Proposal for higher retirement age for teachers

The proposal is stated in the draft Law on Teachers. Specifically, those who are entitled to retirement benefits at an older age include teachers with the title of professor, associate professor or doctoral degree and teachers working in specific specialized fields and sectors.

The retirement regime at an older age is implemented when the educational institution has a need; the teacher is healthy, voluntary and meets the standards and conditions of the educational institution. The working time when retiring at an older age is not more than 5 years for teachers with a doctoral degree, not more than 7 years for teachers with the title of associate professor, not more than 10 years for teachers with the title of professor.

During the period of implementing the retirement regime at an older age as prescribed, teachers in public educational institutions do not hold leadership or management positions.

The bill also stipulates that the Government shall specify in detail the process and procedures for retirement at a higher age; the regime and time for retirement at a higher age for teachers in specific specialized sectors and fields.

In the report on receiving, explaining and adjusting this content, the Standing Committee of the Culture and Education Committee said that the regulation that teachers with high qualifications, academic titles and degrees, teachers working in specific specialized fields and sectors can have their working time extended and retire at a higher age is necessary and reasonable in order to take advantage of and exploit high-quality human resources.

At the same time, overcome the shortage of highly qualified teachers in a number of specialized fields and sectors that the country's development trend requires.

The bill also clearly stipulates the conditions for implementing this policy when educational institutions have a need, teachers are healthy enough and voluntarily extend their working hours. At the same time, it adds the criterion of "meeting the standards and conditions of educational institutions".

During the period of extended retirement age, teachers in public educational institutions shall not hold leadership or management positions and shall not retain leadership or management position allowances.

Ho Chi Minh City Stock Exchange (HoSE) has just sent a notice to SMC Investment and Trading Joint Stock Company about the possibility that its shares may be delisted.

HoSE said that SMC shares of this company are currently under control securities according to Decision No. 155 dated April 3, 2024 of this exchange. The reason is that the after-tax profit of the parent company's shareholders on the audited consolidated financial statements in the last 2 years (2022, 2023) of the listed organization is a negative number, which is a case of securities being put under control according to regulations.

On January 24, HoSE received SMC's separate and consolidated financial statements for the fourth quarter of 2024 and announced the information to the market. Accordingly, the company's 2024 after-tax profit on the separate and consolidated reports was -223 billion VND and -286 billion VND, respectively.

SMC is a large steel company with many years of operation. Its after-tax profit in 2021 reached more than 900 billion VND. However, in recent years, SMC's business has not been very favorable. The Ho Chi Minh City People's Committee has just proposed a plan to prevent and combat drought, water shortage, saltwater intrusion, and forest fires, ensuring agricultural production and people's lives in the dry season of 2025.

Accordingly, the Department of Agriculture and Rural Development is assigned to coordinate with relevant departments, branches, Thu Duc City, districts, and units to speed up the progress of dredging rivers, canals, and ditches.

The People's Committee of Thu Duc City and districts are required to dredge the canal system, water intake gates, irrigation pumping stations, ponds, wells, clear the flow, install water intake equipment to proactively operate, ensure adequate conditions for clear water flow from the source to the fields; dredge intra-field canals, reinforce dykes to prevent salinity and retain fresh water, organize water retention for irrigation when necessary.

In particular, enhance the task of preventing and fighting fires in protective forests, production forests, special-use forests and areas with scattered forestry trees in Binh Chanh, Hoc Mon and Cu Chi districts.

The Irrigation Service Management and Exploitation Company Limited is assigned to closely monitor weather and hydrology, and appropriately adjust water supply plans when water shortages or saltwater intrusion occur. This unit must ensure water supply regulation in order of priority for domestic water, irrigation water for perennial crops of high economic value, etc.
