Overview of the Session

The meeting reviewed and gave opinions on adjusting the State budget expenditure estimates for 2025.

Representative of the Economic - Budget Committee presented the audit report

Accordingly, the Provincial People's Committee submitted to the Standing Committee of the Provincial People's Council to adjust the regular expenditure estimates of the provincial budget in 2025 among provincial-level agencies and budget units.

Some adjusted contents: Local budget balance expenditures are adjusted down in the estimates of 11 agencies and units with a decrease of 538 billion 659 million VND; the estimates of 14 agencies and units are adjusted up in the estimates with an increase of 538 billion 659 million VND. Expenditures for target programs are adjusted up and down between 4 agencies and units by 77 billion 019 million VND.

After verification, the Economic - Budget Committee agreed with the content of the Provincial People's Committee's submission and requested the Provincial People's Committee to direct the implementation of the following procedures to ensure compliance with legal regulations and report to the Provincial People's Council at the nearest session.

The meeting also considered and gave opinions on the proposal to develop a Resolution on decentralization of decision-making to approve projects on using public assets for business purposes, leasing, joint ventures, and associations at public service units under local management.

Through examination, the Economic - Budget Committee found that the Provincial People's Committee's submission to the Standing Committee of the Provincial People's Council for consideration and approval of the proposal to develop a Resolution on decentralization of decision-making to approve projects on using public assets for business purposes, leasing, joint ventures, and associations at public service units under the local management scope is necessary and within its authority.

However, in the content of the draft Resolution attached to the Submission of the Provincial People's Committee, there is a provision on decentralization to the District People's Committee. The Economic - Budget Committee suggests that during the process of officially drafting the draft Resolution, this provision should be reviewed to be consistent with the Central Government's direction on reorganizing the apparatus of the political system; merging administrative units according to the 2-level local model (provincial level and grassroots level).

Mr. Nguyen Van Loc - Chairman of the Provincial People's Council delivered a concluding speech at the meeting.

Concluding the meeting, Chairman of the Provincial People's Council Nguyen Van Loc basically agreed with the contents presented. He requested the Provincial People's Committee to urgently direct specialized agencies to coordinate with relevant agencies to complete the contents of the draft Resolution to ensure the time, order and procedures prescribed; and submit it to the Provincial People's Council at the nearest session.
