into operation.
The Department of Transport also requested that, after receiving instructions from the Provincial People's Committee, the committee urgently prepare a traffic safety organization design dossier to adjust and supplement the route sections; complete construction, organize traffic safety inspection and assessment, and ensure conditions for acceptance and use in accordance with current regulations. Units and localities must send documents to the Department of Transport before August 15, 2023 for synthesis and reporting to the Provincial People's Committee for consideration and direction.
Director of the Department of Transport - Mr. Van Anh Tuan said that the functional sector is waiting for reports from units and localities to synthesize and advise the Provincial People's Committee so that competent authorities can direct the implementation of an optimal traffic organization plan on Vo Chi Cong Street in the coming time.
