Dak Lak province needs to focus on building mechanisms and policies to develop circular agriculture.

On July 19, in Buon Ma Thuot city, Dak Lak province, the Vietnam Institute of Economics - Vietnam Academy of Social Sciences in collaboration with Dong A University organized a scientific workshop "Developing circular agriculture: Domestic and international experiences".

Attending the workshop were leaders of Tay Nguyen University, scientists and representatives of departments, branches and localities of Dak Lak province.

In her introductory report to the workshop, Associate Professor, Dr. Tran Thi Lan Huong, Vietnam Academy of Social Sciences, said that the scientific workshop "Developing circular agriculture: Domestic and international experiences" is within the framework of the provincial-level topic "Current status of developing circular agriculture models in Dak Lak province and proposed solutions" managed by the Department of Science and Technology of Dak Lak province.

Through the exchange and sharing of domestic and international experiences in general, and the current status of circular agricultural development in Dak Lak in particular, the workshop aims to identify the conditions, capabilities and current status of circular agricultural development in Dak Lak province, learn about some circular agricultural models being implemented in the province, thereby finding solutions to perfect the models and recommending policies for sustainable economic development according to the circular agricultural model.

According to Associate Professor, Dr. Tran Thi Lan Huong, circular agriculture is a trend that many countries in the world choose to develop to adapt to climate change, environmental pollution, resource depletion and waste and towards sustainable development. Circular agriculture is understood as a closed-cycle production process in which most waste is returned as raw materials for the production process. Waste and by-products of this production process are inputs for other production processes, in order to save costs, protect the environment, and protect human health. The priority focus of the circular agriculture development strategy is based on biomass, organic fertilizers produced from agricultural waste, water circulation and efficient use of water resources, and prevention of food waste.

Scientists say that localities need to prioritize issuing projects to develop circular agricultural economies to contribute to improving people's lives and improving community livelihoods.

In Vietnam, circular agriculture is identified as one of the priorities in sustainable agricultural development, serving the Socio-Economic Development Strategy for the period 2021-2030, vision 2045. Vietnam has built a roadmap, mechanisms, policies and laws to form and operate a circular economic model, encouraging the development of circular economic models to comprehensively and effectively use the output of the production process. Localities across the country are also making efforts to respond to this strategy and develop circular agricultural models that are diverse and rich in form, scale and production efficiency.

Currently, there are many circular agricultural models being effectively implemented in many different fields such as: Model of applying organic fertilizers from straw by-products, animal manure, and waste by-products from cultivation. Model of moderation to limit the use of chemical fertilizers, pesticides, veterinary drugs, growth stimulants, etc. by techniques such as fruit wrapping, finding insect-resistant varieties, and using microbial fertilizers.

Models combining crop - livestock, aquaculture. Rice - shrimp, rice - fish models, agro-forestry models, garden - forest models, garden - pond - barn - forest models... Many models have brought many values ​​to agricultural production, saving production costs, reducing emissions, reducing deforestation, ensuring agricultural ecosystems and improving the quality of land and water resources.

In Dak Lak province, there have been many circular agricultural models that bring high economic efficiency, such as: High-tech production models of Japanese melons, Lingzhi mushrooms, orchids, bell peppers, cocoa intercropped with South American bananas; irrigation saving models; breeding technology; production models according to sustainable coffee certification; production models with VietGap certification... However, circular agricultural models being applied in Vietnam in general and Dak Lak province in particular still have many issues that need to be discussed.

Specifically, small-scale production and linear agricultural practices that pursue immediate profits are difficult to change, so the ability to apply circular agriculture is not widespread. People are trained in circular agricultural practices but do not have a commercial agricultural mindset, so these models are mostly spontaneous and learn from each other. Awareness and thinking about circular agricultural economics and environmentally friendly agricultural products are still limited. Which circular economy is appropriate to apply has not been specifically researched and properly evaluated. Production according to the value chain, with certification and meeting standards is not popular, so when applying the production method towards circular agricultural economics associated with product consumption, achieving high economic results poses many challenges. Converting production methods towards circular agricultural economics, in addition to thinking and awareness, also requires science, technology, finance, etc., but currently it is limited and difficult to access...

At the workshop, scientists said that the goal of circular agricultural economy is to improve people's lives, improve local community livelihoods; responsible production, protect the ecological environment, and adapt to climate change. Circular agricultural economic products are accepted by the market; low production costs, high economic efficiency and contribute to the successful implementation of the Party and State's goals on circular economy, green economy, etc.

Therefore, to strongly and effectively develop circular agriculture, improve and enhance the lives of rural areas in Dak Lak province, scientists recommend that Dak Lak province needs to perfect institutions and policies to create a legal corridor for the formation and development of circular economic models in agriculture and rural development. Research, develop and master technologies for recycling and reusing agricultural by-products.

Training and fostering a team of workers to research and deploy technology for processing agricultural by-products, investing in research and transferring science and technology in processing agricultural by-products.

Promote the participation of private sectors, organizations, and individual farmers in the circular agricultural value chain of nutrition, water, energy, and by-products; models to enhance the efficient use of land, water, and energy resources.

Mobilize and promote foreign investment projects that meet circular agriculture criteria, focusing on cross-sectoral and regional projects associated with emission reduction and climate change adaptation.

Coordinate with international organizations and experts to support localities in integrating circular agricultural development contents into local socio-economic development strategies, planning, and plans...
