Ensuring efficient operation
Implementing the policy of streamlining the organization of specialized agencies under the City People's Committee, Tam Ky City has decided to reduce the number of agencies from 11 to 9.
Including: Department of Home Affairs (merging Department of Home Affairs and Labor, Invalids and Social Affairs); Department of Economy, Infrastructure and Urban Areas (merging Department of Urban Management and Department of Economy); Department of Culture, Science and Information; Department of Agriculture and Environment; Office of People's Council and People's Committee of the city; Department of Education and Training; Department of Finance and Planning; Department of Justice; Inspectorate.
According to Mr. Pham Hoang Duc - Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Tam Ky City, the city is implementing the arrangement and streamlining of the apparatus organization in accordance with the Central's policy, the orientation and direction of the province and this is a revolution in the apparatus organization with the spirit of "running and queuing at the same time".
Immediately after the City People's Council approved the project to reorganize and streamline the apparatus, the City People's Committee announced and awarded decisions to appoint leaders of newly established professional agencies.
In which, Mr. Bui Tan Cong - Chairman of An Xuan Ward People's Committee holds the position of Head of the City's Internal Affairs Department; Mr. Duong Van Tuan - Chief Inspector of the City holds the position of Head of the City's Economic, Infrastructure and Urban Affairs Department; Ms. Nguyen Thi Thao - Head of the City's Culture and Information Department holds the position of Head of the City's Culture, Science and Information Department; Mr. Pham The Man - Head of the City's Natural Resources and Environment Department holds the position of Head of the City's Agriculture and Environment Department; Ms. Vu Thi Anh Suong - Deputy Chief Inspector of the City is in charge of and operates the City Inspectorate. The Department of Education and Training, the Department of Finance and Planning, and the Department of Justice maintain the same organizational structure and personnel; the Office of the City People's Council and People's Committee adds personnel.
Chairman of Tam Ky City People's Committee - Mr. Nguyen Duy An said the motto is "clear people, clear work, clear responsibility, clear progress, clear efficiency" and believes that the arrangement and streamlining of the apparatus ensures effective and efficient operations, associated with streamlining the payroll and improving the quality of the staff and civil servants, meeting the requirements and tasks in the current period, in line with the practical situation of the city and the policy of the Central Government.
The following departments are arranged to ensure the principle of "one agency performing many tasks and one task is assigned to only one agency to preside over and take primary responsibility". Thereby creating convenience in management, direction, operation as well as the process of deploying and organizing the implementation of tasks.
"The organizational structure of the specialized agencies under the City People's Committee after the merger and arrangement has reduced 2 agencies, 2 heads, continued to reduce the number of deputies (expected to reduce 2 deputies when retiring early) and professional and technical civil servants, expected to streamline 4 positions in 2025 and continue to streamline positions according to the roadmap in the coming time" - Mr. An said.
Organize, streamline
In addition to arranging and streamlining the organization of specialized agencies under the City People's Committee, Tam Ky also previously decided to establish the City Party Committee's Propaganda and Mass Mobilization Department; at the same time, mobilized Mr. Duong Van Chi - Vice Chairman of the City People's Council to hold the position of Head of the City Party Committee's Propaganda and Mass Mobilization Department and Vice Chairman of the City People's Council.
According to Tam Ky City Party Secretary Nguyen Thi Thu Lan, the establishment of the City Party Committee's Propaganda and Mass Mobilization Committee is very important, the first step in implementing the arrangement and streamlining of the political apparatus in the spirit of Resolution 18 of the Central Committee to ensure "refined, compact, strong, effective, efficient and effective".
Recently, the Tam Ky City Party Committee also decided to transfer and appoint Ms. Phan Thi Cam Binh - Head of the City Economic Department to hold the position of Chief of the City Party Committee Office; appointed Mr. Truong Ngoc Hai - Head of the City Labor, Invalids and Social Affairs Department to hold the position of Secretary of the An Xuan Ward Party Committee.
Tam Ky also implemented well the policy of arranging commune-level administrative units when deciding to merge An Xuan and Phuoc Hoa wards into a new administrative unit named An Xuan ward and officially put into operation from January 1, 2025.
These are two adjacent administrative units, with developed socio-economy and relatively synchronous infrastructure. After the merger, the new An Xuan ward has a population of 18,580 people and a natural area of 1.75 km2 .
According to the city leaders, the merger was organized methodically and received high consensus from local officials, party members and people. Immediately after its establishment, the new An Xuan Ward Party Committee focused on consolidating and perfecting the party organization, government and mass organizations to promptly lead the implementation of local political tasks.
The City People's Council held a meeting to hand over the 2025 socio-economic targets to the new administrative unit in accordance with the law. Thus, after the merger, Tam Ky City will have 12 communes and wards (8 wards and 4 communes).
